To ask the Secretary of State for Health and Social Care, how many of the proposed sites for the new hospital programme he has visited since 5 July 2022.

Since 5 July 2022 the Secretary of State has visited the following hospitals that are part of the New Hospital Programme:

¾ Whipps Cross University Hospital;

¾ Hillingdon Hospital;

¾ Milton Keynes Hospital;

¾ Kettering General Hospital;

¾ Leeds General Infirmary;

¾ Moorfields Eye Hospital; and

¾ Royal Liverpool University Hospital

By 31 December 2022, two of the New Hospital Programme schemes will have been completed. These are The Northern Centre for Cancer Care (August 2021) and Royal Liverpool Hospital (October 2022). A further five schemes are currently in construction.

To ask the Secretary of State for Health and Social Care, if he will review the evidence submitted to his Department on the alleged system and hospital failings at Kettering General Hospital between 2013-2019; and what plans he has to address that matter.

The Care Quality Commission (CQC) is the independent regulator for health and social care in England and as such, they review all concerns raised with them, consider the risk to patients and take regulatory action when appropriate and proportionate to protect people that use services. The CQC has inspected Kettering General Hospital eight times since 2014. The most recent inspection was in response to concerns raised regarding the care of patients who were at risk of, or and had fallen. As a result the CQC took enforcement action and served a Section 29a Warning Notice. The CQC continues to monitor the provider closely.

Last week, in a Westminster Hall debate called by my Hon. Friend, I announced the approval of £46 million for the Urgent Care scheme at Kettering General Hospital, to be awarded at the next capital review.

Officials have been supporting Northamptonshire to develop their proposals on health and social care integration. The Secretary of State is looking forward to considering the updated proposals from Northamptonshire in due course.

Whilst trusts are in Special Measures for Quality, they will receive increased support and intensive oversight to help address specific failings. In respect of Kettering General Hospital NHS Foundation Trust, an NHS Improvement support package and Improvement Director have been put in place to help support the Trust’s improvement journey.

Trusts in Special Measures for Quality, such as Kettering General Hospital NHS Foundation Trust, will exit if they have provided the Care Quality Commission with evidence of improvement in the quality of care delivered, if they are well-led, and if a solution can be found to sustain sufficient good quality care, in consultation with NHS Improvement.

We understand that the Trust submitted a draft Outline Business Case (OBC) to its board in November 2017. The final OBC will go to the Trust Board on Friday 22 December for sign off, after which time the OBC will be submitted to NHS Improvement for assessment. This will consider value for money, affordability, and whether it is able to proceed with a procurement.
