Question to the Department for Environment, Food and Rural Affairs:
To ask His Majesty's Government how many cats have been imported this year under the Balai Directive; and from which countries those cats originated.
Answered by Lord Benyon - Minister of State (Foreign, Commonwealth and Development Office)
Since we left the EU, the EU import data for 2021 and 2022 was collated from PIMS which is APHA’s Post Import Management System and accounts for all Imports into the United Kingdom that have been entered using IPAFFS (Import of products, animals, food and feed system).
This information is drawn from the external IPAFF’s system not directly controlled by the department.
From 14th April 2022 the United Kingdom temporarily suspended the commercial import of dogs, cats and ferrets if they originated from or have been dispatched from Belarus, Poland, Romania or Ukraine, until 29th October 2022.

Question to the Foreign, Commonwealth & Development Office:
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment he has made of the implications for his policies of the debate entitled The honouring of membership obligations to the Council of Europe by Hungary, which took place at the Parliamentary Assembly of the Council of Europe on 12 October 2022.
Answered by Leo Docherty - Minister of State (Ministry of Defence) (Minister for the Armed Forces)
The UK respects Hungary's right to determine its own constitutional arrangements, but expects alignment with international norms. Hungary needs a pluralistic media landscape in which a variety of voices and opinions are heard and journalists have equal access to information. We will closely follow developments on this matter. The UK Government recognises the valuable work of the Council of Europe, including the Parliamentary Assembly of the Council of Europe (PACE) and your involvement within this debate as Assembly President.

Question to the Foreign, Commonwealth & Development Office:
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps the Government is taking to (a) protect and (b) advocate for LGBT+ rights in Europe.
Answered by Leo Docherty - Minister of State (Ministry of Defence) (Minister for the Armed Forces)
Since 2018, the UK has committed over £13 million in programmes to support LGBT+ rights. In Europe, this has included targeted interventions to respond to hate crime in the Western Balkans, and support LGBT+ organisations in Poland, Hungary and Serbia.
Within the Council of Europe, the UK have co-chaired the European LGBTI Focal Points Network, and have played an important role in establishing a new Council of Europe LGBT+ working group.
As the Prime Minister's Special Envoy for LGBT+ Rights, Lord Herbert of South Downs works with our diplomatic network to respond to the challenges faced by LGBT+ people in Europe. Most recently, he met Ukrainian and Polish civil society organisations at the joint Warsaw-Kyiv Pride, and supported efforts to ensure a successful EuroPride in Belgrade.

Question to the Scotland Office:
To ask the Secretary of State for Scotland, how many official representations abroad ministers in his Department made in (a) 2018-19, (b) 2019-20 and (c) 2021-2022; in which countries those representations took place; in what capacity those representations were undertaken; and what the cost to the public purse was of each of those representations.
Answered by Alister Jack - Secretary of State for Scotland

In the financial year 2019-20, Ministers made one official representation abroad in their ministerial capacity. This representation was to Hungary. The cost of this was £240.68.
In the financial year 2021-22, Ministers made three official representations abroad in their ministerial capacity. These representations were to India, Finland and Norway. The cost of these was £2,383.93.
Further details on the purpose and details of these visits are available in the Ministerial transparency returns, which are published on https://www.gov.uk/search/transparency-and-freedom-of-information-releases?organisations%5B%5D=office-of-the-secretary-of-state-for-scotland&parent=office-of-the-secretary-of-state-for-scotland.
Asked by: Viscount Waverley (Crossbench - Excepted Hereditary)
Question to the Department for Transport:
To ask Her Majesty's Government what is the (1) procedure, and (2) protocol, for the temporary export of classic cars to (a) Hungary, and (b) the rest of the EU, for (i) repair, and (ii) return, to the UK.
Answered by Baroness Vere of Norbiton - Parliamentary Secretary (HM Treasury)
There is no requirement to notify the Driver and Vehicle Licensing Agency (DVLA) that a vehicle has been temporarily exported. All UK-registered vehicles must either remain registered or the keeper must only notify the DVLA if it has been permanently exported.
A UK-registered vehicle can be driven to Hungary or an EU member state and used in that country for up to six months in any 12-month period. The vehicle must remain properly registered and licensed in the UK and have a valid MoT (if needed).
If a vehicle is to be permanently exported, the vehicle keeper must complete the ‘export’ section of the vehicle registration certificate (V5C) and return it to the DVLA. The vehicle record will then be amended to show that the vehicle has been permanently exported. The remaining part of the V5C will need to be retained and provided to the relevant vehicle registration authority as required.
The keeper of a vehicle which is registered in the UK and is significantly restored or rebuilt should notify the DVLA. An inspection of the vehicle or other evidence may be required to ensure the vehicle register is updated where necessary.

Question to the Home Office:
To ask Her Majesty's Government how many charter deportation flights took place in 2021; and how many deportees were on each of those flights.
Answered by Baroness Williams of Trafford - Captain of the Honourable Corps of Gentlemen-at-Arms (HM Household) (Chief Whip, House of Lords)
This Government’s priority is keeping the people of this country safe, and we make no apology for seeking to remove dangerous foreign criminals. Foreign nationals who abuse our hospitality by committing crimes should be in no doubt of our determination to deport them.
Charter flight operations are an important means to return disruptive individuals or where they are limited scheduled routes, particularly during the global Coronavirus pandemic. We manage the charter programme flexibly, balancing it with the use of scheduled flights to best respond to operational needs.
In the calendar year 2021 – The Home Office operated 63 flights removing 1365 individuals.

The Home Office has obligations under the General Data Protection Regulation Act 2018 and in law generally to protect personal data. This exempts personal data if disclosure would contravene any of the data protection principles in Article 5(1) of the General Data Protection Regulation and section 34(1) of the Data Protection Act 2018.
Asked by: Kenny MacAskill (Alba Party - East Lothian)
Question to the Department for Environment, Food and Rural Affairs:
To ask the Secretary of State for Environment, Food and Rural Affairs, how many dogs were imported under the Balai Directive in each month of (a) 2020, (b) 2021 and (c) 2022 as of 6 June 2022; and from which countries those dogs originated.
Answered by Victoria Prentis - Attorney General
Since we left the EU, the EU import data for 2021 and 2022 was collated from the Animal and Plant Health Agency’s Post Import Management System (PIMS) and accounts for all imports into Great Britain that have been entered using IPAFFS (Import of products, animals, food and feed system).
For 2020, the data was extracted from TRACES NT through the data warehouse facility.
The information that we have provided is a true reflection of the information that we have access to. We cannot guarantee the accuracy of this data, as we can only rely on the information that has been input into IPAFFS and TRACES by traders.
From 14 April 2022 Great Britain temporarily suspended the commercial import of dogs, cats and ferrets if they originated from or have been dispatched from Belarus, Poland, Romania or Ukraine, until 9 July 2022.
