To ask the Secretary of State for Education, pursuant to the Answer of 19 February 2024 to Question 13342 on Special Educational Needs, what steps her Department is taking to help Stockport Council (a) increase its capacity to undertake and (b) improve the quality of its education, health and care plan assessments.

The cost of local authorities’ Education, Health and Care (EHC) needs assessment and planning function is paid from authorities’ general fund from, for example, council tax, business rates or the Revenue Support Grant provided by the Department for Levelling Up, Housing and Communities (DLUHC). Any increase in capacity for the EHC needs assessment team must be met from the local authority’s general fund.

Stockport special educational needs and disabilities (SEND) Local Area Partnership’s Accelerated Progress Plan (APP), which has been in place since the Ofsted and Care Quality Commission (CQC) joint area SEND revisit in September 2022, includes actions to address the quality of EHC plans in the area. Department for Education officials and NHS (England) SEND advisers have been providing support, challenge and advice in monitoring the progress of the APP.

Stockport is also one of the 55 local areas which have been invited to join the government’s £85 million Delivering Better Value Programme to support local areas to achieve maximum value for money in delivering SEND provision, whilst maintaining and improving the outcomes they achieve. One of the workstreams being funded by this grant is ‘Governance and Accountability of SEN Support and EHC Needs Assessments’ through which the department is assisting Stockport to improve their EHC plan processes and the quality of plans.

The department wants to ensure that EHC needs assessments, where required, are conducted as quickly as possible, so that children and young people can access the support they need. In March 2023, the government set out its plans to reform and improve the SEND system through its SEND and alternative provision (AP) Improvement Plan. The plan commits to establishing a single national system that delivers for every child and young person with SEND so that they enjoy their childhood, achieve good outcomes and are well prepared for adulthood and employment.

In the short term, the department is working hard to improve the current EHC plan system through a range of measures to improve the SEND system. The department is investing heavily in the SEND system. Examples of the department’s investments include: improving specialist capacity by investing over £21 million to train 400 more educational psychologists from 2024, investing £2.6 billion between 2022 and 2025 to fund new special and AP places and improve existing provision (including announcing 41 new special free schools and 38 special free schools that are currently in the pipeline), investing £30 million to develop innovative approaches for short breaks for children, young people and their families over three years and investing over £7 million to fund extension of the Alternative Provision Specialist Taskforce pilot programme, (delivering now in 22 local authorities) to run until 2025.

The department is also putting in place measures to improve the SEND system in the longer term, so that where an EHC plan is needed they can be issued as quickly as possible, so that children and young people can access the support they need.

When developing new planning policy the department engages with a range of stakeholders including the Planning Inspectorate.

The Government response to the consultation, published alongside the revised Framework, can be found at gov.uk. This sets out in detail the changes made to national policy following the consultation, and the reasons why those changes were made. In addition, the Government response set out that we intend to revise supporting guidance to provide further clarity on the changes to the Framework. The scope and timescales for those changes will be confirmed in due course.

The following is a combined list of subscriptions that the Defra Library and Communications have paid for over the last three financial years. Some are in print and some are online. Not everything on the list was purchased in all three years – subscriptions change on demand and to reflect usage. Information on any subscriptions from other team budgets is not held centrally and to obtain it would incur disproportionate costs.

Defra Library purchases magazines and journals for Defra, Animal and Plant Health Agency and Natural England staff to support them in their role. The Communications team purchases newspapers for monitoring the media coverage of issues in Defra’s remit.

Church of England: Carbon Emissions

To ask the Member for South West Bedfordshire, representing the Church Commissioners, what steps the Church is taking to help achieve net zero.

The Church Commissioners are committed to reducing the carbon intensity of their portfolio by 2025 and, as a member of the Asset Owners Alliance, reaching ‘Net Zero’ in the investment portfolio by 2050.

The General Synod has set a target for the Church of England to become Net Zero by 2030. The National Church Institutions are supporting every diocese with a grant to grow capacity and employ staff to manage the work of achieving this net zero ambition. The Church Commissioners have committed funding of £30m for 2023-25 and £190m total for a 9-year programme from 2023-31.

Stage one will explore the best ways to decarbonise the diverse range of buildings and navigate planning and governance structures. The project will assess cathedrals and clergy housing, with demonstration churches that can act as showpieces of what is possible. There will be a special grant available from dioceses to enable churches to fund improvements to their energy efficiency.

A second workstream supports schools in accessing public sector decarbonisation funds, and another stream of grants will match local fundraising in churches for net-zero carbon projects through the Buildings for Mission scheme

This will provide a clear picture of the kinds of projects that are effective in reducing emissions, ready for a scaled-up investment in the second 3-year period

Recent success stories include York Minster and the Chapel at Kings College, Cambridge, which have joined many other major churches and cathedrals across the country in installing new solar panels and renewable technologies, reducing their running costs and making them more sustainable buildings.

To ask His Majesty's Government what analysis they have conducted, if any, of the reasons behind rising numbers of landlords selling their properties.

The most recent English Private Landlord Survey from 2021 found that almost half of landlords (48%) planned to keep the number of rental properties the same. The English Private Landlord Survey does not include prospective landlords who may be considering entering the market.

The most frequently reported reasons for planning to decrease or sell their properties are set out in detailed analysis (attached) in the English Private Landlord Survey report. The next publication is expected later in 2024.

The most recent English Housing Survey from 2022-23 found that the proportion of households in the private rented sector has doubled since the early 2000s and remained a similar proportion (19%) since 2013-14. Asylum: Sleeping Rough

To ask His Majesty's Government, following the publication of their rough sleeping statistics on 29 February which showed a 965.91 per cent increase from July to December 2023 in people sleeping rough after leaving asylum support over the previous 85 days, what consideration they have given to extending the move-on period from 28 days to 56 days for refugees leaving asylum support; and what assessment they have made of the impact this extension would have on homelessness.

The Second Permanent Secretary and I recently met with the Bishop of London to discuss the Government support available to newly recognised refugees moving on from asylum accommodation.

Following the service of an asylum decision, an individual continues to be an asylum seeker for the purpose of asylum support until the end of the relevant prescribed period set out in legislation. This period is 28 calendar days from when an individual is notified of a decision to accept their asylum claim and grant them leave and we have no plans to extend this period. Whilst our legislative power is clear, we do in practice already extend support beyond this. Our current process means that individuals can remain on asylum support for at least 28 days after they have been issued a Biometric Residence Permit (BRP), which means that individuals have longer than 28 days to make arrangements to move on before their asylum support ends. It is important that individuals initiate plans to move on from asylum support as soon as they are served their asylum decision in order to maximise the time they have to make move on arrangements.

We offer move on support to all individuals through Migrant Help or their partner organisation.  This includes providing advice on accessing the labour market, on applying for Universal Credit and signposting to local authorities for assistance with housing.  Individuals do not need to wait for their BRP to make a claim for benefits and are encouraged to do so as early as possible if they require them.

We continue to identify and make efficiencies in supporting newly recognised refugees during the move on period and to mitigate the risk of homelessness. We are fully committed to working with partners in doing this. We have already worked closely with the Department for Levelling Up, Housing and Communities (DLUHC) to ensure the right asylum decision data is being shared with local authorities to enable effective planning and to lessen the impact on existing homelessness and rough sleeping pressures.  We are also utilising Home Office Liaison Officers to replicate part of the Afghan resettlement move on process. We have been working in three local authority areas since December 2023; Glasgow, Brent and Hillingdon. This has now been expanded to Manchester and Liverpool.

To ask His Majesty's Government, following reports of stabilisation and growth in the housing market, what steps they are taking to ensure that this translates into an increased housing supply, particularly in areas facing housing shortages.

Housebuilding is a priority for this Government, and we are on track to meet our manifesto commitment to deliver one million homes over this Parliament. In December, the revised National Planning Policy Framework was published, making clear that a core purpose of the planning system is planning for the homes and other development that our communities need. With both the Levelling Up and Regeneration Act and the new Framework now in place, alongside the additional resources for planning departments the Government has recently announced, our planning reforms will accelerate the delivery of new homes.

We are spending billions to support housebuilding, including through our £1 billion Brownfield Infrastructure and Land Fund and our £1.5 billion Levelling Up Homebuilding Fund (LUHBF). We have scaled up the delivery of affordable housing by investing £11.5 billion through the Affordable Homes Programme, which will provide thousands of new homes for rent and sale across the country.

In February, we announced that we are consulting on a range of new measures to boost housebuilding while protecting the Green Belt, through strengthening planning support for brownfield housing development. Legislation was also laid to extend current permitted development rights to support the conversion of commercial buildings of any size into new homes, and we announced an expansion of the ENABLE Build scheme to increase availability of SME finance to the sector.

To ask the Secretary of State for Environment, Food and Rural Affairs, with reference to the Seventh Report of the Committee of Public Accounts of Session 2023-24 on Resilience to flooding, HC 71, what estimate he has made of the (a) number and (b) location of housing developments (i) allocated in local plans and (ii) given planning consent that will not take place due to the reduction in the number of properties to be protected by new flood defence projects.

The Government’s National Planning Policy Framework (NPPF) is clear that inappropriate development in areas at risk of flooding should be avoided by directing development away from areas at highest risk, including floodplains. Where development needs to be in locations where there is a risk of flooding as alternative sites are not available, local planning authorities and developers should ensure development is appropriately flood resilient and resistant, safe for its users for the development’s lifetime, and will not increase flood risk overall.

In March 2020, the Government doubled its investment in flood defences to a record £5.2 billion between 2021 and 2027 to better protect communities across England from flooding and coastal erosion. Since April 2021, over £1.5 billion has been invested in over 200 flood protection schemes, better protecting over 71,000 properties.

Delivery is the Government’s key priority, and we are working with the Environment Agency to review the programme in light of the impacts of inflation and the pandemic. More information will be available in due course.
