To ask His Majesty's Government what estimate they have made of the fall in overall domestic wheat production resulting from the proposed changes in agricultural policies and payments.

The UK has a high degree of food security, built on supply from diverse sources; strong domestic production as well as imports through stable trade routes. We produce 60% of all the food we need, and 73% of food which we can grow or rear in the UK for all or part of the year. These figures have changed little over the last 20 years: historical production figures, including for the commodities you reference, can be found in “Agriculture in the United Kingdom”, a publication of annual statistics about agriculture in the United Kingdom at GOV.UK. UK consumers have access through international trade to food products that cannot be produced here, or at least not on a year-round basis. This supplements domestic production, and also ensures that any disruption from risks such as adverse weather or disease does not affect the UK's overall security of supply.

Domestically, the Government has committed to broadly maintain the current level of food we produce. This includes sustainably boosting production in sectors where there are post-Brexit opportunities, including horticulture and seafood, and the Agriculture Act imposes a duty on the Secretary of State to have regard to the need to encourage environmentally sustainable food production. Our farming reforms aim to support a highly productive food producing sector by supporting farmers to manage land in a way that improves food production and is more environmentally sustainable, and by paying farmers to produce public goods such as water quality, biodiversity, animal health and welfare and climate change mitigation, alongside food production.

Speaking at the recent National Farmers Union Conference in Birmingham, the Prime Minister and the Environment Secretary announced a range of measures to boost productivity and resilience in the sector, including the largest ever grant offer for farmers in the coming financial year, expected to total £427 million. This includes doubling investment in productivity schemes, bolstering schemes such as the Improving Farming Productivity grant, which provides support for farmers to invest in automation and robotics, as well as solar installations to build on-farm energy security. The Prime Minister also announced a new annual UK-wide Food Security Index, which will capture and present the data needed to monitor levels of food security, and announced plans to hold the Farm to Fork Summit annually.

To ask the Secretary of State for Health and Social Care, whether she (a) has made an assessment of the potential implications for her policies of the report of the APPG for Hospice and End of Life care entitled Government funding for hospices, published in January 2024 and (b) plans to take steps in response to the findings in that report.

The Department is already taking actions which will address many of the recommendations of the All-Party Parliamentary Group on Hospice and End of Life Care report.

As part of the Health and Care Act 2022, the Government added palliative care services to the list of services that an integrated care board (ICB) must commission, which will ensure a more consistent national approach and support commissioners in prioritising palliative and end of life care.

In July 2022, NHS England published statutory guidance and service specifications for commissioners on palliative and end of life care, setting out the considerations for ICBs in order to meet their legal duties. The guidance makes specific reference to commissioners defining how their services will meet population needs 24 hours a day, seven days a week.

The majority of palliative and end of life care is provided by National Health Service staff and services. However, we also recognise the vital part that voluntary sector organisations, including hospices, play in providing support to people at end of life, and their families. Most hospices are charitable, independent organisations which receive some statutory funding for providing NHS services. The amount of funding hospices receive is dependent on many factors, including what other statutory services are available within the ICB footprint. Charitable hospices provide a range of services which go beyond that which statutory services are legally required to provide. Consequently, the funding arrangements reflect this.

NHS England has developed a palliative and end of life care dashboard, which brings together all relevant local data in one place. The dashboard helps commissioners understand the palliative and end of life care needs of their local population, enabling ICBs to put plans in place to address and track the improvement of health inequalities and ensure that funding is distributed fairly, based on prevalence.

Additionally, as of April 2024, NHS England will include palliative and end of life care in the list of topics for regular performance discussions between national and regional leads. These meetings will provide an additional mechanism for supporting ICBs to continue to improve palliative and end of life care for their local population.

The Government have also provided additional funding to help deliver the one-off payments to eligible staff employed by non-NHS organisations, who employ their staff on dynamically linked Agenda for Change contracts. Organisations were able to apply for the funding and needed to show they had been negatively financially impacted by the pay deal, and that their staff are employed on dynamically linked Agenda for Change contracts.

The Government is committed to helping older and disabled people to live independently and safely. Government funding for Disabled Facilities Grant has more than doubled, rising from £220 million in 2015-16 to £623 million for 2023-24.

Local areas already have discretion in how they manage the grant, for example, they can provide grants above the £30,000 cap on a case-by-case basis or in line with a locally published housing assistance policy. In 2022, Government published guidance for local authorities on the Disabled Facilities Grant, which includes information on using discretion in local delivery of the grant. The guidance can be found here.

As with all aspects of the Disabled Facilities Grant, the Government will continue to keep the upper limit under review.

Unaudited data provided voluntarily by local authorities suggests that the average time for approval of a DFG application in 2021/22 was 29 working days. The average completion time was 88 days.

Local areas already have the power to include in their housing assistance policies a fast-track route for applicants with an urgent need for adaptations, including those with progressive health conditions. Government DFG delivery guidance provides information to local authorities on how to design housing assistance policies.
