The main delivery challenges that required some Phase 1A delivery and funding to be moved to Phase 1B included the impact of the Covid pandemic on access to tenant properties and the supply chain. Other challenges included shortages of labour and material and price increases.

The Government provides funding for home insulation and retrofit measures through the Home Upgrade Grant, Green Homes Grant – Local Authority Delivery, Social Housing Decarbonisation Fund, Public Sector Decarbonisation schemes and previously the Green Homes Grant Voucher Scheme. Insulation installed under the Green Homes Grants scheme should have been carried out in accordance with the PAS 2035 standard and all relevant building work must comply with the fire safety requirements of the Building Regulations (Part B).

To ask the Secretary of State for Energy Security and Net Zero, how many homes had energy efficiency measures installed in (a) 2010 and (b) 2022.

The Department estimates that 114,200 homes had measures installed through Government funded schemes in 2022. All measures under the following schemes are included in this total: Energy Company Obligation, Green Homes Grant Vouchers, Green Homes Grant Local Authority Delivery, Homes Upgrade Grant, Renewable Heat Incentive, Boiler Upgrade Scheme, and Social Housing Decarbonisation Fund. This total will include a small amount of double counting of households that received measures through multiple schemes.
Prior to 2013, the Government support for energy efficiency measures was provided via the Carbon Emissions Reduction Target and Community Energy Saving Programme. More information can be found here and here.

An evaluation of the effectiveness of the voucher scheme, including analysis of scheme outcomes and evidence collected from scheme applicants and other stakeholders, is being undertaken by an independent research organisation. The interim findings, which relate to the delivery of the scheme and the early benefits to households, were published on 26th January 2023 ( https://www.gov.uk/government/publications/green-homes-grant-voucher-scheme-evaluation). The final phase of the evaluation will assess the effect of the Green Homes Grant Voucher Scheme on jobs at national level with findings available in late 2023.
