To ask the Deputy Foreign Secretary, whether the Secretary of State for Foreign, Commonwealth and Development Affairs has had recent discussions with (a) Ministers and (b) Officials in (i) 10 Downing Street and (ii) the Cabinet Office on the decision to suspend funding to UNRWA.

Allegations that UNRWA staff were involved in the events that took place on 7 October in Israel are appalling, which is why we took decisive action to pause future funding to the organisation.
The Prime Minister has been clear that the UK will set out its position on future funding to UNRWA following careful consideration of Catherine Colonna's final report, UNRWA's response and the ongoing UN Office for Internal Oversight Services investigation into these allegations.

The UK is committed to supporting Georgia to hold elections that meet international standards. During his March 2023 visit to Georgia, the former Foreign Secretary pledged £500,000 to support election monitoring in Georgia, including £70,000 to support the Organization for Security and Co-operation in Europe's Office for Democratic Institution and Human Rights mission ahead of elections expected in October 2024. The former Minister for Europe discussed elections with then Georgian Prime Minister Gharibashvili during his visit to Tbilisi on 21 November 2023.

The UK is committed to supporting a vibrant civil society in Georgia, which is an essential attribute of a healthy democracy. I [Minister for Europe] discussed this and a range of other issues with the Georgian Ambassador on 17 April and 14 May. In my statement of 14 May, I called on the Georgian Government to withdraw the law on Transparency of Foreign Influence, and also noted my deep concerns regarding the orchestrated intimidation of demonstrators in Tbilisi. Our Ambassador in Tbilisi has also consistently made our concerns clear to the Georgian authorities, most recently to the Prime Minister on 22 April and President on 4 May.

The department works closely with the Foreign Secretary on many issues, including tackling violence against women and girls in other countries.
The UK is a global leader on action to address conflict-related sexual violence (CRSV) and has committed £60m since the launch of the Preventing Sexual Violence in Conflict Initiative(PSVI) in 2012.
We have also put forward the first ever UK nomination to the UN Committee on the Elimination of Discrimination against Women, Professor Shazia Choudhry, whose academic work
focuses on violence against women and girls.

To ask the Deputy Foreign Secretary, what steps he is taking to help ensure there is a continued supply of fuel into Gaza, in the context of Israel’s closure of both the Rafah and Kerem Shalom crossings.

We have been clear that entry points for humanitarian aid, including Rafah and Kerem Shalom, must be reopened quickly to allow aid in. Israel must facilitate immediate uninterrupted humanitarian access in the south, including the entry of fuel, and ensure protection of civilians and safe passage for those who wish to leave Rafah.
The Foreign Secretary's Representative for Humanitarian Affairs in the Occupied Palestinian Territories has pressed these points with the Israeli Government.

We continue to monitor and document discrimination and abuses against Hazaras, both through the UN and other institutions, and through our own programme work. Officials from the UK Mission to Afghanistan regularly press Taliban acting ministers and Afghan officials to protect religious and ethnic minorities, including Shia Muslims and Hazara communities. In December, I [Lord Ahmad of Wimbledon] raised attacks against Hazaras with the UN Assistance Mission in Afghanistan.

At the high-level pledging conference for Ethiopia which took place in April, the Deputy Foreign Secretary announced £100 million in UK funding. This support had not been previously announced. This included £30 million to treat acute malnutrition for those in greatest need.

UN experts assess that 17,000 Palestinian children are believed to have been orphaned since October 2023. UNHCR has no mandate to act in the Occupied Palestinian Territories but the UK is supporting a number of agencies who are targeting funding to respond to the needs of these children. The UK's funding to the Red Cross Movement, and the UN Office for the Coordination of Humanitarian Affairs (OCHA) Pooled Fund has supported their work to identify unaccompanied minors, provide care options, and in some cases reunited children with family members.

Since February 2022, the UK Government has committed £357 million in humanitarian assistance to Ukraine and the region. This includes work with Ukrainian partners, sustaining vital humanitarian assistance across Ukraine. The UK has provided £31 million to the UN OCHA (Office for the Coordination of Humanitarian Affairs) Ukraine Humanitarian Fund, with over 31% of UHF funding going directly to Ukrainian organisations, and have supported projects with Ukrainian Red Cross Society, Mercy Corps and Non-Violent Peace Force to support Ukrainian humanitarian civil society to deliver assistance to communities affected by Russia's invasion of Ukraine.
