The UK has delivered 161 tonnes of life saving aid and equipment to Egypt for the Gaza response. This comprised 74 tonnes on board four RAF flights in October and November and 87 tonnes - inclusive of five tonnes of Cypriot aid - on board RFA Lyme Bay in January. In late January the UK and Qatar delivered a joint consignment of 17 tonnes of family sized tents, and in February the UK and Jordan delivered 4 tonnes of aid by air to Tal Al-Hawa Hospital in northern Gaza.

Additionally, the UK is funding a number of trusted partners through their large-scale appeals to procure and deliver aid to Gaza. This includes supporting the United Nations World Food Programme to deliver a new humanitarian land corridor from Jordan into Gaza. 750 tonnes of life-saving food aid arrived in the first delivery in December and a second delivery of 315 tonnes was made in January. It must be recognised that the support to large scale appeals prevents us from directly attributing UK funding to specific items, and it remains challenging to track aid deliveries by weight by international partners and aid organisations. To ask the Secretary of State for Education, what progress her Department has made on ensuring that every school in (a) Stoke-on-Trent, (b) Kidsgrove and (c) Talke has a defibrillator.

On 17 July 2022, the department announced that it would be ensuring all state-funded schools in England had access to an automated external defibrillator (AEDs).

In July 2023, the department confirmed that the defibrillator programme had successfully completed the rollout of over 20,000 defibrillators to almost 18,000 schools, ensuring that all state-funded schools in England have access to this life saving first-aid equipment. This includes schools in Stoke-on-Trent, Kidsgrove and Talke.

The department is committed to ensuring that all pupils can reach their potential and receive excellent support from their teachers. The Teachers’ Standards set clear expectations that teachers must understand the needs of all pupils, including those with Special Educational Needs and Disabilities (SEND). To be awarded qualified teacher status trainees must demonstrate that they have met all the Teachers’ Standards at the appropriate level. This includes the requirement that all teachers must have a clear understanding of the needs of all pupils. Early career teachers (ECTs) are also assessed against the Teachers’ Standards to pass their induction.

Both the Initial Teacher Training (ITT) Core Content Framework (CCF) and Early Career Framework (ECF) set out the core body of knowledge, skills and behaviours that define great teaching for new teachers and must be incorporated into ITT courses and ECF-based programmes, which includes content on SEND and adaptive teaching. Courses and programmes should be appropriate for the context in which the teacher is or will be working; for some, this will already include content on mental health. It is incumbent on providers to determine the full curriculum, including how to ensure coverage of everything necessary within limited training time.

Following a review of the CCF and ECF in 2023, the updated and combined ITT and ECF (ITTECF) was published on 30 January 2024, for delivery from September 2025. The review paid particular attention to the needs of new teachers when supporting pupils with SEND. There is now significantly more content related to adaptive teaching and supporting pupils with SEND. The department has included new content on teachers knowing who to contact to provide support with any pupil mental health concerns.

The department has also committed to offer all state schools and colleges in England a grant to train a senior mental health lead (SMHL) by 2025, enabling them to introduce effective whole school or college approaches to mental health and wellbeing. This training covers the range of mental health issues likely to be encountered in schools and colleges and the risk factors associated with specific groups. Over 15,100 settings that have claimed a grant so far, including more than 7 in 10 state-funded secondary schools. To expand access to early mental health support, the department is continuing to roll out Mental Health Support Teams (MHSTs) to schools and colleges. These teams deliver evidence-based interventions for mild-to-moderate mental health issues and support SMHLs with their whole school approach. As of April 2023, MHSTs covered 35% of pupils in schools and learners in further education in England, with coverage planned to extend to at least 50% by the end of March 2025.

Mental wellbeing is also part of the statutory Health Education curriculum. For example, pupils are taught to recognise and talk about their emotions, and how to seek support. The department has published a support package on GOV.UK, including content specifically on teaching about mental health and wellbeing.

The FCDO is actively engaging with international partners and those operating on the ground to do all we can to address the humanitarian crisis in Gaza. We have trebled our aid commitment this financial year and we are doing everything we can to get more aid in and open more crossings. The Foreign Secretary has discussed the urgency of getting significantly more aid into Gaza to alleviate the desperate situation there with Prime Minister Netanyahu. He reiterated the need for Israel to open more crossing points into Gaza, for Nitzana and Kerem Shalom to be open for longer, and for Israel to support the UN to distribute aid effectively across the whole of Gaza.

We have supported the United Nations World Food Programme to deliver a new humanitarian land corridor from Jordan into Gaza. 750 tonnes of life-saving food aid arrived in the first delivery in December and a second delivery of 315 tonnes was made in January. We are getting on with aid delivery through funding multiple implementing partners including other UN agencies and international and UK NGOs. This support is helping people in Gaza get food, water, shelter and medicines.

Dear Lord Taylor,

As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking, following reports of concern from analysts regarding the reliability of figures released by the Office for National Statistics (ONS), what steps they are taking to ensure that the ONS Labour Force Survey (LFS) is reliable and accurate (HL2453).

Following the suspension of publishing LFS estimates and micro-data in October 2023 because of quality concerns, the ONS put a comprehensive plan [1] in place to address these concerns and reintroduce LFS estimates and micro-data. The plan covers both data collection measures and methods used to make the survey estimates more representative of the UK population.

The planned improvements to data collection procedures were implemented in October/November 2023. These included the prioritisation of interviewer resource allocated to the LFS, the reintroduction of in-home interviewing, recontacting households that did not respond, and increasing the monetary incentive to participate. Furthermore, at the start of January we have increased the number of households we initially contact on the survey by 8,000 up to 25,800 for the quarter of January to March 2024. The combination of measures has already resulted in an increase in the achieved sample and we plan to maintain these measures for the foreseeable future.

As part of the improvements to our methods used to make the survey estimates more representative [2], the ONS have produced UK population projections specifically for the purpose of the LFS. This used 2022-based population projections for England and Wales combined with population estimates for Scotland and Northern Ireland. Additionally, we have reviewed and where appropriate adjusted the estimation method for the LFS to account for the challenges of low response levels in certain areas.

Both the improvements to data collection operations and methods to improve representativeness had a positive impact on the quality and reliability of the LFS data and enabled the ONS to reintroduce the publication of LFS-based estimates and micro-data from 13 February 2024.

As we expect to continue to see higher volatility in LFS data in the short term than might historically have been the case, we continue to advise users to apply caution when observing short-term changes in the survey-based estimates. As well as this, the commentary we publish alongside our statistics bulletins should also be considered.

While we are working hard to improve our LFS-based data, it remains our plan to make the transformed Labour Force Survey (TLFS) our main measure for the UK labour market. The TLFS is an online-first survey that asks many more people about their employment status. While early returns from this survey look positive, we need a longer consistent time series to aid interpretation before we share these data with users. We expect the TLFS to become the primary source for the labour market release in September 2024.

To ask the Secretary of State for Justice, what steps his Department is taking to reduce the backlog of court cases in Bury South constituency.

We are pursuing a number of measures at a national level that will contribute to the reduction of cases in the Bury South constituency, to tackle the outstanding caseload across all jurisdictions.

Over 90% of all criminal cases are heard at the magistrates’ court, where we heard 100,000 cases a month on average across 2023. While the outstanding caseload in the magistrates’ courts has slightly increased in recent months due to an increase in the number of cases coming to court, the caseload remains well below its pandemic peak and stood at 353,900 at the end of September 2023, and cases continue to be progressed quickly.

To aid our efforts in the magistrates’ courts, we have invested over £1 million in a programme of work to support the recruitment of new magistrates, and launched a new marketing campaign to target a more diverse pool of potential magistrates and raise the overall profile of the magistracy.

At the Crown Court, we remain committed to reducing the outstanding caseload.

We have introduced a raft of measures to achieve this aim. We are on course to deliver over 100,000 sitting days this year for the third financial year running, alongside recruiting more than 1,000 judges across all jurisdictions.

Judges have worked tirelessly to complete more cases, with disposals up by 9% during Q3 in 2023 compared to Q4 in 2022 (25,700 compared to 23,700). However, an increase in cases coming before the Crown Court throughout 2023 has caused the outstanding caseload to increase, and it stood at 66,500 at the end of September 2023.

Data on the outstanding caseload at Crown Court centre level is published by the Ministry of Justice on a quarterly basis. We are also investing more in our criminal courts. In August 2023, we announced we are investing £220 million for essential modernisation and repair work of our court buildings across the next two years, up to March 2025.

In the Family Court, we are working closely with system partners to drive forward a cross-cutting programme of work to address delays and inefficiencies in the system and to ensure cases are ready to be heard when they reach court.

We are committed to meeting the 26-week statutory requirement for public law cases, and the Government is investing an extra £10 million to develop new initiatives to support this.

In addition, we remain committed to supporting more families to reach agreement on their children and finance arrangements earlier and, where appropriate, without court involvement. As of February 2024, over 25,400 families have successfully used the Family Mediation Voucher Scheme to attempt to resolve their disputes outside of court. We are investing up to £23.6 million, which we intend will allow for its continuation up to March 2025.

With regards to civil cases, we are taking action to ensure those that do need to go to trial are dealt with quickly. We have launched the biggest ever judicial recruitment drive for District Judges, are digitising court processes and holding more remote hearings, and are increasing the use of mediation.

We announced in July 2023 that we would introduce a requirement for small claims in the county court to attend a mediation session with the Small Claims Mediation Service, starting with specified money claims. This requirement will start in the spring and is expected to help parties resolve their dispute swiftly and consensually without the need for a judicial hearing.

With regards to tribunals, we continue to work with the Department for Business and Trade on further measures to address caseloads in the Employment Tribunal, where the deployment of legal officers, recruitment of additional judges and a new electronic case management system have already contributed to the caseload falling and remaining below its pandemic peak.

We are working on completing the programme of reform in the Immigration and Asylum Chamber of the First-tier Tribunal, and the judiciary have recently introduced a virtual region pilot to provide additional judicial capacity and flexibility in how appeals are heard and disposed of.

The UK is increasingly concerned over the growing food insecurity in Gaza. Palestinian civilians are facing a devastating and growing humanitarian crisis in Gaza. We want to see an end to the fighting in Gaza as soon as possible. We are calling for an immediate pause to get aid in and hostages out, then progress towards a sustainable, permanent ceasefire, without a return to destruction, fighting and loss of life.

We remain committed to getting humanitarian aid to the people in Gaza who desperately need it. The UK is providing £60 million in humanitarian assistance to support partners including the British Red Cross, UNICEF, the WFP and Egyptian Red Crescent Society (ERCS) to respond to critical food, fuel, water, health, shelter and security needs in Gaza. We will continue to support and have supported the WFP to deliver a new humanitarian land corridor from Jordan into Gaza. 750 tonnes of life-saving food aid arrived in the first delivery and a second delivery of 315 tonnes has been made.

We were the first to send lethal aid before the invasion to Ukraine. £896 million has now been pledged to UK-established International Fund for Ukraine.

We continue to deliver a training operation for Ukrainian forces alongside 11 international partners, with more than 60,000 Ukrainians trained since Russia launched its invasion of Ukraine in 2014.

There is regular discussion between the government and film industry at both Ministerial and official level on a range of topics, including on workforce and skills issues.

The Creative Industries Sector Vision sets out this Government’s ambitions, shared with industry, to support this high-growth sector up to 2030. The second chapter of the Sector Vision focuses on the creative workforce and includes our 2030 job quality objective: that all parts of the creative industries are recognised for offering high quality jobs, ensuring a resilient and productive workforce that reflects the whole of the UK. It is vital therefore that we ensure the right recruitment practices are in place to support the sector.

The Good Work Review, published in February 2023 by the Creative Industries Policy and Evidence Centre, was co-funded by the Department for Culture, Media and Sport and is the first sectoral deep dive of its kind into job quality and working practice in the creative industries. We have committed to, together with industry, set out an action plan to assess the recommendations of the review - including developing and reporting on recruitment practices.

To play their part in responding to the recommendations set out in the Good Work Review, the BFI has allocated £1,500,000 of National Lottery funds to a Good Work Programme for Screen. The programme aims to create a ‘one stop shop’ where businesses and individuals can access key resources, advice, support, and training to strengthen recruitment, management, and HR practices; build more inclusive workplaces; and aid workforce productivity.
