To ask the Secretary of State for Digital, Culture, Media and Sport, how many people have taken part in his Department’s covid-19 testing trials for the return to events with large numbers of people; where those trials took place; how many people were tested before each event; how were those people required to present the evidence of a negative covid-19 test before they were allowed access to events; what steps were taken to ensure that access was allowed only to those who could prove they had a negative covid-19 test; and how many people took part in post-event testing.

Over 80,000 people have taken part in the ERP’s first phase of events in total, covering:

  • FA Cup Semi Final, Wembley Stadium (18 April)

  • World Snooker Championship, Sheffield Crucible Theatre (17 April-3 May)

  • Carabao Cup Final (25 April)

  • ACC Business Event, Liverpool (28 April)

  • Circus Nightclub, Liverpool (30 April-1 May)

  • The Sefton Park Pilot, Liverpool (2 May)

  • BRIT Awards, London (11 May)

  • Mass Participation Run, Kempton (15 May)

  • FA Cup Final, Wembley Stadium (15 May)

Public safety is our main priority and proof of a negative lateral flow test was required for entry to all these ERP events. Throughout the ticket purchase and consent form process, all attendees were informed and reminded of the negative Lateral Flow Test being a condition to entry. To aid research, participants are also requested to undertake a PCR test as close as possible to their attendance at an event, and again five days after attendance at an event. The scientific research teams are still collating the data on post-event testing.


The ERP’s research findings, including the independent scientific reports, will be published shortly.

Events and exhibition businesses will continue to be able to apply for Government support during this period, including the Coronavirus Job Retention Scheme, which has been extended until September. Events businesses can apply for a variety of generous Government backed loan schemes, including the Recovery Loan scheme from 6 April. In addition, the discretionary Additional Restrictions Grant guidance for Local Authorities specifically refers to mobile businesses and suppliers in the events sector.

We continue to engage with stakeholders, including through the Tourism Industry Council and the Events Industry Senior Leaders Advisory Panel, to monitor the situation facing the sector.

To ask the Secretary of State for Digital, Culture, Media and Sport, whether all participants regardless of their covid-19 vaccination status are tested both prior to and after the event they attend in the large events pilots of the Events Research Programme; when and how those results are published; and if he will make a statement.

The Events Research Programme Science Board has planned for testing to take place both before and after each of the event pilots to ensure event safety and to gather evidence on the pilots. This will be for all attendees, regardless of COVID vaccination status, and there will be no requirement for participants to show proof of the vaccine.

The Events Research Programme (including DCMS, DHSC and BEIS) will report at the end of May to the Prime Minister, to feed into wider discussions around Step 4 of the roadmap.

An individual’s vaccination status will be included as a variable when analysing test result data relating to the Events Research Programme (ERP). This will enable analysis of whether vaccinations have impacted on any potential transmission at the events.

To ask Her Majesty's Government what measures they have put in place to enable venues such as the National Exhibition Centre in Birmingham to stage national and international trade exhibitions and events.

My Department is taking a number of steps to support the reopening of the business events and exhibition sector.

We seek to reopen business events and conferences in Step 3, subject to a capacity cap. Attendees at outdoor business events will be capped at 50% capacity, up to 4,000 people. Attendees at indoor business events will be capped at 50% capacity, up to 1,000 people.

Step 3 will take place no earlier than 17 May, and at least five weeks after Step 2, following a further review of the data and the four tests.

As part of our efforts to get such events back in full operation, we have launched the Events Research Programme to explore when and how large events can return with reduced social distancing requirements.

The Government’s Covid-19 Secure guidance for the visitor economy will be kept up to date over the coming months, in line with the reopening process for the sector.

The Global Travel Taskforce reported on 9th April with recommendations aimed at facilitating a return to international travel as soon as possible, while still managing the risk from imported cases and variants of concern. We will confirm by early May if non-essential international travel can resume on 17 May.

The Government has brought forward a substantial package of financial support for businesses during the COVID-19 pandemic. At the Budget, my Rt. Hon. Friend Mr Chancellor of the Exchequer announced a £65 billion three-point plan to provide support for jobs and businesses, including small businesses in the supply chains of the events and hospitality sectors, with extensions to furlough, self-employed support, business grants, loans and VAT cuts.

To ask the Secretary of State for Digital, Culture, Media and Sport, what plans he has to support county-based test events across the UK to monitor the rate of covid-19 transmission as covid-19 restrictions are eased to enable the events industry to reopen.

The Events Research Programme aims to examine the risk of transmission of Covid-19 from attendance at events and explore ways to enable people to attend a range of events safely. To achieve this, the programme will explore how a combination of testing and non-pharmaceutical interventions (actions that people can take to mitigate the spread of coronavirus) can inform decisions on safely lifting restrictions at events.

We have confirmed 8 events that will run as ERP pilots to inform the safe removal of social distancing from Step 4 of the Roadmap. The pilots will be run across a range of settings, venue types, and activity types so that findings could support the full reopening of similar settings across multiple sectors.

These pilots will be held in locations across England, including Liverpool, London, and Sheffield. All events will be subject to national and local approvals (including the Directors for Public Health and local authorities), and further events may be announced in due course.

The Department has supported a number of stakeholders to produce guidance for specific sectors to allow them to reopen at the appropriate time and ensure that their activities are Covid secure. The guidance for Covid-19 safety at outdoor events in the UK was published by the Events Industry Forum and is stakeholder-led guidance. Therefore, we are unable to publish the scientific basis on single use containers for events.
