To ask the Secretary of State for Health and Social Care, if she will make an assessment of the potential impact of recent advances in clinical (a) technology and (b) other equipment on the number of (i) medical physicists and (ii) clinical engineers that are required in the NHS.

The Department does not plan to make specific assessments of the impacts, but advances in clinical technology and equipment are crucial to the work of NHS England. For example, the Government has invested in the latest technology in radiotherapy, ensuring that every radiotherapy provider had access to modern, cutting-edge radiotherapy equipment, enabling the rollout of new techniques like stereotactic ablative radiotherapy. The total central investment made between 2016 and 2021 was £162 million, and enabled the replacement or upgrade of approximately 100 radiotherapy treatment machines.
The Department does not plan to make specific assessments of the number of medical physicists and clinical engineers required in the National Health Service, but is backing the NHS’s Long-Term Workforce Plan with over £2.4 billion of funding over the next five years, to ensure additional education and training places. We are also working with NHS England to reform and modernise the way staff work and harness new technology and innovations to double NHS labour productivity, and to make sure staff can spend more time with patients. Finally, NHS England is also growing the cancer workforce, with 50% more staff in the cancer workforce when compared to 2010.

To ask the Secretary of State for Science, Innovation and Technology, how she measures digital inclusion.

Digital inclusion is a cross-cutting issue that spans social engagement, education, employment, access to services and many more elements of everyday life. Responsibility for relevant policies and activities, including monitoring and evaluation, sit across government.
Government draws on evidence from a variety of sources including the Office for National Statistics, regulators, and trusted partners and stakeholders from across the sector. Importantly, we seek to use such data and evidence to better understand the impact on day to day lives.
DSIT will continue to work with Government colleagues and with key external stakeholders from across the sector to better understand the impacts of overcoming digital exclusion and ensure that policy interventions are evidence driven. DSIT has also committed to exploring options for funding research to improve the Government’s evidence base on digital exclusion.

To ask His Majesty's Government what steps they are taking to find solutions for diabetes type one sufferers.

The goal of treating type 1 diabetes is to keep blood glucose within a healthy range by providing the body with supplemental insulin. The National Health Service, with the Department’s support, has taken a number of steps to help manage type 1 diabetes.
In line with the commitments in the NHS Long Term Plan, NHS England is driving access to new and existing technologies such as continual glucose monitors. This reflects the essential role that technology plays in allowing individuals with type 1 diabetes to manage their blood sugars correctly and avoid dangerous complications. Furthermore, maternity services across the country are now offering continuous glucose monitors to expectant mothers with type 1 diabetes.
Finally, approximately 72% of children and young people living with type 1 diabetes have registered with the Digibete app, which helps users manage their type 1 diabetes. Over 250,000 unique users have accessed the open access adult website, with over 3,800 education modules undertaken.

Digital and computing skills are critical to achieving the government’s science and technology superpower ambitions, which the department set out in the UK Science & Technology Framework in March this year.
The department has developed an ambitious skills agenda, backed by an additional £3.8 billion in further education and skills over the lifetime of this parliament. Through the Adult Education Budget (AEB), the department introduced a new legal entitlement in August 2020 to fully fund adults (19+) with low digital skills to undertake an Essential Digital Skills Qualification, up to Level 1. The department has further enhanced the offer by introducing Digital Functional Skills qualifications in August 2023. These qualifications were developed through employer supported National Standards and provide learners with the essential digital skills they need to participate actively in life, work and society.
The department has also taken steps to embed essential digital skills training as part of study programmes for 16 to19 year olds. Where students are identified as having low levels of digital skills, education providers will integrate essential digital skills development, where it is needed, into their learning programme.
The department has also funded community learning and other non-regulated learning, such as building confidence in essential digital skills, through the AEB. Many local authorities and other further education providers are already delivering these courses that help equip adults with the essential digital skills they need for work, life and further learning.
From next year, the Adult Skills Fund (ASF) will continue to support both qualifications and tailored learning, which includes community learning type provision, so adults can retrain and upskill in the most effective way.
Ensuring that all children, regardless of their background, have the world class computing and digital knowledge and skills they need for the future is a key priority of this government. The department introduced computing as a statutory national curriculum subject in 2014, from key stages 1 to 4 inclusive. The new computing curriculum supports pupils to become digitally literate and acquire the knowledge and skills they need to become competent, confident, and creative users of technology. Through computing, pupils are taught how to analyse problems in computational terms and write computer programs, how to use technology safely and responsibly, and how to create digital artefacts.
The department has invested significantly in the National Centre for Computing Education (NCCE) to improve the teaching of computing and drive up participation in computer science at GCSE and A level. To date, over 13,000 teachers have engaged with subject knowledge courses offered by the NCCE, helping to create more confident teachers of computing.
The department has introduced three Digital T Levels: Digital Business Services, Digital Production, Design and Development, and Digital Support Services. These are the gold-standard Level 3 technical qualifications, designed with employers to meet industry standards and with a significant industry placement built in. These will help to give important experience of work within the digital sector. Digital skills are increasingly important across all occupations, which is why every T Level has the digital skills necessary for employment embedded into its curriculum.
Additionally, employers have developed more than 30 high-quality digital apprenticeships to support them develop the skilled workforces they need. Apprenticeships include Level 3 Information Communications Technician, Level 3 IT Solutions Technician and Level 3 Digital Support Technician. In the 2022/23 academic year, the number of starts in the Information and Communication Technology sector subject area grew to 25,100 starts, up 10% from 22,820 from 2021/22. The department is increasing investment in the apprenticeships system in England to £2.7 billion by the 2024/25 financial year to support employers of all sizes and in all sectors offer high-quality apprenticeship opportunities.
Employers can also make use of the department’s Skills Bootcamp offer, which provides free, flexible courses of up to 16 weeks, giving people the opportunity to build up sector-specific skills.

Question to the Department for Education:
To ask the Secretary of State for Education, whether she has had recent discussions with (a) the Secretary of State for Foreign, Commonwealth and Development Affairs and (b) representatives of higher education institutions on the potential impact of such institutions' collaboration with Chinese higher education bodies linked to the People's Liberation Army on national security.

The government takes the risk of foreign interference in our higher education (HE) sector extremely seriously, regardless of its source. The department has made it clear that it will not accept collaborations that compromise national security. The department recognises concerns about interference in the HE sector and regularly assesses the risks facing academia, working with partners across government. The department will continue to take steps to significantly strengthen the UK’s protections from overseas interference in our HE sector, helping to safeguard intellectual property and sensitive research.
The ‘Higher Education (Freedom of Speech) Act 2023’ will ensure that universities in England have the tools they need to deal with interference with, and threats to, freedom of speech and academic freedom. The Act will enable the Office for Students to monitor the overseas funding of registered HE providers and their constituent institutions and student unions, and to take appropriate action.
The department expects Confucius Institutes at UK universities to operate transparently and within the law, and with a full commitment to the government's values of openness and freedom of expression. The department has taken action to remove any direct or indirect government funding from Confucius Institutes in the UK.
The ‘Integrated Review Refresh’, published in 2023, committed to launching a review of legislative and other measures designed to protect the academic sector, to identify what more the government could or should be doing. This is currently underway and is led by the Department for Science, Innovation and Technology. This will include an assessment of the risks to research security as a result of collaboration with international bodies.
The department also works with the sector to improve HE providers’ overall resilience and economic security. The department has encouraged Universities UK to publish a number of guidelines and case studies to enable HE providers to assess risks associated with international collaboration.

To ask the Secretary of State for Science, Innovation and Technology, with reference to the Government response to paragraph 62 of the Third Report of Session 2022-23 by the House of Lords Communications and Digital Committee on Digital exclusion, HL 219, published on 20 October 2023, what progress the dedicated cross-Whitehall ministerial group has made.

The Government established a cross-Whitehall ministerial group in response to a recommendation from the House of Lords Communication and Digital Committee’s report on ‘Digital Exclusion’, published in June 2023. The ministerial group aims to drive progress and accountability on digital inclusion priorities across Government.
The first ministerial group meeting took place in September 2023, chaired by the then Minister for Tech and the Digital Economy, Paul Scully. Ministers attended from the Cabinet Office, Department for Levelling Up, Housing and Communities, Department for Culture, Media & Sport, Department for Work and Pensions, Department for Education, and His Majesty's Treasury.
The group agreed to undertake a departmental mapping exercise to drive and increase coherence across departmental work. It has also discussed specific priority issues, including the viability of each department joining device donation scheme, options to increase the accessibility of parking payments and accessibility of online government services. The group will receive an update on these issues at its next meeting later this month.

To ask the Secretary of State for Health and Social Care, what steps her Department is taking to attract and retain workers with skills in artificial intelligence into the NHS workforce.

We provide targeted upskilling and training for clinical staff through the Fellows in Clinical AI programme, and are developing specialised roles within our Digital, Data, and Technology workforce. Furthermore, the AI and Digital Healthcare Technologies Capability framework outlines the necessary capabilities for artificial intelligence (AI) across the National Health Service workforce.
We have also set out core foundations to drive AI-related education training in two published reports that focus on understanding and developing the healthcare workforce’s confidence in AI. These include developing fundamentals for the full workforce and advanced training, where it is required. The Government supports translational research in life sciences in several ways. MRC’s translational research group supports research through partnerships with other funders and major higher education institutions and through dedicated funding schemes. DSIT also co-funds the Health Innovation Network (HIN), alongside the Department of Health and Social Care. The network was established to help adoption and spread of innovation at pace and scale to improve health outcomes and generate economic growth. The Network connects the NHS, academic organisations, local authorities, charities and industry to facilitate change across health and social care economies, with a focus on improving outcomes for patients.
