The adoption strategy commits us to working with regional adoption agencies to develop and trial what good practice around contact looks like, with a view to setting national standards in this area. This includes investigating what support is needed for children, birth parents, and adoptive parents. Regional adoption agencies are currently trialling a programme called ‘Letterswap’, which is a new digital platform to improve the current ‘Letterbox’ system.

In addition, the Adoption and Special Guardianship Leadership Board has established a ‘Maintaining relationships for children’ sub-group. It has a remit to improve children’s understanding of their identity to improve their ability to reach their potential as adults. This group’s work will complement that of regional adoption agency leaders to help develop good practice around contact which can be shared with adoption agencies across the country.

To ask the Chancellor of the Exchequer, if he will hold discussions with Cabinet colleagues on the potential merits of permitting the use of identity documents other than a passport and driving license for verifying Government Gateway accounts.

Before sharing any personal data with a customer online the Government have a duty to establish their identity to a sufficient degree of confidence. The Government aims to strike a balance between making this journey as straightforward as we can for customers but, at the same time, setting the bar high enough to deter fraudsters.

When asked to prove their identity, customers are currently able to select two items from the following where they are available:

• Tax credit claim details

• P60 or most recent payslips

• UK passports

• Information held on credit file (such as loans, credit cards or mortgages)

• Self-assessment tax return details

• Northern Ireland and British driving licences

Most customers can use Government services securely online, but we do recognise that not every customer currently can. HMRC is constantly working on the Government Gateway service and the identity verification capability that supports it to help more people gain access while keeping customer information secure. Some of these developments include:

• Following discussions with the Driver and Vehicle Licensing Agency the UK driving licence was been added as an additional evidence source within the HMRC identity verification service on 1 July 2022; and

• Government Digital Service (GDS) is developing a new mobile app that will allow people to use the camera on their smartphone/device to confirm a match with photographic identification, starting with the driving licence but extending to support other biometric documents over time. HMRC will be adopting this from the summer, giving some of our customers an alternative way to prove their identity. HMRC will be working with GDS to make it available to more customers in phases.

In the longer term, HMRC intends to move services to One Login for Government, the new cross-government sign-on and identity verification system being developed by GDS. HMRC is working closely with GDS on the design and development of the new service to ensure it best meets the needs of all our customers.

To ask Her Majesty's Government what engagement (1) the Department for Digital, Culture, Media and Sport (DCMS), and (2) the Gambling Commission, has had with (a) the Ministry of Defence, (b) the Home Office, and (c) the security services, ahead of the announcement on 15 March that Allwyn Entertainment UK was the Preferred Applicant for the fourth National Lottery licence; and whether the Ministry of Defence or the Home Office have approached either DCMS or the Gambling Commission in response to the announcement.

The Gambling Commission is responsible for running the competition for the fourth National Lottery licence. ​​Under the National Lottery Act 1993, the Commission must ensure that any person who either runs or benefits from the running of the National Lottery is fit and proper and that the Licensee’s operation meets high standards of propriety.

Fit and proper checks examine the identity, integrity, criminality and financial standing of those who run, or benefit from running, the National Lottery, or are applying to do so. As part of its duties under the Act, the Commission cannot award the licence unless it is satisfied that the proposed licensee is fit and proper. The Commission is required to revoke a licence if it becomes satisfied that the licensee is no longer, or indeed never was, fit and proper.

In addition, following the announcement of Allwyn as the preferred applicant in March 2022, standard vetting checks (Baseline Personnel Security Standard or BPSS level) are being carried out, on behalf of the Commission, by UK Security Vetting on key people connected with the proposal. These include Qualifying Direct Shareholders, which is any person who holds at least 5% interest in the licensee.

To ask the Secretary of State for Digital, Culture, Media and Sport, whether her Department has made an assessment of the potential impact of provisions in the Online Safety Bill relating to user ID verification requirements on legitimate uses of online anonymity.

The user identity verification duty in the Online Safety Bill will give users more control over who they interact with online. It only applies to high risk, high reach services. Users who do not want to verify themselves will not have to do so. This ensures that legitimate uses of anonymity are not restricted.

Ofcom will issue guidance to assist providers in complying with the user verification duty. Ofcom will be required to consult individuals who represent the interests of vulnerable adult users in the development of its guidance.

DCMS is responsible for coordinating HMG digital inclusion policy, and aims to ensure that as many people as possible, no matter their age, have a base level of digital skills, as well as internet access.

The cross-cutting nature of digital inclusion means that relevant policies and levers sit across multiple government departments. Rather than setting out a standalone strategy for digital inclusion, DCMS works with the rest of government to ensure departments take digitally excluded people into consideration when delivering public services.

To improve access to digital skills, the government has introduced a digital entitlement for adults with no or low digital skills. This allows older people wishing to acquire essential digital skills to gain specified digital qualifications, up to level 1, free of charge. Essential Digital Skills Qualifications (EDSQs), introduced alongside the digital entitlement, are based on new national standards which set out the digital skills people need to get on in life and work. We also support the provision of essential digital skills training in community settings through the Adult Education Budget.

Public libraries play an important role in tackling digital exclusion. Around 2,900 public libraries in England provide a trusted network of accessible locations with staff, volunteers, free wifi, public PCs, and assisted digital access to a wide range of digital services. Volunteers and library staff have been trained in digital skills so that they can provide library users with support in using digital applications and services.

Under the Public Libraries and Museums Act 1964, it falls to local authorities to deliver a comprehensive and efficient library provision that meets local needs. It is not for the department to require the precise provision of library services. The provision of portable devices to lend is something library services are increasingly delivering. We know that at least a quarter of library services in England already provide portable electronic devices for loan, generally targeted at those more likely to be digitally disadvantaged.

Help is available for low income households to access broadband, mobile and landline services. A range of low-cost social tariffs are available to those on Universal Credit, and a number specifically include individuals on Pension Credit. These tariffs are available to eligible households in 99% of the UK. Ofcom, the independent regulator, has a statutory duty to review the affordability of telecommunication services, and we continue to work closely with Ofcom to monitor the market.

We understand that some older people are also hesitant to access online services because they fear that they may become victims of fraud, or that it is an unsafe environment for their personal data. For this reason, we are taking a number of steps to improve the safety and trustworthiness of the online space, including:

  • Increasing online safety by introducing the Online Safety Bill to Parliament, which sets new rules for firms which host user-generated content, and focuses on protecting people from online scams.

  • Enabling the widespread use of secure and accessible digital identity solutions that meet the needs of all those who wish to use them, by setting standards, establishing governance, removing legislative blockers, and engaging with industry and civil society groups.

There are currently no plans to introduce an e-cycle scheme for IT equipment, or commission an app for older people. We are aware that for older people with disabilities, poor design of apps or websites can be a significant barrier to online access. The Central Digital and Data Office monitors compliance with the regulations for the accessibility of public sector websites.
