To ask the Secretary of State for Health and Social Care, if she will take steps to help ensure that all pregnant women are (a) asked about their alcohol intake and (b) supported in reducing and stopping this during pregnancy.

The Department published a Health Needs Assessment for foetal alcohol spectrum disorder (FASD) in September 2021, which identified areas of improvement and effective interventions. Subsequently, the Department asked the National Institute for Health and Care Excellence to produce a Quality Standard in England for FASD to help improve diagnosis, care, and awareness, including ensuring that all women are asked about their alcohol intake. It was published in March 2022, and is available at the following link:

The United Kingdom’s Chief Medical Officers’ low risk drinking guidelines published in 2016 provide clear advice to women not to drink alcohol if they are planning for a pregnancy or are pregnant. This message is also included in the patient information leaflet recommended for use when giving brief advice to any adult identified as drinking above low risk levels, and in the National Health Service public-facing health information pages. The Department is currently consulting on the first ever UK clinical guidelines for alcohol treatment. It includes guidelines setting out how maternity, alcohol treatment and other healthcare professionals should support pregnant women to reduce or stop their alcohol use as quickly and safely as possible. Additionally, the Maternity Disparities Taskforce is producing a resource for pre-conception care for women from minority ethnic communities and those living in the most deprived areas. This guidance will include information on drinking in pregnancy.

The tables below provide the estimates requested, long term sick days lost per department (Table 1), along with our preferred measure, Average Working Days Lost (AWDL) per staff year which accounts for workforce size and composition (Table 2). Data is provided for the main Ministerial Departments and excludes those that have been most impacted by Machinery of Government changes, for which times series comparisons between 2015 and 2022 are not possible.

On 10 January 2024, the Department announced a package of social care workforce reforms, to help recruit and retain talent by providing new, accredited qualifications, digital training and funded apprenticeships. These plans include the launch of the care workforce pathway, which will provide, for the first time ever, a national career structure for the adult social care workforce, covering the breadth and complexity of care.

In addition, the latest phase of the Made with Care recruitment campaign launched at the start of October 2023, and is running until the end of March 2024. It consists of advertising appearing on catch-up television, social media, radio and online, to highlight the amazing work that staff across the adult social care sector do and motivating suitable candidates to apply.

To ask the Secretary of State for Health and Social Care, whether the Mental Health Bill will have provisions to help tackle loneliness.

The Government published a draft Mental Health Bill on 23 June 2023 and it remains our intention to bring forward a Mental Health Bill when Parliamentary time allows. The Bill is designed to reform the Mental Health Act 1983, which exists to be able to compel people to stay in hospital and be treated for a severe mental illness. The legislative reforms contained in the Bill aim to provide greater autonomy to individuals to inform their care and treatment, including children and young people. They also aim to ensure that inpatients, including those detained under the Mental Health Act, have improved support to access their rights under the Act. The Bill therefore does not include provisions to tackle loneliness.

The Department of Culture, Media and Sport launched the world’s first government strategy on loneliness in October 2018. It set out a clear vision for this country to be a place where we can all have strong social relationships.  The Government’s work to tackle loneliness focuses on reducing the stigma associated with loneliness; supporting organisations across society to take action; and improving the evidence base on loneliness.

The Medicines and Healthcare products Regulatory Agency (MHRA) is the regulator in the United Kingdom for human medicines and is responsible for enforcing the Human Medicines Regulations 2012, which are available at the following link:

The MHRA has identified the illegal sale and supply of human medicines as a global challenge. This includes the sale of prescription drugs without a prescription from unregulated sources. Criminal gangs, often based overseas, advertise medicines through illicit websites resembling those of legitimate pharmacies, while others exploit online marketplaces or sell social media platforms.

The MHRA has a dedicated Criminal Enforcement Unit (CEU) that works with partners across the Government, policing to prevent and disrupt this illegal trade and to bring to justice those involved. The CEU monitors online channels for evidence of illegal activity and takes proportionate regulatory action. This includes using the full range of the Agency’s powers to investigate and prosecute offenders where necessary and appropriate. The unit also works to remove illegally trading websites and remove criminal profits from offenders. Through its #FakeMeds communications campaign the MHRA also provides quick and easy tools to help the public avoid buying illegally traded medicines when they shop online.

The Department recognises the value of social prescribing in tackling loneliness. Since 2018, the Government and its partners have invested over £80 million in tackling loneliness.

The Department for Culture, Media and Sport published a report on 4 September 2023, Exploring interventions to tackle loneliness, summarising what interventions work to tackle loneliness and a report exploring the knowledge of professionals working to evaluate loneliness interventions. In this report, it was concluded that more evaluations are needed to determine the effect social prescribing has on loneliness.

Given the inequalities in who develops Type 2 diabetes and the poorer outcomes for those of south Asian and black ethnicity, the National Health Service has established a focused engagement campaign, using social media and more traditional approaches, to raise awareness and boost uptake from these groups. A Quality and Outcomes Framework also includes an indicator for annual review of those at risk of Type 2 diabetes in general practice.

The NHS Long Term plan has committed to providing a targeted support offer and access to weight management services in primary care is available for people with a diagnosis of Type 2 diabetes and/or hypertension, with a body mass index over 30, which is adjusted appropriately for ethnicity.
