To ask His Majesty's Government what plans they have to increase investment in children’s services and provide updated funding formulae to (1) direct resources according to deprivation-based need, and (2) account for changing levels of deprivation.

The government is aware the costs of delivering children’s social care are rising, which is why the department has already taken action and announced a series of additional measures:

  • In January 2024, the government set out a support package for local government worth £600 million, including £500 million of ringfenced funding for children’s and adults’ social care services distributed through the Social Care Grant. Councils were advised to invest in areas that will help place children’s social care services on a sustainable financial footing. This includes investment in expanding family help and targeted early intervention, expanding kinship care and boosting the number of foster carers.

  • Over financial year 2024/25, a total of £5 billion will be distributed to local authorities through the Social Care Grant, including a £1.2 billion increase from financial year 2023/24.

  • Councils in England will see an increase in Core Spending Power of up to £4.5 billion in financial year 2024/25, or 7.5% in cash terms, an above inflation increase, rising from £60.2 billion in 2023/24 to £64.7 billion in 2024/25.

This additional funding illustrates our commitment to support councils in continuing to deliver high-quality services to vulnerable children and families.

But the department knows that rising costs are unsustainable and that whole system reform is needed. It is more important than ever that the department continues with the plans to improve and stabilise the children’s social care system. The department's ambitious strategy, set out in ‘Stable Homes, Built on Love’ will bring about fundamental reform, rebalancing local authority spending from costly acute services to effective earlier intervention, thereby improving outcomes for children and families. When ‘Stable Homes, Built on Love’ was published, the department announced an additional £200 million funding for implementation. However, this is only part of the wider picture of spending on children’s social care reform. In total, across the department's programmes, almost £700 million has been committed to start delivering the reforms.

In ‘Stable Homes, Built on Love’, the department committed to work with the Department for Levelling Up, Housing and Communities to update, publish and consult on a new funding distribution formula. Departmental officials are working in partnership towards implementing an updated approach to distributing available funding for children and young people’s services, based on an up-to-date assessment of relative need in local authorities.

Whilst the government is not able to implement funding reform in this spending period, the department remain committed to updating the funding formula for children’s services to better direct resources to where they are most needed, and work will continue across government to that end.

Telemedicine: Voice over Internet Protocol

To ask the Secretary of State for Health and Social Care, whether there are telecare devices being sold that will no longer be fully operational after the Public Switched Telephone Network is switched off.

It is a known risk that some analogue telecare devices may not be digitally compatible or perform as reliably on digital networks. In November 2021, the Technology Enabled Care Services Association (TSA), the industry and advisory body for technology enabled care in the UK, released a statement requesting service providers discontinue purchasing new analogue-only units. Where there is an ongoing requirement to communicate in analogue protocols, providers can procure ‘hybrid’ alarms that communicate in both analogue and digital protocols.

Despite this, some telecare suppliers are still selling analogue devices to private customers. Also, telecare service providers may be re-issuing analogue devices to new customers, given the devices’ typical lifespan of five to seven years, before replacing them with digital alarm devices at the end of their lifespan. Alongside the Department for Science, Innovation and Technology and the Department for Levelling Up, Housing and Communities, the Department of Health and Social Care is developing a Telecare National Action Plan which will set out actions that a range of stakeholders, including telecare suppliers and service providers, are expected to take to ensure the safety of telecare users in the switch to digital lines. This will include actions to help telecare providers to better understand and manage the risks associated with the use of analogue telecare devices and will be published in the coming months, following stakeholder feedback.

DLUHC is a Disability Leader at Level 3 and we have ongoing work to detail and monitor our progress regarding Disability Confidence, this includes improving accessibility of recruitment, providing learning & development opportunities for disabled staff and building a more inclusive workplace culture for disabled staff.

We look at a range of data sets to assess the effectiveness of this work including recruitment and turnover data and People Survey responses. The staff who work on this initiative do so as part of their wider responsibilities.

The Government Car service (GCS) provides vehicles to a number of Government departments. Due to logistical and operational reasons the type of vehicles deployed at each department can vary on a daily or weekly basis. The GCS fleet currently has 122 vehicles, 58 (48%) of which are vehicles made in Britain.

The Department for Levelling Up, Housing and Communities (DLUHC) recently consulted on Operational reforms to the Nationally Significant Infrastructure Projects consenting process. As part of their response DLUHC has introduced secondary legislation and new guidance that provide greater clarity for applicants on whom to consult and when. This came into force on 8 March. These reforms will ensure the system should incentivise early, meaningful engagement between parties as applications for projects are developed.

The established consultation procedures with Interested Parties that are undertaken during the development consent Examination by the Planning Inspectorate, or by the Department for Energy Security and Net Zero following receipt of the Examination report will continue to be delivered. On 15 May, my Rt hon Friend the Secretary of State made a Written Ministerial Statement reinforcing the importance of applicants following the expectations on siting solar developments set out in the Renewable Energy National Policy Statement. Applications will not be consented if they have not met the requirements, and that includes community engagement as required by the Planning Act. To ask His Majesty's Government how many asylum seekers with at least one disabled child who have achieved refugee status have been made homeless on achieving that status in the past 12 months.

The Home Office does not hold the information requested.

The Home Office has a statutory obligation to provide accommodation to asylum seekers who would otherwise be destitute while their application for asylum is being considered. Following the service of an asylum decision, an individual continues to be an asylum seeker for the purpose of asylum support until the end of the relevant prescribed period set out in legislation. This period is 28 calendar days from when an individual is notified of a decision to accept their asylum claim and grant them leave and we have no plans to extend this period. Whilst our legislative power is clear, we do in practice already extend support beyond this. Our current process means that individuals can remain on asylum support for at least 28 days after they have been issued a Biometric Residence Permit (BRP), which means that individuals have longer than 28 days to make arrangements to move on before their asylum support ends. It is important that individuals initiate plans to move on from asylum support as soon as they are served their asylum decision in order to maximise the time they have to make move on arrangements.

We offer move on support to all individuals through Migrant Help or their partner organisation.  This includes providing advice on accessing the labour market, on applying for Universal Credit and signposting to local authorities for assistance with housing.  Individuals do not need to wait for their BRP to make a claim for benefits and are encouraged to do so as early as possible if they require them. Individuals can contact Migrant Help in three ways:

We continue to identify and make efficiencies in supporting newly recognised refugees during the move on period and to mitigate the risk of homelessness. We are fully committed to working with partners in doing this. We have already worked closely with the Department for Levelling Up, Housing and Communities (DLUHC) to ensure the right asylum decision data is being shared with local authorities to enable effective planning and to lessen the impact on existing homelessness and rough sleeping pressures.  We are also utilising Home Office Liaison Officers to replicate part of the Afghan resettlement move on process. We have been working in three local authority areas since December 2023; Glasgow, Brent and Hillingdon. This has now been expanded to Manchester and Liverpool.

DLUHC is a minor tenant in the majority of its offices, and as such does not directly procure food and drink for the canteens and restaurants in our offices. However, all food provided in our catering outlets is produced to UK standards and is local and in season, where possible. Food is sourced from farming systems that minimise harm to the environment, such as produce certified by LEAF, the Soil Association or Marine Stewardship Council. Fairly traded and ethically sourced products are also offered.

The Government has set out its approach to cyber resilience the Government Cyber Security Strategy (GCSS). Cabinet Office are the lead department for the implementation of the GCSS, local government are responsible for the resilience of their networks and systems, and the Department for Levelling Up, Housing and Communities (DLUHC) is assigned stewardship of local government, with responsibility for cyber policy and assurance.


Since 2020, DLUHC has provided £19.9 million of grant funding and technical support to 192 English local authorities to improve their cyber maturity. In collaboration with the Local Government Association and the National Cyber Security Centre, DLUHC have been raising the awareness of cyber risk and fostering cyber-first cultures and practices in local government.

To support councils to assess and improve their cyber security, DLUHC are introducing the Cyber Assessment Framework (CAF) for the English local government sector later this year, providing a clear cyber security standard and method for local authorities to assess their cyber health.
