To ask His Majesty's Government whether children in low-income families are permitted to use funding from the apprenticeship levy to stay on at secondary school.

Apprenticeships are jobs with training that are open to anyone aged 16 and over. The apprenticeship levy was introduced to support employers of all sizes to invest in high-quality apprenticeship training. The department’s annual budget for apprenticeships in England has increased to over £2.7 billion in the 2024/25 financial year. This budget is ringfenced for spend on apprenticeships training and assessment only to meet employer demand for high-quality apprenticeships and cannot be used for other purposes.

To ensure that every child, regardless of their background, can excel at school and achieve their full potential, the department has targeted a greater proportion of the schools national funding formula towards deprived pupils than ever before. In total, 10.2%, over £4.4 billion, of the formula will be allocated according to deprivation factors in the 2024/25 financial year and 17.8%, or £7.8 billion, will be allocated for additional needs overall. This will help schools in their vital work to close attainment gaps and level up educational opportunities.

The pupil premium grant, introduced in 2011, also offers direct funding to schools to improve educational outcomes for disadvantaged 5 to 16 year olds in state-funded schools in England. The department increased the premium pupil funding to over £2.9 billion this financial year to ensure the most disadvantaged pupils receive the support they need to succeed at school.

The department is providing funding to ensure that every 16 to 18 year old has a place in further education or training if they want one. The department invested over £7 billion on 16 to 19 programme funding during the 2023/24 academic year, which included over £590 million to support students who are economically deprived and to account for low prior attainment in English and mathematics. Over £35 million has also been allocated in the 2023/24 academic year to provide free meals for 16 to 19 year olds in further education. Additionally, the department allocated over £159 million of bursary funding to institutions in the 2023/24 academic year to help disadvantaged 16 to 19 year olds with costs such as travel, books, equipment and trips, which is nearly 12% higher than published allocations for the 2022/23 academic year.

To ask the Minister for the Cabinet Office, what steps his Department is taking to ensure that every family who lost a relative from infected blood is compensated.

It is important that the Scheme recognises the immense suffering endured by people whose lives and families have been impacted by infected blood. Affected persons will be eligible for compensation in their own right where their case is linked to that of a person eligible under the compensation scheme. This includes affected partners; children; parents; siblings; and other friends and family members who cared for loved ones with an infection without reward or remuneration. Where a person has multiple family members who have been infected, multiple injury awards will be made to reflect the scale of their loss.

Arts Council England is responsible for collecting and publishing information about each of the Music Hubs. This information is about the music education activity the Hubs provide or support and does not include information on what schools provide without the support of the hub.

The Wellingborough constituency is served by Northamptonshire and Rutland Music Education Hub, including providing opportunities to learn an instrument, including through whole class ensemble teaching.

In 2022/23, 59.4% of schools were supported with whole class ensemble teaching and the Hub delivered or supported lessons to 8,205 pupils in small group tuition, 568 pupils in individual lessons, and 710 pupils as part of large group lessons. In addition, 2,367 pupils participated in Hub-led or Hub-supported ensembles and group activity, and instruments were loaned to 219 schools during 2022/23.

To ask the Deputy Foreign Secretary, if he will make an estimate of the number of unaccompanied children in Gaza that have family in the UK; and whether he is taking steps to support family reunions in those cases.

Far too many children in Gaza have been orphaned or separated from their parents. We do not have an estimate of how many of these may have family in the UK. The UK is supporting a number of agencies who are targeting funding to respond to the needs of these children. The UK's funding to the Red Cross Movement, and the UN Office for the Coordination of Humanitarian Affairs (OCHA) Pooled Fund has supported their work to identify unaccompanied minors, provide care options, and in some cases reunited children with family members.

Palestinians who wish to join family members in the UK may apply to do so via the existing range of routes available. Any application for a UK visa will be assessed against the requirements of the Immigration Rules and our suitability requirements. Consideration will be given to compelling, compassionate and exceptional circumstances raised and may be taken into account where certain requirements are not met.

Education is a devolved matter, and the response outlines the information for England only.

Local authorities spent £7.9 billion on education for children and young people with complex special educational needs and disabilities (SEND) in the 2022/23 financial year. The Education and Skills Funding Agency (ESFA) also allocated a further £1.0 billion on funding for SEND places directly to providers in that financial year. The outturn data for expenditure in the last financial year (2023/24) is not yet available but is due to be published later in 2024. Planned expenditure reported by local authorities for that year was £9.4 billion and the ESFA’s expenditure was £1.1 billion.

These figures do not include the amounts spent by mainstream schools and colleges from their budgets on children and young people with lower level SEND. The department does not collect this expenditure information from individual schools and colleges.

The needs of the child are paramount when deciding the right care placement. The Children’s Act 1989 places a duty on local authorities to make sure that there is sufficient provision in their area to meet the needs of children in their care and ensure placements safeguard and promote the child’s welfare. Furthermore, the guidance is clear that the child’s allocated social worker, supported by local authority management and resources, should do everything possible to minimise disruption to the child’s education and, where a child is in key stage 4, a move should only be made in exceptional circumstances. Responsibility for looked-after children sits with the local authority. Looked-after children also have top priority in school admissions and attract pupil premium plus funding of £2,570 per child, up to age 16. This is managed by the VSH, who works with the child’s education setting to deliver objectives in the child’s personal education plan.

In February 2023, the department announced the national rollout of £24 million of pupil premium plus style funding to looked-after children and care leavers at post-16 for the next two years, from 2023/24. This funding, which builds on an initial £8 million pilot that launched in October 2021, gives VSHs the financial levers to positively impact the educational outcomes of looked-after children and care leavers in post-16 education.

To ask the Secretary of State for Education, what steps her Department has taken to improve children's oracy skills in Wellingborough constituency.

​​​​The department recognises the importance of oracy, which is why spoken language is part of the national curriculum for English for 5 to 16 year olds.

In early years, the department is investing up to £17 million in the Nuffield Early Language Intervention, improving the language skills of reception age children who need it most following the pandemic. In addition, the department have secured over £28 million to support the speech and language of young children worst affected by the pandemic, today’s 3 and 4 year olds, delivered through the new Family Hubs network.

In secondary schools, the GCSE English Language qualification ensures that students are able to listen to and understand spoken language and use spoken Standard English effectively. 2023 data published by Ofqual shows that overall entries to GCSE English Language increased by 4.9% in summer 2023, compared to summer 2022. The department funds the National Poetry Recitation Competition, which encourages both primary and secondary schools to participate to improve pupils’ knowledge and enjoyment of poetry and to improve oracy through poetry recitation and recall. The competition provides an opportunity for pupils to enjoy sharing poems aloud.

The £67 million English Hubs Programme, launched in 2018, is dedicated to improving the teaching of reading, with a focus on phonics, early language development and reading for pleasure. Since its launch, the English Hubs Programme has provided appropriate and targeted support to several thousands of schools across England.

Wellingborough’s local English Hub, Roade English Hub, is working hard to engage and support primary schools across the region. Currently, 45 schools are receiving intensive partner school support from Roade English Hub. This is in addition to the 32 schools that have already graduated from the programme.

However, this government is committed to ensuring local authorities ensure all these children are in receipt of suitable education.

As such, the government supports the principle of a system of registration for children not in school and issuing statutory guidance to accompany this. Local authority-maintained registers of children not in school would help local authorities undertake their existing duties to ensure all children receive a suitable education and are safe, regardless of where they are educated.

The department has already published non-statutory guidance for local authorities and parents to help them understand their roles and legal responsibilities around elective home education.
