The 2022 Digital Strategy outlined work across Government to promote digital inclusion and digital skills. HMG is investing £3.8bn in skills in England by 2024-25 and recently quadrupled the scale of Skills Bootcamps. Additionally, the Digital Skills Entitlement offers free basic digital skills training to adults in England.
The Department for Science, Innovation and Technology is responsible for coordinating cross-Government digital inclusion policy. Digital inclusion is a cross-cutting issue and responsibility for relevant policies, including monitoring and evaluation, sit within individual government departments.

To ask the Secretary of State for Education, whether she plans to encourage a greater emphasis on developing essential skills for life in schools and colleges.

The department wants all children to leave school with the knowledge, skills and values that will prepare them to be citizens in modern Britain. There are many aspects of the curriculum that help young people develop essential life skills, including through the teaching of Relationships, Sex and Health Education (RSHE), citizenship, mathematics and design and technology (D&T).
In primary schools, age-appropriate relationships education involves supporting children to learn how to develop mutually respectful relationships in all contexts, including online. In secondary schools, this broadens to become age-appropriate relationships and sex education. In health education, there is a strong focus on mental wellbeing, including a recognition that mental wellbeing and physical health are linked. The department is currently reviewing the RSHE statutory guidance. The review has been informed by an independent expert panel to advise the Secretary of State for Education on the introduction of age limits for sensitive subjects. A draft of the amended guidance will be published for consultation as soon as possible.
The national curriculum for secondary citizenship develops pupils’ awareness and understanding of democracy, government and how laws are made and upheld. Teaching should equip pupils with the skills and knowledge to explore political and social issues critically, to weigh evidence, debate and make reasoned arguments. Primary maintained schools and all academies are encouraged to cover citizenship as part of their duty to deliver a broad and balanced curriculum following the non-statutory framework for citizenship.
Pupils should be prepared to manage their money well, make sound financial decisions and know where to seek further information when needed.
Financial knowledge is a compulsory part of the national curriculum for mathematics at key stages 1 to 4 and citizenship at key stages 3 and 4. The mathematics curriculum provides young people with the mathematical knowledge that underpins their ability to make important financial decisions. At primary schools, there is a strong emphasis on enabling pupils to develop fluency, mathematical reasoning and competence in solving increasingly sophisticated problems. At secondary schools and in GCSE mathematics, pupils solve problems in financial contexts. The mathematics programme of study can be found on GOV.UK.
Through primary citizenship curriculum, pupils should be taught to realise that money comes from different sources and can be used for different purposes. They should also be taught how to spend and save money sensibly and that economic choices affect individuals and communities. This is expanded in secondary citizenship where pupils are taught the function and uses of money, how to budget, and manage credit and debt, as well as concepts like insurance, savings and pensions.
Cooking and nutrition is a discrete strand of the national curriculum for D&T. This was introduced as part of the 2014 D&T curriculum and is compulsory for key stages 1 to 3. The curriculum aims to teach children how to cook, with an emphasis on savoury dishes, and how to apply the principles of healthy eating and nutrition. It recognises that cooking is an important life skill that will help children to feed themselves and others healthy and affordable food.
RSHE and citizenship sit alongside extra-curricular programmes to develop a variety of life skills such as resilience, leadership, persistence, and teamwork. Schools are best placed to understand and meet the needs of their pupils and so have flexibility to decide how they deliver the curriculum and what range of extra-curricular activities to offer. The department supports a range of initiatives to expand access to extra-curricular activities through schools, such as working with the Department for Culture, Media and Sport to offer the Duke of Edinburgh’s Award to all state secondary schools in England.

To ask the Secretary of State for Justice, if she will make an assessment of the potential impact of the end of custody supervised licence scheme on rates of recidivism among early-release prisoners.

We are constantly monitoring the use of End of Custody Supervised Licence (ECSL) and its impact.
We are taking action to drive down the reoffending rate for all offenders by investing in a wide range of rehabilitative interventions to get them into skills training, work, and stable accommodation. This includes delivering our ground-breaking transitional accommodation service, known as Community Accommodation Service – Tier 3 (CAS-3), so prison-leavers have a guaranteed 12 weeks of basic, temporary accommodation to provide a stable base on release. By January 2023, the proportion of offenders housed on the first night of their release from custody was 7.6 percentage points higher in CAS3 regions versus non-CAS3 regions.

To ask the Secretary of State for Education, if she will make an assessment of the potential merits of providing free access to British sign language classes for the (a) parents and (b) caregivers of all newly-identified deaf children.

The Adult Education Budget (AEB) targets a wide range of eligible individuals including parents and caregivers of all newly-identified deaf children.
The Adult Education Budget (AEB) funds qualifications in, or focussing on, British Sign Language (BSL) up to and including Level 2. Approximately 60% of the AEB has been devolved to Mayoral Combined Authorities and the Greater London Authority, who determine which provision to fund for learners who live in their areas. The Education and Skills Funding Agency (ESFA) provides the remaining funding for learners who live in non-devolved areas, which includes Preston Constituency.
ESFA funded AEB qualifications include, for example, the Level 1 Award in BSL, which allows learners to communicate in BSL on a range of topics that involve simple, everyday language use, thereby giving them the basic skills and confidence in production and reception of BSL. It will depend on an individual’s circumstances as to whether they are entitled to free provision or expected to meet part of the cost through co-funding. Where community learning providers offer BSL courses, those providers are responsible for determining the course fees, including levels of fee remission.
For parents learning BSL on an AEB funded course, there is also additional support available. The AEB provides funding to colleges and providers to help adult learners overcome barriers preventing them from accessing learning. Providers have discretion to help learners meet costs such as transport, accommodation, books, equipment and childcare. Learning support funding also helps colleges and training providers to meet the additional needs of learners with learning difficulties and/or disabilities and the costs of reasonable adjustments as set out in the Equality Act 2010.

Remuneration policy is set by Ofcom’s People Committee. The basic salary for all colleagues is determined by considering each colleague’s responsibilities, skills and experience, together with relevant market benchmarking analysis. Ofcom conduct an annual equal pay audit for gender, ethnicity, and disability. They do not pay London weighting.

To ask the Secretary of State for Work and Pensions, what steps he is taking to help individuals out of work improve their (a) numeracy and (b) literacy skills.

Jobcentre Plus Work Coaches engage with customers to better understand the steps needed to support their work search. Where essential skills needs are identified as a barrier to securing or progressing in employment, customers can be referred to available local provision which can include essential maths and numeracy training available through Multiply, English (literacy and English as a Second Language, ESOL) and digital skills, as well as other key vocational focussed opportunities.
Through DWP Train and Progress the length of time Universal Credit (UC) customers can undertake work-focused training has been extended. UC claimants are now able to attend full-time work-related training for up to 16 weeks.
For customers in England, we have ongoing collaboration at a national and local level with the Department for Education who fund adult education through the Adult Education Budget (AEB). Learning providers, many of which are Further Education colleges, deliver training to address customer skills needs in line with labour market demand. As skills is a devolved matter, similar discussions take place with key stakeholders in the Scottish and Welsh Governments to help ensure the employment and skills support offered to claimants in the devolved nations is aligned.

The government recognises that digital skills are important for adults of all ages, and we are committed to improving their level of digital skills to support active participation in society.
From August 2020, the department introduced a digital entitlement for adults with no or low digital skills to undertake specified digital qualifications, up to level 1, free of charge. The new entitlement mirrors the existing legal entitlements for English and maths, and puts essential digital skills on an equal footing in the adult education system, as a third basic skill. The department introduced new Essential Digital Skills qualifications (EDSQs) at entry level and level 1 from August 2020, funded under the digital entitlement. EDSQs are based on the new national standards for essential digital skills and are designed to meet the diverse needs of adults with no or low digital skills, reflecting different learning needs, motivations and starting points.
To further enhance the essential digital skills offer for adults, from August 2023 the department introduced new digital Functional Skills qualifications (FSQs), which have replaced FSQs in Information and Communication Technology. Digital FSQs have standardised content and assessment, providing a benchmark of digital skills for employers. The department published the final subject content for digital FSQs in October 2021.
The government recognises that formal qualifications are not appropriate for everyone. That is why the department also funds community learning and other non-regulated learning, such as building confidence in essential digital skills, through the Adult Education Budget. Many local authorities and other further education providers are already delivering these courses that help equip adults with the essential digital skills they need for work, life and further learning.

The number of reoffenders aged 18 years or over by (a) age and (b) offence type for the year ending March 2023 will be published at the end of January 2025.
The attached tables show the number of reoffenders by (a) age and (b) index offence type for the year ending March 2022.
This Government is committed to reducing reoffending, and reoffending rates have fallen from 31.3% in 2011/12 to 25.2% in 2021/22. We are investing in rehabilitation to stop prison leavers falling back into crime – including tackling drug addiction, increasing the number of offenders in work and providing basic, short-term accommodation on release. We are also delivering the Prison Education Service which raises the level of numeracy, literacy and skills of prisoners, with the aim of securing jobs or apprenticeships after they leave custody.
On top of this, we are doubling the number of GPS tags available to courts for sentencing, ensuring more burglars and robbers are tagged which ultimately keeps our communities safer.
