To ask His Majesty's Government what steps they are taking to ensure that free and fair elections will take place in South Sudan this year.

The UK, alongside Troika partners (US, Norway), continues to press for implementation of South Sudan's Peace Agreement and a peaceful transition to democracy. On 20 September 2023, the Minister of State (Development and Africa) met South Sudanese President Salva Kiir to discuss progress on implementing South Sudan's Peace Agreement, including delivering peaceful, credible and inclusive elections. The UK Government provided £54.5 million to the UN Mission in South Sudan in the 2022/23 UN financial year, who are mandated to support preparations for elections.

To ask the Attorney General, what discussions she has had with (a) Cabinet colleagues and (b) the Government of South Africa on (i) the Supreme Court judgment of 8 May 2024 in Argentum Exploration Ltd v Republic of South Africa [2024] UKSC 16 and (ii) the silver cargo in that case.

I have not had any discussions with the Government of South Africa on this legal case.
With respect to discussions with Cabinet colleagues, the Law Officers’ Convention requires that it is not generally disclosed outside Government whether I have been asked to provide advice or the contents of any such advice. This is a long-standing principle of Cabinet collective agreement which enables the government of the day to obtain frank and full legal advice in confidence.

We are aware of the case of Pastor Youssef Ourahamane, and are disappointed to hear of his sentencing. We will seek to raise the case at the soonest opportunity with the Algerian authorities. The British Embassy Algiers raises issues of Freedom of Religion or Belief (FoRB) more broadly and remains in contact with religious minorities including the Protestant Church of Algeria. The Prime Minister's Special Envoy for FoRB, Fiona Bruce MP, raised the ability of religious minorities to freely practice their faith with the Algerian authorities during her visit to Algiers in September 2022. Minister for North Africa, Lord (Tariq) Ahmad of Wimbledon, met the Minister of Religious Affairs in June 2022 to discuss freedom of religion or belief.

The FCDO's International Development White Paper outlines the Government's ambition for BII to be a leading DFI on climate finance, supporting partner countries in their transition to net zero and resilient economies. This builds on BII's track record of being the UK's principal investment vehicle for delivering climate finance to developing countries, with over $1 billion of climate finance invested since COP26.
Through the agreement of BII's five-year strategy, Investment Policy, and Policy on Responsible Investment, FCDO ensures alignment of all BII's investments with the UK's international development priorities. In addition, FCDO oversees an evaluation and learning program which recently reviewed BII's infrastructure portfolio. The review found that (i) BII contributes to the provision of cleaner capacity through investments in renewable energy assets, (ii) BII increases resource efficiency through the lowering of power distribution losses in its transmission and distribution (T&D) portfolio, and (iii) 65 percent of the impact generated by BII's infrastructure investments comes from those located in Africa.

The UK is working with a wide range of partners, including Gulf and African countries, the Intergovernmental Authority on Development, the African Union and the UN, to urge the parties to agree a permanent ceasefire, to allow unfettered humanitarian access, to protect civilians and to commit to a sustained and meaningful peace process. We welcome reported plans to restart talks in Jeddah, jointly led by the US and Saudi Arabia. The UK Special Envoy for the Horn of Africa and the Red Sea spends a significant amount of time on efforts to secure peace in Sudan, working closely with other envoys covering Sudan.

To ask His Majesty's Government what percentage of official development assistance humanitarian spend in East African countries has been received by local and national non-governmental organisations in country over the last year; and what steps they will take to ensure UK commitments on such funding are met, such as the Grand Bargain commitment to provide 25 per cent of humanitarian funding to local and national organisations.

Local organisations play a vital role in delivering UK funded humanitarian support across East Africa including in Ethiopia and Somalia where we support a range of different national entities. The UK strongly supports the role of national agencies in responding to humanitarian crises and building resilience. This is demonstrated in the recent International Development White Paper which commits the UK to publishing a strategy on engagement with national relief actors. Work to develop this strategy is now underway.

The Special Envoy for the Horn of Africa and the Red Sea spends a significant amount of time on efforts to secure peace in Sudan, working closely with other envoys covering Sudan. Our HMA to Khartoum - now based in Addis Ababa - continues to engage with key international partners on achieving the UK's strategic objectives to support peace in Sudan, as do other British Ambassadors in the region.

To ask His Majesty's Government, following recent reports by the United Nations Group of Experts on the Democratic Republic of the Congo and Human Rights Watch, what discussions they have had with the government of Rwanda concerning (1) whether that government are providing logistical support to the M23 rebels to operate inside the Democratic Republic of the Congo, and (2) whether Rwandan troops are reinforcing or fighting alongside the M23.

We continue to raise the situation in eastern Democratic Republic of the Congo (DRC) with the governments of DRC and Rwanda to urge for an end to the violence, human rights violations and violations of international humanitarian law by armed groups including M23. On 9 April, the Prime Minister met with President Kagame and underlined the importance of a political process to resolve the situation. The Minister of State (Development and Africa) also raised this issue with President Kagame during his visit to Rwanda on 6 April. We continue to emphasise to all parties that recent mediation efforts of the Angola-led Luanda peace process should be followed with further tangible action.

The FCDO employs 480-499 full-time equivalent staff in UK missions overseas and in Africa Directorate at headquarters covering the Horn of Africa (Djibouti, Eritrea, Ethiopia, Somalia, South Sudan and Sudan). Further support on the Horn of Africa is provided by other teams across the rest of the organisation. The UK delivers a wide range of programmes across the region, benefiting millions of people.

In North East Nigeria, terrorist groups like Boko Haram and Islamic State West Africa have sought to undermine the right to Freedom of Religion or Belief (FoRB) by attacking those who do not subscribe to their extremist views. Separately, intercommunal violence and criminal banditry in the North West and Middle Belt has a devastating effect on all faith and non-faith communities, including Christians. The root causes of this intercommunal violence are often complex, and include competition over resources and disruption to traditional ways of life created by environmental degradation, in addition to religious factors. The Strengthening Peace and Resilience in Nigeria programme (SPRiNG) will support Nigeria to address the root causes of conflict in the Middle Belt, including natural resource management challenges. The programme will aim to help 1.5 million women and men benefit from reduced violence in their communities, and support 300,000 people to better adapt to the effects of environmental degradation.
