To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of the potential merits of Local Authorities commissioning gambling harms prevention; and of their capacity to do so.

In April 2025, the statutory gambling levy came into effect to fund the research, prevention and treatment of gambling-related harm across Great Britain. In its first year, the levy has raised nearly £120 million, with 30% allocated to gambling harms prevention activity.
The Department for Culture, Media and Sport, responsible for the implementation and oversight of the gambling levy, remains confident that levy commissioners are best placed to make decisions on the future of their work programmes regarding the research, prevention and treatment of gambling-related harms.
As prevention commissioners, the Office for Health Improvement and Disparities (OHID) in England and Scottish and Welsh Governments continue to work collaboratively on the development of their respective work programmes, drawing on expertise from across the system. OHID will employ a ‘test and learn’ approach as they transition to the new levy system, to better-understand what interventions are most effective in preventing gambling harms at a local, regional and national level.
Local authorities are well placed to play a central role in preventing gambling‑related harms across local communities. An OHID-led stocktake of local authority activity in this space indicated that whilst some activity is already underway, there is appetite within local authorities to do more.
OHID is developing a fund for all upper-tier local authorities across England, which will aim to strengthen local capacity to tackle gambling‑related harm by facilitating improved understanding of local need and supporting the development of effective local and regional networks. This will be delivered alongside the Gambling Harms Prevention: Voluntary, Community and Social Enterprise (VCSE) grant fund which will fund VCSE organisations to deliver prevention activity across England from April 2026 to March 2028.

To ask the hon. Member for Battersea, representing the Church Commissioners, what discussions she has had with colleagues in the Department for Culture, Media and Sport on the long-term future of the Listed Places of Worship Grant Scheme.

All faith communities with listed buildings are still waiting for clarity from the Department for Culture, Media and Sport on what will happen when the current scheme ends in March 2026. Over 200 MPs have raised concerns in the past year about the future of the Listed Places of Worship Grant Scheme. This uncertainty is already delaying essential repairs and community projects. In the Hon Lady for Bathgate and Linlithgow’s constituency, for example, St Michael’s Church is preparing major repairs to its roof and walls, which the Kirk anticipates costing £1.1 million.
In my role as the Second Church Estates Commissioner, I met the Minister for Heritage just before Christmas and was assured that the Government will publish the evaluation report and provide an update on the future of the scheme soon. I continue to work closely with the Church Buildings Department of the Church Commissioners, other partners, and faith communities to ensure a sustainable long-term solution for our buildings. I also discussed with the Minister how historic churches serve as anchors of local identity and community life. Historic places of worship contribute an estimated £55 billion in social value, and the National Churches Trust has shown that every £1 invested in a church generates £16 in community benefit.
While I am not responsible for churches in Scotland, I will write to the hon. Member for Bathgate and Linlithgow to introduce her to the Scottish Churches Parliamentary Office, which can offer more tailored local advice and support.

To ask the Secretary of State for Culture, Media and Sport, what steps her Department is taking to help ensure an effective legacy from hosting UEFA Euro 2028.

Football reaches communities like nothing else, and my department is working with partners to ensure the impact of hosting EURO 2028 is felt far beyond the tournament itself. As part of the tournament launch in November 2025, I chaired a meeting attended by Ministerial representatives from the Government of Ireland, Northern Ireland Executive, Scottish Government and Welsh Government, as well as UEFA, where we discussed how we can work as one team to ensure the tournament delivers an effective legacy and we maximise the benefits of hosting.
In order to ensure an effective legacy from hosting the tournament, EURO 2028 will feature the largest-ever Community Programme to be delivered for a UEFA EURO. This will be backed by a social impact fund of around £45 million. Plans for these are still in development and we will have more to share in due course.

The Government understands the strong interest in ticket pricing for the 2026 FIFA World Cup and the impact it has on fans.
FIFA is an independent international body with its own governance structures. Ticket pricing is a commercial decision determined solely by the World Cup organisers, which are FIFA and the Host Nations (Canada, Mexico, and the United States).
Representations regarding the interests of fans fall to the respective football associations. The Football Association (FA), Scottish Football Association (SFA), Football Association of Wales (FAW), and Irish Football Association (IFA) are the recognised home nation representatives within the international football structure, and are the appropriate bodies to raise such matters with FIFA.

My department is committed to ensuring that our youth policies are inclusive and do not exclude any young people.
Our recent consultations with young people as part of our National Youth Strategy informed us that they wanted safe and welcoming spaces. To make sure that young people of all backgrounds can access safe spaces, we are investing £350 million to refurbish or build up to 250 youth facilities through our Better Youth Spaces programme.
We will review and update our policies wherever necessary to ensure legal compliance. We will also continue to uphold the Equality Act’s protections against unlawful discrimination and harassment.

The Multiplex Licence (Broadcasting of Programmes in Gaelic) Order 1996 was repealed in 2011. As a result, Gaelic language broadcasting generally, and services currently broadcast wholly or mainly in Cornwall, are no longer required to meet the criteria of the Multiplex Licence (Broadcasting of Programmes in Gaelic) Order 1996.
Regarding Cornish and Gaelic programming, the Media Act 2024 once commenced, will for the first time make clear in legislation the importance of the provision of these indigenous regional and minority languages as part of the modernised public service remit for television. It will be for Ofcom, the independent regulator, to monitor compliance.
In terms of the provision of the broadcasting of television programming in Scottish Gaelic in Scotland, the 1996 Order was replaced with the current arrangement between the BBC and MG ALBA for the carriage of BBC Alba. The BBC report on its provision of Scottish Gaelic programming in its annual report, and Ofcom annually reports on the amount of first run hours of Gaelic television programming aired on BBC Alba.
Additionally, the BBC has a broader obligation under its Royal Charter to reflect, represent and serve the diverse communities of all the UK’s nations and regions, including support for Minority Language Broadcasting across its services.
Meanwhile, support for Irish Gaelic programming is facilitated through support from the Northern Ireland Screen’s Irish Language Broadcast Fund (ILBF) and the Nimux programme which extends the coverage of TG4, the Irish Gaelic public service channel, across Northern Ireland.
