To ask the Secretary of State for Energy Security and Net Zero, what estimate he has made of the number of homeowners who installed loft spray foam insulation during the period in which it was eligible under Government-backed energy efficiency schemes.

Schemes run by the Department for Energy Security and Net Zero do not have a list of eligible products but require that assessments are made and designs produced for properties individually, with the most appropriate measures installed to the required standard.

Official statistics of government schemes are collected by measure rather than product. Under the Green Homes Grant Voucher Scheme there were 6,217 pitched roof loft insulation measures installed. As of August 2025, ECO 4 had installed 1,698, and GBIS 130. Spray foam is not the only product used for this measure, so the precise number will be lower.

To ask His Majesty's Government how many residential properties have had energy efficiency measures installed under the Government policies then in place for each year from 2015 to 2024; and how many are projected to have such measures installed under current policies for each year from 2025 to 2030.

To the end of September 2025 there were around 101,500 meaures installed in 49,400 households under the Social Housing Decarbonisation Fund. A summary of the Social Housing Decarbonisation Fund statistic can be found in the below table:

Green Homes Grant Local Authority Delivery (LAD) and Home Upgrade Grant (HUG) was released in November 2025 and can be found in the second attached file. Delivery under the current Warm Homes: Local Grant and Social Housing Fund is currently ongoing and in progress.

Over this parliament the government plans to upgrade up to 5 million homes and cut energy bills for good.

To ask the Secretary of State for Energy Security and Net Zero, what assessment his Department has made of the potential merits of extending the Boiler Upgrade Scheme to provide financial support for (a) connection costs and (b) internal heat interface units for consumers connecting to low-carbon heat networks.

The Boiler Upgrade Scheme provides grants to encourage property owners to replace existing fossil fuel heating with more efficient, low carbon heating systems. Heat pumps are the primary supported technology under the scheme. It does not provide financial support for the connection costs for connecting to heat networks or internal heat interface units.

Significant funding to develop new and existing low carbon heat networks across England is provided through the Green Heat Network Fund, which has announced over £506 million in grant awards to date. The Government’s Warm Homes Plan will provide further detail on the support available to help property owners transition to cleaner, low carbon heating.

To ask the Secretary of State for Energy Security and Net Zero, pursuant to the Answer of 14 February 2025 to Question 29262 on Insulation: Housing, if he will launch an investigation into homes that had spray foam installed under the Green Grant Scheme.

The Government recognises that the system of quality assurance and consumer redress that we inherited needs reform. This work is already underway, with the existing system being tightened, but we will set out plans for root and branch reform as part of the Warm Homes Plan.

Under the Green Home Grant Voucher Scheme (GHGVS) the previous Government did not specify which types of insulation should be installed in any particular property, only that the installations should be carried out by TrustMark registered installers in accordance with the relevant standards and consumer protection requirements.

If the installation has met the standards required in the GHGVS, we would not expect it to require removal or prevent a mortgage from being issued given the publication of the inspection protocol that surveyors can use to make a judgement.

As the first step towards the Warm Homes Plan, the Government has committed an initial £3.4 billion over the next 3 years towards heat decarbonisation and household energy efficiency, with £1 billion of this allocated to 2025/2026. The current iteration of the scheme, ECO4, runs from 2022 - 2026 with an increased value of £4 billion to accelerate our efforts to improve homes to meet fuel poverty targets.

Government does not specify which types of measures should be installed in any particular property, only that the installations should be carried out by TrustMark registered installers in accordance with the relevant standards and consumer protection requirements.

To ask the Secretary of State for Energy Security and Net Zero, what steps his Department is taking to support people whose home values have been affected by spray foam insulation installed under the 2020 Green Homes Grant Scheme.

All installations under government scheme, including the Green Homes Grant Scheme must be installed by Trustmark registered installers. If the installation has met the standards required, it is not expected removal will be required.

Where measures have not been installed correctly, homeowners can use the TrustMark dispute resolution process to seek remediation or redress. If the installer is no longer trading, they should contact the guarantee provider.

The Government has also consulted the insulation, lending and surveying communities and published an inspection protocol that surveyors can use to appropriately assess spray foam installations (https://www.property-care.org/resources/spray-foam-insulation-inspections). It is important a surveyor with appropriate knowledge of spray foam and the protocol is used to give an accurate assessment.

Any measures fitted under government schemes must be fitted to the highest standards with issues promptly and properly rectified. Installations of any insulation under current Government schemes must be installed in accordance with the PAS 2030 and PAS 2035 standards. In any instance where insulation is installed improperly under a government-backed scheme, consumers are entitled to remediation by their installer or, failing that, the insurance-backed guarantee.

Ministers will now press ahead with a sweeping overhaul of consumer protection through the Warm Homes Plan.

The Green Homes Grant Voucher Scheme required that consumers seek advice from a suitably qualified TrustMark registered installer before they applied for a voucher. It also required that installations meet Publicly Available Standard (PAS) 2035.

If a homeowner believes that any installation work carried out in their home under a Government scheme is faulty, they should first contact the installer. Where the installer has failed to adequately resolve the issue or have ceased trading, they may refer to TrustMark’s website which contains further guidance on steps consumers can take if things go wrong and the dispute resolution process: (https://www.trustmark.org.uk/homeowner/support/complaints-process).

Gas boilers will continue to play a role for at least the next decade as we transition to low carbon heating technologies, where departmental analysis shows that heat pumps and heat networks will have a major role to play.

Where heat pumps may not be feasible in some off-grid properties we have commissioned a package of research to collect data on the costs of different approaches to decarbonising the most complex housing archetypes, including the use of alternative low carbon heating solutions with results expected in 2025.
