Loughborough Court was included twice in the number of Crown Courts that were not reported to have a hearing loop in the answer for PQ 21142, due to having an additional report for the ‘super courtroom’ launched in November 2021. It has only been included once in this answer as the ‘super courtroom’ is within the Loughborough Court building.
These lists relate to the permanent estate only, and do not include Nightingale Courts or other temporary Crown Court venues.
The Crown Court locations which were not reported to have hearing loops on site may still have facilities available or be able to make reasonable adjustments to help users who need hearing equipment. Some of the hearing loop equipment used by HMCTS is portable and can be moved between Crown Court sites if this is needed to help a user with a hearing disability. Users can contact the court involved to discuss what they need to help them attend court and access services and HMCTS will make reasonable adjustments. HMCTS carries out service assurance checks to monitor the quality of its services at local, regional and national levels, which includes checks on accessibility for users with hearing disabilities. HMCTS routinely reviews its Service Assurance Framework so these checks make sure appropriate equipment and facilities are in place, and that any issues around the provision and maintenance of equipment is raised with the Facilities Management contract provider.

Question to the Ministry of Justice:
To ask the Secretary of State for Justice, how many cases of covid-19 have been confirmed among jurors, by court, since 26 January 2021.

We follow all Public Health and Government COVID-secure guidelines and have put measures in place to keep all court and tribunal users safe. When Government or Public Health guidance changes our measures are updated, an approach which is endorsed by Public Health England and Public Health Wales.
The table below sets out the number of new confirmed COVID-19 cases reported to HMCTS among (a) staff, (b) judiciary, (c) jurors and (d) users between 26 January 2021 and 19 February 2021. Due to the time taken for individuals to take a test, receive test results, and then communicate this to HMCTS (which is then recorded against the date initially reported) further cases may be added after the time of publishing. The table only includes court locations within the HMCTS estate where we have learnt about a new positive case within the dates given above. All other court sites have not reported any new cases between these dates. There should be no assumption that a positive case indicates that there has been transmission within a court building.
HMCTS employs around 19,800 staff (payroll and non-payroll). There are around 19,400 judicial office holders covering all jurisdictions, including coroners and magistrates. The population of jurors fluctuates each week, but we estimate around 4,000 jurors attend weekly.
For staff and agency staff in HMCTS as a whole (including tribunals), positive test rates are falling in line with national numbers. The incident rate amongst staff is trending around the national average.
Comparability with national statistics will be affected by our staff locations (staff are not evenly distributed across the country) and when the numbers are changing rapidly the difference between incident date (our figures) and date of positive test (national figures) becomes relevant. However, overall, the trend is not dissimilar to national averages time.
Note that courts without any confirmed positive cases in the time period are not listed.

Question to the Ministry of Justice:
To ask the Secretary of State for Justice, how many cases of covid-19 have been confirmed among the (a) staff, (b) judiciary and (c) users of each court from 12 January 2021 to the most recent day for which that information is available.

The table below sets out the number of new confirmed COVID-19 cases reported to HMCTS among (a) staff, (b) judiciary, (c) users and (d) jurors between 12 January 2021 and 20 January 2021. The positive test data after the 20 January 2021 will be artificially low, due to the time taken for individuals to take a test, receive test results, and then communicate this to HMCTS (which is then recorded against the date initially reported). The table only includes court locations within the HMCTS estate where we have learnt about a new positive case within the dates given above. All other court sites have not reported any new cases between these dates. There should be no assumption that a positive case indicates that there has transmission within a court building.
The number of staff or court users who have tested positive recently is consistent with prevalence in the wider community. Furthermore, public health assessments indicate the vast majority of those infections took place in the community – not in our courts. However, we are not complacent and continue to rigorously apply the guidance provided by Public Health experts.
We follow all Public Health and Government COVID-secure guidelines and have put measures in place to keep all court and tribunal users safe. This is under constant review through our risk assessment process – when Government/Public Health guidance changes our measures are updated; an approach which is endorsed by Public Health England and Public Health Wales.
COVID cases in HMCTS are in line with national trends and public health experts have confirmed that our safety arrangements in courts are sufficient to deal with the virus, including the new strain.
Since the start of the pandemic, the positive incidence rate for HMCTS staff has generally tracked the English national average. With the exception of a very small number of locations, our current assessment is that transmission within the estate is limited. The public health advice is that transmission can be mitigated by robustly following hands-face-space guidance. Where transmission has been suspected, investigations conclude that it is likely to have been a result of individuals breaching this guidance.
HMCTS employs around 19,800 staff (payroll and non-payroll). There are around 19,400 judicial office holders covering all jurisdictions, including coroners and magistrates. For staff and agency staff in HMCTS as a whole (including tribunals), positive test rates are falling in line with national numbers. For the 7 days prior to the 20 January 2021, staff rates including tribunals were at 461.8 per 100,000 against a national figure of 390.5. Judicial rates continue to trend well below the national average at around 36.1 reported cases per 100,000.
The population of jurors fluctuates each week but we estimate around 4,000 jurors attend weekly.
National averages reduced rapidly during January and comparability with national statistics will be affected by our staff locations (staff are not evenly distributed across the country). However, overall, the numbers below are not dissimilar to national averages over the same time period.
We take swift and robust action for each positive case, looking to eliminate potential chains of transmission. Where there are two or more confirmed cases or an increase in suspected incidents within 14 days linked to a single site, a national team provides additional support and guidance to local court and tribunals in managing the response, and early identification of close contacts so they can be informed to self-isolate in support of NHS Test and Trace. Where there are five or more confirmed cases (for England and Wales) or two or more confirmed cases for Scotland within a 14-day period we will, in accordance with public health guidance, refer to local health protection teams who will assess the individual circumstances and provide any further advice and guidance.
Note that courts without any confirmed positive cases in the time period are not listed.

Question to the Ministry of Justice:
To ask the Secretary of State for Justice, on what date (a) protective screens and (b) other covid-19 protective measures were installed in each court in England and Wales.

HMCTS has in place a range of measures, developed in line with, and validated against, relevant public health standards. This ensures our buildings are Covid secure and enables HMCTS to run its vital public services, maintaining access to justice, throughout the pandemic.
The installation of screens is an example of one of these measures. By the end of October, we had installed screens in 229 court rooms and 148 deliberation rooms across England and Wales. The table below sets out the court buildings into which we have installed screens, along with the month of installation.
Other measures have been introduced across the court and tribunal estate, according to local risk assessment, since the 16th March 2020. Steps being taken include significantly increasing the cleaning regime, with additional cleaners brought in to sanitise frequently touched surfaces and making handwash and sanitiser available to anyone within the buildings. Courts and tribunals have also introduced revised entry and search procedures for all court users, public concourses marked out with socially distanced floor markings and appropriate guidance signage. In addition, it is a requirement to wear a face covering in all public and communal areas of our courts and tribunals, unless you are exempt, which helps further reduce the risk of onward transmission of Covid-19 in the most used parts of our buildings.

It is not possible to separately identify the criminal caseload at Hove Trial Centre in the data that is centrally collated by the Ministry of Justice. Hove is a satellite of Lewes Crown Court and as such it does not have its own caseload.

To ask the Attorney General, which buildings occupied by the Law Officers' Departments are owned or part-owned privately; what the total value is of the rent paid to private landlords for the use of such buildings for official duties; and to whom such rent is paid.

The information requested in respect of the Attorney General’s Office, HM Crown Prosecution Service Inspectorate and the Government Legal Department (formally TSol) remains unchanged from that given in the former Solicitor General’s answer to question 183631 on 22 January 2014 (Official Report, Col 192W). Information relating to the Serious Fraud Office (SFO) and the Crown Prosecution Service (CPS) is detailed below.
The SFO is a tenant in 2-4 Cockspur Street, London, SW1Y 5BS which is owned by the Crown Estate. The Canadian High Commission (CHC) has taken out a 101 year lease from the Crown Estate for the building and the SFO makes rental payments to the CHC for the space it occupies. The rent paid by the SFO for 2014-15 financial year amounted to £1,733,619 (including non-recoverable VAT).
In March 2015 the SFO rented additional temporary office space as part of one of its blockbuster investigations. Following discussions with the Government Property Unit (GPU) a short term lease for temporary accommodation was agreed with Regus Management. This lease is due to run from 16 March to 30 June 2015 and rental payments for the 2014-15 financial year amounted to £15,690 (including non-recoverable VAT).
According to records held by the Crown Prosecution Service (CPS) property managing agent (DTZ), the CPS leases the following buildings that are owned or part-owned privately. The rent figures exclude VAT.
