To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps she has taken to help support democratic reforms in Bosnia and Herzegovina.

I refer the Rt Hon Member to the answer provided on 9 September 2025 to Question 74449. Subsequent to that, in December 2025, the Peace Implementation Council and representatives of political parties in Bosnia and Herzegovina (BiH) met to discuss long‑term solutions to BiH's challenges, including democratic reform. The UK will continue to work with international partners, including the Council of Europe and the Organization for Security and Co-operation in Europe, and local actors in BiH to promote democratic rights and support reform.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment her Department has made of the potential impact of Russian interference in the internal affairs of Bosnia and Hercegovina.

The UK opposes any attempts by Russia or other states to interfere in the internal affairs of Bosnia and Herzegovina (BiH). The UK works with BiH authorities and international partners to counter destabilising Russian interference, including to address disinformation campaigns, dependence on Russian energy, and vulnerability to political and economic coercion. We are working to bolster independent media in BiH. This financial year we are investing £400,000 to improve BiH's cyber defences. The UK Special Envoy for the Western Balkans reaffirmed our support for BiH's sovereignty during a meeting with BiH Presidency Chair Željko Komšić in London on 4 December.
I met Foreign Minister Konakovic on 5 December in the margins of the OSCE Ministerial meeting to discuss our continued support for peace and stability in BiH and the wider region.

To ask His Majesty's Government what discussions they have had with the governments of (1) Bosnia and Herzegovina, and (2) Italy, regarding recent reports that foreign nationals participated in killings during the siege of Sarajevo in the 1990s; and whether they intend to liaise with those governments to establish whether any British nationals were involved.

In July, the Foreign Secretary spoke with the EU High Representative for Foreign Affairs and Security Policy about safeguarding BiH's stability, and Foreign, Commonwealth and Development Office officials have regular coordination meetings with Quint counterparts. On 9 October, I held a joint meeting with the Foreign Ministers of BiH and Serbia.

To ask the Secretary of State for the Home Department, what steps she has taken to help reduce the number of small boat crossings since her appointment.

The Border Security Command (BSC) continues to focus on tackling the organised immigration crime gangs that are facilitating small boat crossings, working with domestic partners such as the National Crime Agency and the OIC Domestic taskforce, and overseas counterparts in a range of countries, to dismantle the gangs and disrupt their supply chains. This work has already led to a number of widely publicised raids and arrests, as well as agreements with France, Germany, Italy, Iraq and other key partners which will increase enforcement activity and cooperation further over the coming months.
The UK-France pilot has also been put into action meaning that anyone entering the UK on a small boat can be detained on arrival and returned to France. So far 42 individuals have been returned to France under this pilot and further flights to France are scheduled to take place over the coming days and weeks. Through our joint working with France, more than 19,000 crossing attempts have been prevented this year.
The BSC is working closely with delivery partners across Whitehall who tackle organised immigration crime, collecting key data across the system such as organised immigration crime disruptions, with the ambition to track long-term impact and support the delivery of operational activity. This will support the BSC’s ability to drive cohesive delivery across the system and ensure a secure and effective border. Working collaboratively in this way will allow us to increase the number of organised immigration crime groups which we break up and subsequently reduce small boat crossings. These numbers will be monitored to ensure we make changes to our approach when needed.
And as most recently as last week, the Home Secretary hosted Interior Ministers in London as part of the Western Balkans Summit. She hosted her ministerial counterparts from Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia – all of which are key transit countries for people being smuggled illegally to the UK.
Ensuring we have the right legislation in place to take robust, meaningful action to address these challenges is crucial. With this in mind, the UK’s Border Security, Asylum and Immigration Bill, currently going through Parliament, creates new powers for law enforcement through new criminal offences, expanded data-sharing capabilities and an improved intelligence picture to identify, intercept, disrupt and prevent serious and organised crime.

The UK does not recognise Milorad Dodik as the current President of the Republika Srpska Entity. The Court of Bosnia and Herzegovina (BiH) has upheld the decision of the Central Election Commission to remove Dodik's mandate, following his conviction, and this decision is final. The UK remains committed to the sovereignty, stability, constitutional order and fully supports local institutions in upholding the rule of law in BiH. Our Ambassador in BiH has made this clear in public statements. We call on all actors to respect the decisions of judicial authorities in BiH.

The UK remains committed to the stability and constitutional order of Bosnia and Herzegovina (BiH), including supporting its state institutions and the Office of the High Representative. On 17 June, the Foreign Secretary and I underlined that commitment to BiH Presidency Members Becirovic and Komsic. We continue to condemn secessionist actions by Milorad Dodik, former President of Republika Srpska, which undermine BiH's stability and state institutions. Our Official Development Assistance (ODA) programmes also support the country's state institutions to deliver their mandates. Our projects provide support to the judiciary and have worked to combat corruption and serious organised crime.
I recently discussed the situation in BiH with the European External Action Service and regularly discuss our work to maintain peace and stability with Quint partners. We will host the Berlin Process this autumn.

The UK maintains a strong relationship with Bosnia and Herzegovina (BiH), working closely on improving BiH's defence capabilities, tackling organised crime, and facilitating reconciliation. We engage intensively, including through the Peace Implementation Council, to support the country's security and stability. Most recently, in May, the Foreign Secretary and UK Special Envoy to the Western Balkans visited BiH and met key leaders to underline our support. I reaffirmed this when I met BiH Foreign Minister Konaković at the Antalya Diplomacy Forum in April, and with Presidency members Komšić and Bećirović in London on 17 June. The UK looks forward to hosting BiH at the upcoming Berlin Process summit.
