The Government is focused on raising education standards for all pupils, especially those from disadvantaged backgrounds. The Department does not design education policy to exclusively target certain groups of pupils based on ethnicity.

The Department recognises that the impact of the COVID-19 outbreak has been felt most heavily by disadvantaged children and young people.

In June 2020, the Department announced a £1 billion catch up package, which includes £350 million for the National Tutoring Programme to increase the availability of high quality tuition for the most disadvantaged children and young people, helping to accelerate their education and tackle the attainment gap.

In February 2021, the Department committed to funding of £700 million for summer schools, expansion of our tutoring programmes and a Recovery Premium for the next academic year. The £302 million Recovery Premium for state funded primary and secondary schools, builds on the Pupil Premium, to further support pupils who need it most.

The Department is also considering the education recommendations from the Commission on Race and Ethnic Disparities.

We recognise that extended school and college restrictions have had a substantial impact on children and young people’s education, health and wellbeing. Sir Kevan Collins has been appointed as the Education Recovery Commissioner and is considering how schools and the system can more effectively target resources and support at pupils in greatest need.

As part of the £1.7 billion funding announced so far for education recovery, the £302 million Recovery Premium will help schools to deliver evidence based approaches for supporting the most disadvantaged pupils. Whilst funding is not ring fenced, the Department has applied additional weighting to special schools, alternative provision and hospital schools to recognise the significantly higher per pupil costs they face. Eligible pupils attending special units within mainstream schools will also attract the higher funding rate.

The Department is also making £200 million available to all secondary schools, including specialist settings, to deliver face to face summer schools, providing opportunities for social interaction. The aim of the programme is for secondary schools to deliver a summer school which offers a blend of academic teaching and enrichment activity. Schools have the flexibility to target provision towards those pupils they feel would benefit the most as well as determining the size and shape of the summer schools, allowing them to tailor support for pupils with SEND. Eligible pupils in special schools, special units in mainstream primary and secondary schools and alternative provision will attract a higher rate of funding for summer schools.

In addition, the National Tutoring Programme provides additional, targeted tuition to disadvantaged children who have been hardest hit from disruption to their education as a result of the COVID-19 outbreak. Young people with SEND aged 19 to 24 who have an education, health and care plan will be eligible for support via the 16 to 19 tuition fund, where they meet the fund criteria.

Extended school and college restrictions have had a substantial impact on children and young people’s education, health and wellbeing. The Department is committed to supporting them and their families.

Sir Kevan Collins has been appointed as the Education Recovery Commissioner and is considering how schools and the system can more effectively target resources and support towards pupils in greatest need. In the development of this recovery plan, Sir Kevan is regularly meeting with a variety of stakeholders, including disabled young people and their families. Sir Kevan is reviewing how evidence-based interventions can be used to address the impact that the COVID-19 outbreak has had not just on academic outcomes, but on the physical and mental health of children and young people.

As part of this plan, both special schools and alternative provision will be able to access funding to provide summer schools and the National Tutoring Programme. The Department recognises the additional costs associated with offering provision to pupils in specialist settings. Eligible pupils in special schools, special units in mainstream primary and secondary schools, and alternative provision settings will attract a higher rate of funding for summer schools. We have also consistently prioritised children who attend specialist settings by providing additional uplifts both in the 2020 catch-up Premium and in the 2021 Recovery Premium.

Young people with SEND aged 19 to 24 who have an education, health and care plan will be eligible for support via the 16 to 19 Tuition Fund, where they meet the fund criteria. Colleges are asked to have regard to the needs of students with SEND when prioritising students that would benefit most from small group tuition. Furthermore, the proposals to support early language and literacy catch up will benefit all children, including those with SEND.

The Department will continue to assess the impact of the COVID-19 outbreak and its subsequent COVID-19 recovery plans on all pupils, including those with SEND, to ensure it targets support across the system most effectively.

Friend, the Secretary of State for Education, has appointed Sir Kevan Collins as Education Recovery Commissioner to advise on the development of the long-term recovery plan. Sir Kevan will engage with parents, pupils, and teachers in advising on the development of this plan and review how evidence-based interventions can be used to address the impact the COVID-19 outbreak has had on education. On literacy specifically, the Government is committed to continuing to raise literacy standards, ensuring all children, including those from disadvantaged backgrounds, can read fluently and with understanding. The Government will continue to work closely with a wide range of organisations, including businesses, to achieve this aim, and values the contribution of businesses to supporting children’s education. For example, in June 2020 we announced a £1 billion catch-up package, including a National Tutoring Programme and a catch-up premium for this academic year. In February 2021, we committed to further funding of £700 million to fund summer schools, the expansion of our tutoring programmes, and a recovery premium for the next academic year. Children and young people with special educational needs and disabilities (SEND) are disproportionately affected by being out of education, including missing out on important social interaction with their peers. The Department has kept schools open for vulnerable children, including those with an education, health and care plan (EHCP), during periods of national lockdown.

As part of the £1.7 billion funding announced so far for education recovery, the £302 million Recovery Premium will help schools to deliver evidence-based approaches for supporting the most disadvantaged pupils. We have applied additional weighting to special schools, alternative provision and hospital schools to recognise the significantly higher per pupil costs they face. Eligible pupils attending special units within mainstream schools will also attract the higher funding rate.

All schools should use the Recovery Premium funding available to them as a single total from which to prioritise support for particular pupils, including children with SEND or education, health and care plans, according to their need.

In addition, the National Tutoring Programme is a key part of the Government’s COVID-19 catch-up response and provides additional, targeted tuition to disadvantaged children who have been hardest hit from disruption to their education as a result of the COVID-19 outbreak. People with SEND aged 19 to 24 who have an EHCP will be eligible for support via the 16 to 19 tuition fund, where they meet the fund criteria. Schools are asked to have regard to the needs of students with SEND when prioritising students that would benefit most for small group tuition.

The Department is also making £200 million available to all secondary schools, including specialist schools, to deliver face to face summer schools, providing opportunities for social interaction. Summer schools funding includes an uplift for pupils in special schools, maintained units in mainstream schools and alternative provision. Guidance for schools includes advice on helping to make a summer school accessible to vulnerable children and those with additional needs.

To ask the Secretary of State for Education, what assessment he has made of the effect of the covid-19 outbreak on education outcomes in (a) Coventry North East constituency, (b) Coventry, (c) the West Midlands and (d) England.

Understanding the impact of the COVID-19 outbreak on the attainment and progress of all students is a key research priority for the Government. We have commissioned an independent research and assessment agency to provide a baseline assessment of catch-up needs for pupils in schools in England and to monitor progress over the course of the year. This research is based on assessments that schools are already using over this academic year. Initial findings from the research were recently published on gov.uk: https://www.gov.uk/government/publications/pupils-progress-in-the-2020-to-2021-academic-year-interim-report.

In reading, pupils in Years 3 to 9 in England were on average 1.6-2 months behind where we would expect them to be in Autumn 2020 in a 'normal' year. In Mathematics, pupils in Years 3 to 7 in England were on average around 3.2 months behind in Autumn 2020.

Once adjusted for historic differences in pupil progress, pupils in the West Midlands were on average around 1.6 months behind where we would expect them to be in Autumn 2020 in a ‘normal year’ in primary reading and on average around 2.1 months behind in secondary reading.

Due to small sample sizes, we are unable to produce robust regional estimates in Mathematics nor produce robust estimates at the local authority and constituency geographical levels.

This investment will ensure that specialist organisations around the country can continue their work to help strengthen local area performance, support families, and provide practical support to schools and colleges. It will strengthen participation of parents and young people in the SEND system – ensuring they have a voice in designing policies and services and have access to high quality information, advice, and support.

The Department will continue to assess the impact of the COVID-19 outbreak and its subsequent COVID-19 recovery plans on all pupils, including those with SEND, to ensure it targets support across the system most effectively.

Education Recovery

Many young people have lost a significant amount of learning during the COVID-19 outbreak. We recognise the importance of supporting this group of young people to help them catch up. This is especially critical for those young people moving from school into further education. We introduced catch-up funding to support those disadvantaged 16-19 students whose studies have been disrupted by the COVID-19 outbreak, allocating up to £96 million to provide small group tutoring activity. We have extended this with further investment of £102 million into the 2021/22 academic year.

We are investing a further £102 million to continue the 16-19 Tuition Fund in the 2021/22 academic year. As a result, hundreds of thousands of young people will be eligible for valuable tuition to help them recover lost learning caused by COVID-19-related disruption. Within the eligible cohort, providers will have discretion to target those students who need support most. As further evidence emerges, we will consider if refinements to eligibility for future funding are needed to maximise its value and impact in providing catch-up support for 16-19 students.

Wellbeing & Disadvantage

Further education (FE) providers provide mental health support to students in their wrap around, pastoral offer. This includes a number of initiatives supported by the Department for Education, including the ‘Wellbeing for Education Return’ - an £8 million scheme funding expert advisers and training in every local authority area to support wellbeing recovery as children and young people returned to school and FE from September 2020 and the £5.4million College Collaboration Fund helping colleges to develop new ways to support student and staff mental health and wellbeing, details of which can be found here: https://www.gov.uk/government/publications/college-collaboration-fund-ccf-projects/resources-college-collaboration-fund-ccf.

As part of the £350 million tutoring support funding announced in June 2020, we made available a one-off, ring-fenced 16-19 Tuition Fund of up to £96 million for the academic year 2020/21.  The 16-19 Tuition Fund is specifically for FE and sixth form colleges, school sixth forms and other providers of 16-19 education, to support disadvantaged students.

Skills

The ‘Skills for Jobs’ White Paper, published in January 2021, sets out our blueprint to reform post-16 education and training. It is focused on giving people the skills they need, in a way that suits them, so they can get great jobs in sectors the economy needs and boost this country’s productivity.

A range of provision is already available for young people aged 16 to 24 to equip them with the skills and experience they need to progress, including Traineeships, which provide unemployed young people with employability training, work experience and English and Maths.

We have also launched T Levels, which are a high-quality technical alternative to A levels. With longer teaching hours and a meaningful industry placement of minimum 45 days, employer-designed T Levels will be excellent preparation for skilled work or further training.

We recognise the vital role that further education plays in supporting our labour market and productivity, as well preparing young people for higher education.

Through the Plan for Jobs, we are investing £1.6 billion to scale up employment support schemes and training to ensure young people have the skills and training to go on to high quality, secure and fulfilling employment. This funding is delivering real change on the ground, including through the new Kickstart scheme providing six-month jobs for young people furthest from the labour market, incentive payments for employers taking on new apprentices; the largest ever expansion in Traineeships; and considerable growth in the number of sector-based work academy programme placements to enable unemployed individuals to acquire the skills needed for local jobs.

My right hon. Friend, the Chancellor of the Exchequer, has announced £375 million for the National Skills Fund at Spending Review in November 2020. This includes £95 million funding for a new level 3 adult offer and £43 million for Skills Bootcamps, as part of the Lifetime Skills Guarantee. Currently, adults between the ages of 19 to 23 are eligible for full funding for their first full level 3, which is equivalent to an advanced technical certificate or diploma, or two full A levels. From April 2021 any adult aged 24 and over who is looking to achieve their first full level 3 will be able to access a fully funded course which will give them new skills and greater prospects in the labour market.

We have also introduced Skills Bootcamps, which are free, flexible courses of up to 16 weeks, giving people the opportunity to build up sector-specific skills and fast-track to an interview with a local employer. Skills Bootcamps have the potential to transform the skills landscape for adults and employers. Skills Bootcamps are open to all adults aged 19 or over, who are either in work or recently unemployed.

Higher Education

For students in higher education (HE), following the review announced in the Roadmap of when all higher education students can return to in-person teaching, the government confirms that remaining students on non-practical courses should return to in-person teaching alongside step 3 of the Roadmap which will be no earlier than 17 May.

We understand the difficulty that this further delay will create for students and their families, as well as providers and staff both financially and in terms of mental wellbeing. The government is making a further £15 million of additional student hardship funding available for this academic year 2020/21.

In total we have made an additional £85 million of funding available for student hardship. This is on top of the £256 million of government funded student premium funding already available to HE providers to draw on towards student hardship funds for this academic year 2020/21. Alongside this, we have worked with the Office for Students to launch the online mental health platform Student Space, worth up to £3 million, in addition to the £15 million we have asked them to allocate to student mental health initiatives next year.

Education and skills lie at the heart of our national mission as we recover from the disruption caused by the COVID-19 outbreak. It is critical, not only for this generation of young people, but also for the economic and social health of the nation.

We recognise that this has been a difficult period for sixth form students and so in this academic year we provided a £96 million 16-19 Tuition Fund for all providers of 16-19 education, including school sixth forms and sixth form colleges to provide catch up tuition for those most impacted by the COVID-19 outbreak. We recently announced a £102 million extension of the Fund for the 2021/22 academic year to ensure that students can recover from the disruption and continue to progress in their education. We have also appointed Sir Kevan Collins, as Education Recovery Commissioner, to advise the government on the approach for education recovery and will be working with him to develop a full catch-up programme across the education sector around focusing on time, teaching and targeted interventions.
