To ask the Secretary of State for Environment, Food and Rural Affairs, what steps her Department is taking to support people with the cost of water bills.

It is important that customers get value for money from their water bills and that support is available for those who need it. I meet water companies frequently to discuss a range of issues, including customer bills.
As the independent economic regulator, it is Ofwat’s responsibility to scrutinise water company business plans and ensure the prices water companies charge their customers are fair and proportionate. It does this through its Price Review, every five years. Ofwat published the results of the 2024 Price Review in December 2024, this sets out company expenditure and customer bills for the next five years, up to 2030. These price controls came into effect on 01 April 2025.
Price Review 2024 will deliver substantial improvements for customers and the environment through a £104 billion upgrade for the water sector - the highest level of investment in the water sector since privatisation. The average annual bill rise over the next 5 years will be £31 (or 36%). This will vary across households depending on their circumstances. Information on bills for each water company is available on Ofwat’s website.
All water companies have measures in place for customers who struggle to pay for their water and wastewater services, such as WaterSure, social tariffs, payment breaks and holidays, and debt management support. Moreover, Government expects industry to keep the current support schemes under review to ensure that vulnerable customers are supported.
The Government has committed to reforming the WaterSure support scheme which supports low-income households with high essential water use due to having a medical condition or three or more children living at home and has consulted on extending the list of qualifying benefits to include non-means tested disability benefits. This proposal is designed to provide better support for low-income households where a medical condition leads to high essential water use.
The proposed reforms would also increase support for existing households and update the regulations to reflect best practice adopted across the water sector. The department will publish the response to the consultation in the coming months.
Bill increases are necessary to make up for years of under-investment and make sure water companies can deliver a good service to customers and protect the environment.
The Government is also bringing forward root and branch reform to secure better outcomes for billpayers and restore trust and accountability. This includes the creation of a powerful new consolidated regulator, which will work to ensure water company bills are fair and affordable for customers. These reforms are detailed in the Government’s Water White Paper.

Defra is taking forward a range of actions to help address food prices by tackling the underlying drivers of cost and supporting access to affordable food.
The department is working closely with the Department for Business and Trade to assess how regulation affects food businesses and food prices, through the Food Inflation Gateway. This work is helping to identify where burdens can be reduced or sequenced more effectively. Alongside this, through the Good Food Cycle, Defra set out priority outcomes focused on improving access to healthy, affordable food and strengthening local food systems.
More broadly, the Government is providing targeted support to help households manage food costs. From April, the value of Healthy Start will rise by 10% to provide greater support for pregnant women and young children, alongside work with retailers to expand access to healthy, affordable food. Free School Meals will be extended to around half a million additional pupils, saving families up to £495 per child annually and lifting approximately 100,000 children out of relative poverty. The Holiday Activity and Food Programme will also continue with £600 million in funding.

The Government is committed to tackling preventable ill health, such as type 2 diabetes, head-on and at the earliest opportunity. Excess weight and obesity are key risk factors for type 2 diabetes and we are taking decisive action on the obesity crisis, easing the strain on the National Health Service and creating the healthiest generation of children ever.
We have delivered on our commitment to restrict junk food advertising on television and online and are delivering a ban on the sale of high-caffeine energy drinks to under 16 year olds. We are limiting volume price promotions such as “buy one get one free” on less healthy food and drink and have put in place a nationally standardised Behavioural Support for Obesity Prescribing service to ensure weight loss medicines are delivered safely and effectively. We will also double the number of patients able to access the NHS Digital Weight Management programme.
In addition, we continue to support the Healthier You NHS Diabetes Prevention Programme (NHS DPP), which has offered support to over 2.4 million people who are at risk of type 2 diabetes since its establishment in 2016. The NHS DPP is highly effective and has been found to reduce attendee’s risk of developing type 2 diabetes by 37% compared to those who did not attend.
We continue to deliver the NHS Health Check, a core component of England’s cardiovascular disease prevention programme, which aims to detect those at risk of heart disease, stroke, type 2 diabetes, and kidney disease aged between 40 and 74 years old.

We are committed to tackling poverty and ending mass dependence on emergency food parcels.
We published the Good Food Cycle in July which identified ten priority outcomes needed to build a thriving food sector while tackling a range of food related challenges. Improving food price affordability and access, in particular targeting costs that lead to food price inflation and supporting those who most need access to healthy affordable nutrition, is a key priority.
From 1 April 2026, we are introducing a new Crisis and Resilience Fund in England. This fund aims to enable local authorities to provide preventative support to communities as well as assisting people when faced with a financial crisis, to support our ambition to end mass dependence on emergency food parcels. The Crisis and Resilience Fund Guidance for local authorities was published on 13 January 2026, enabling local authorities to prepare for delivery in line with the new fund.
The removal of the two child limit will lift 450,000 children out of poverty across the United Kingdom, rising to around 550,000 alongside other measures set out in our Strategy, such as the expansion of free school meals. These interventions will lead to the largest expected reduction in child poverty over a Parliament since comparable records began.
The most recent official statistics show for the United Kingdom, in 2023/24, 7.5m individuals lived in food insecure households. The rate is unchanged on 2022/23 but the total number of individuals living in food insecure households has increased by 300,000.

As set out in our 10-Year Health Plan for England: fit for the future, we will take decisive action on the obesity crisis, easing the strain on our National Health Service and creating the healthiest generation of children ever.
As part of this, we are committed to updating the standards which underpin the advertising restrictions on television and online and the promotion restrictions in stores and their equivalent places online on ‘less healthy’ food and drink products. The Nutrient Profiling Model (NPM) 2004/05 is plainly out of date and updating the standards will strengthen the restrictions by reflecting the latest dietary advice and more effectively target the products of most concern to childhood obesity.
The Government has met with a range of stakeholders over the past year to listen to their concerns, and officials met with Dairy UK in August 2025.
The Government remains committed to engaging relevant stakeholders and we will consult this year on the application of an updated NPM’s to the advertising and promotion restrictions to ensure they can feed in their views.

As set out in the 10-Year Health Plan, we will take decisive action on the obesity crisis, easing strain on our National Health Service and creating the healthiest generation of children ever. The Plan committed to introducing mandatory healthy food sales reporting for all large businesses in the food sector before the end of this Parliament and targets to increase the healthiness of sales in all communities, in line with United Kingdom dietary guidelines. This will set full transparency and accountability around the food and drink that businesses are selling and to encourage healthier products.
The policy is expected to cover foods that are high in salt and we expect businesses to consider salt reduction as part of actions to increase the healthiness of their sales.

This government inherited a homelessness crisis with record numbers in temporary accommodation. Our National Plan to End Homelessness sets out how we will get back on track to ending homelessness by tackling its root causes. We are building 1.5 million homes, including a generational increase in new social and affordable homes. We have set out a new 10-year Social and Affordable Homes Programme backed by a £39 billion investment. We will also increase the supply of good quality temporary accommodation and support resettlement through the £950 million Local Authority Housing Fund.
Legislation and statutory guidance are clear that local authorities should, wherever possible, place homeless households within their own area. Authorities receiving out-of-area placements must be notified in accordance with the law: this is not a tick-box exercise but should involve engagement with the receiving authority where necessary to minimise disruption and promote the welfare of any children. The former Deputy Prime Minister wrote to councils in November 2024 to remind them of this duty and made clear that failures to notify are unacceptable, as they put additional pressure on services and risk the safety of those placed.
In October 2025, we provided £10.9 million funding for 61 local authorities to support families and children in temporary accommodation, including those placed out of area, making a tangible impact on their quality of life whilst they remain in need. This will fund a range of interventions to support families to access basic facilities, including Wi-Fi, laundry services, travel passes for school, improved communal spaces for homework and recreation and assistance with paying for food and leisure facilities.

The plan committed to introducing mandatory healthy food sales reporting for all large companies in the food sector before the end of this Parliament and targets to increase the healthiness of sales in all communities.
To fulfil this commitment, the Government is working towards a Spring 2026 public consultation on Healthier Food Targets and Reporting. Implementation dates will be determined following consultation. We are engaging with stakeholders on how this policy could reduce health inequalities and will also consider this through consultation.
We are considering the most suitable way to enforce the policy, and any decisions are subject to consultation.
