To ask the Secretary of State for Education, what steps her Department is taking to help ensure that (a) deaf children and (b) their families receive support from specialist teachers of the deaf in (i) education and (ii) early years settings.

This government’s ambition is that all children and young people with special educational needs and disabilities (SEND) or in alternative provision receive the right support to succeed in their education and as they move into adult life.

The Institute for Apprenticeships and Technical Education has developed a Sensory Impairment apprenticeship. The apprenticeship is expected to be available from September 2025 and will open up a paid, work-based route into teaching children and young people with sensory impairments. This will improve the supply of those qualified to teach this important cohort and further help to improve their outcomes.

It is also important that early years practitioners are able to identify and support children with SEND, including children with hearing impairment and deafness. The department wants deaf children to be able to thrive in their early years, which might sometimes mean that settings access specialist teachers for the deaf.

The Early Years Foundation Stage statutory framework sets the standards and requirements that all early years providers must follow to ensure every child has the best start in life, including those with SEND. It stipulates that providers must have arrangements in place to support children with SEND. Maintained schools, maintained nursery schools and all providers who are funded by the local authority to deliver early education places must have regard for the SEND Code of Practice.

In November, the department published the updated early years foundation stage profile handbook, which includes a change to allow a child’s established or preferred mode of communication (including British Sign Language) to be used for all of the early learning goals, including speaking. To ask the Secretary of State for Education, what the mean annual costs are for nurseries in England by (a) nursery class childcare settings, (b) maintained nursery schools, (c) school-based providers, (d) private group-based providers, (e) voluntary group-based providers, (f) all group-based providers and (g) all nurseries.

Data collected by the 2024 survey of childcare and early years providers has been used to estimate the average unit costs of delivering childcare per child in a setting. The department no longer publishes providers’ total costs as differences between providers largely reflect differences in the average number of children that attend them and the average number of hours that they attend for.

There are limitations to the unit cost measure because of some challenges in gathering information from providers on total costs, such as the difficulty in estimating costs shared with other settings for group-based providers that are part of a chain. Furthermore, the number of hours of care provided was estimated. As a result, caution should be applied to the interpretation of the unit cost measures.

To ask the Secretary of State for Housing, Communities and Local Government, pursuant to the answer of 9 September 2024 to Question 2820 on Private Education: Business Rates, whether business rates will be levied on (a) nurseries and (b) pre-school premises affiliated with an independent school.

The Non Domestic Rating (Multipliers and Private Schools) Bill will remove the eligibility for charitable rate relief from private schools that are charities in England. Standalone private nursery schools with their own rates bills are outside of the scope of the Bill and, where charities, will retain their relief. Private schools that provide education for pupils of compulsory school age but also have nursery classes within the school will lose their rate relief entirely unless the nursery classes are on separate premises with their own rates bill.

To ask the Chancellor of the Exchequer, whether she plans to apply VAT to small private schools offering Montessori education where pre-school age children are in the same classes as older children.

From 1 January 2025, the 20% standard rate of VAT will apply to all education services, vocational training, and boarding services provided by private schools for a charge. This will apply to any fees charged after 29 July 2024 for terms starting after 1 January 2025.

The government has listened to feedback regarding the definition of “nursery class” used in the draft legislation. To ensure the legislation achieves the policy intent of keeping nursery education exempt from VAT across the UK, the definition of a nursery class has been amended to: “a class that is composed wholly (or almost wholly) of children who are under compulsory school age or, in Scotland, school age, and would not be expected to attain that age while in that class”. Therefore, providing the majority of children in the nursery class are under compulsory school age and aren’t expected to turn compulsory school age that year, the whole nursery class will remain exempt from VAT. Nursery schools not attached to a private school will remain exempt from VAT, regardless of the age of their pupils.

Maintained nursery schools (MNS) are a valuable part of early years provision. There are 381 MNS as at January 2024. They are predominantly located in disadvantaged areas.

Additional supplementary funding is provided to local authorities for MNS in their areas. In the 2024/25 financial year, the initial budget for MNS supplementary funding is £82.6 million, subject to final budget update. The national average hourly rate for MNS supplementary funding is £5.27, the minimum supplementary funding rate is £4.64 and the cap on the hourly rate is £10.

Ensuring that parents are able to access affordable and high-quality childcare is a priority for the department. This includes delivering new nursery provision in primary schools to help deliver the expansion in childcare entitlements and ensuring that a variety of different types of provision are available that suit the needs of different parents. The department is continuing to monitor the sufficiency of childcare places.

The key measure of sufficiency is whether the supply of available places is sufficient to meet the requirements of parents and children. The department’s Childcare and Early Years Provider Survey shows that the number of places available has remained broadly stable since 2019. Under Section 6 of the Childcare Act 2006, local authorities are responsible for ensuring that the provision of childcare is sufficient to meet the requirements of parents in their area.

The department has regular contact with each local authority in England about their sufficiency of childcare and any issues they are facing. Where local authorities report sufficiency challenges, the department will discuss what action they are taking to address those issues, and where needed, the department will support the local authority with any specific requirements through our childcare sufficiency support contract.

Where a MNS does close, or is merged with a school, what replaces it must be of equal quantity, preserve expertise and specialisms, and it must be more accessible and convenient for local parents. The department has not received any reports on sufficiency challenges in Wandsworth.

High quality early education has a profound impact on child development, and it particularly benefits disadvantaged children. The government recognises that maintained nursery schools contribute to improving the lives of some of our most disadvantaged children, with around 80% of them being located in disadvantaged areas.

They also have a reputation for excellence and are recognised as high quality providers; in December 2023, 61% of them were judged to be Outstanding by Ofsted and 37% were judged to be Good.
