To ask the Secretary of State for Education, what estimate she has made of the proportion of school supply spending that is retained by private agencies rather than paid to teachers; and what assessment she has made of the impact on school budgets.

The department does not hold data on the proportion of supply spending retained by agencies.
According to school financial returns, in the 2023/24 financial year, local authority maintained schools spent approximately £522 million on agency supply teaching staff whilst, in the 2023/24 academic year, academies spent approximately £898 million. The total school budget was £58 billion for the 2023/24 financial year.
The department’s 2024 ‘Use of supply teachers in schools’ research found that on average a secondary supply agency teacher cost a school £291 per day, whilst the daily take-home pay for a secondary supply teacher was £150. This suggests that agencies retain around 48% of the spend for secondary supply on average, which covers profit, on-costs and operational costs.
We continue to explore ways to support schools to obtain value for money when hiring supply staff.

Initial teacher training (ITT) bursaries are offered to incentivise more applications to ITT courses. Therefore, they are reviewed annually to take account of the need for trainee teachers by subject. Recruitment against the postgraduate ITT targets set by the Teacher Workforce Model is one factor that influences the level of bursaries, but we also take account of the impact of the economy and graduate labour market on ITT recruitment.
The Teacher Workforce Model is a national, stocks and flows model covering all state-funded primary and secondary schools, academies, and free schools in England. The model estimates the number of qualified teachers required for both primary and each secondary subject; and by considering the number of teachers that will leave or enter service in future, estimates the postgraduate ITT targets needed to supply sufficient teachers. The ITT Census is published in December each year to provide the numbers and characteristics of new entrants to ITT, and compares recruitment against the postgraduate ITT targets.

Supply teachers perform a valuable role and make an important contribution to the smooth running of schools by filling posts on a temporary basis and covering teacher absences.
Schools, academies and local authorities are responsible for the recruitment of supply teachers, which includes deciding whether they contract supply teachers directly or use employment agencies.
Education is a devolved matter. The department is in contact with Northern Ireland counterparts at an official level to discuss and share valuable knowledge about supply teachers and the supply system in England and Northern Ireland.

Education is a devolved matter, and the response outlines the information for England only.
The department does not specifically fund substitute provision. However, the overall core schools budget (CSB) is increasing by £3.7 billion in the 2025/26 financial year. Each school has the autonomy to allocate its budget to best meet the needs of its pupils and ensure they have the best opportunities in life. This may involve decisions concerning the hiring of supply staff, since schools, academies and local authorities are responsible for staff recruitment.
The department is also committed to helping schools get better value for their money when hiring supply staff. We are working closely with the Crown Commercial Service on their agency supply deal, which supports schools to obtain value for money when hiring agency supply teachers and other temporary school staff. The deal has established a list of preferred suppliers that schools can access, all of which will be transparent with schools about the rates they charge.
The department continues to conduct policy research into the supply market.

Whether a bursary is offered or not, student trainee teachers can access a tuition fee loan, maintenance loan and additional support dependent on their circumstances, such as the Childcare Grant.
