To ask the Secretary of State for Transport, whether he is taking steps to increase access to affordable public transport options for people aged between 16 and 24 in Newcastle.

The Government introduced a £2 cap on single bus fares in England outside London on 1 January 2023 to help all passengers save on their regular travel costs. The Government is investing nearly £600 million to deliver the scheme, including additional funding redirected from HS2 to keep the cap in place until the end of 2024. There are currently over 140 bus operators and more than 5,000 routes in the scheme, including routes in Newcastle.

The Government is also providing over £2 billion to help local transport authorities (LTAs) deliver their Bus Service Improvement Plans (BSIP). This includes the announcement by the Prime Minister in October 2023 that a further £1 billion would be redirected from HS2 to deliver better bus services in the North and the Midlands.

The North East has so far been allocated £175 million to deliver their BSIP, which can be used to support any bus service improvements that the local authority – working with local bus operators – know their community needs, including introducing local fares initiatives in addition to the Government’s £2 bus fare cap. Thanks to this funding, Transport North East has launched a £1 fare for the under 22s and a £3 daily ticket for under 22s offering unlimited travel on bus, Metro and Ferry throughout the region.

More widely, the North East is now eligible for the City Region Sustainable Transport Settlement following their Devolution Deal and, upon election of a Mayor, we will work with them on their delivery plans to support local transport within the region. Up to £563m is available from their CRSTS 1 funding settlement (from 2022 – 2027). CRSTS 2 allocations were announced as part of Network North in October, with the North East indicatively allocated a further £1,849 billion from 2027/28 -2031/32.

Additionally, there are a range of discounts available to 16 to 24-year-olds to help with the cost of rail travel - in 2019 we introduced the 16-17 Saver, meaning that a 50% discount is available to children throughout their period of compulsory education and training. For those aged 16-25, the 16-25 Railcard offers a third off most rail travel.

In England, the majority of bus services outside London operate on a commercial basis, and decisions about offering reduced or discounted fares for commercial bus services are predominantly for operators to take. Many bus operators currently offer discounted travel cards for younger people. Our most recent set of statistics shows that at least one commercial operator in 71 out of 84 travel concession authority areas in England, outside London, offered some form of discounted travel for young people.

The Government does not set noise controls at London Luton Airport, as these are set by Luton Borough Council. We will be assessing the airport’s Noise Action Plan for 2024-2028 as per statutory requirements.

The Government encourages all airports to be transparent with communities about their noise impacts. Effective noise monitoring, both by mobile and fixed monitoring equipment, plays a key role in helping to understand such impacts. The Government also expects airports to help local communities understand these noise impacts and the performance against relevant targets.

The Government understands that the transport needs of communities in rural areas differ from those in urban environments for a variety of reasons including demographics, lower population density and travel distances.

The Department for Transport published its ‘Future of Transport: supporting rural transport innovation’ guidance in early October, and will now work to implement its pledges, such as working closer with local leadership to help deploy and scale innovative new technologies in rural communities. As part of this guide, the Department is making up to £3 million of funding available for rural innovation. This will help explore innovative solutions to long-standing issues, such as loneliness and isolation, poor access to services and economically challenging business cases for rural transport services.

The Department is also providing considerable support for bus and other transport services, including in rural areas. Our £20 million Rural Mobility Fund is supporting 16 innovative, demand-led minibus trials in rural and suburban areas across 16 local authorities, including Hertfordshire, in England. These pilots are exploring whether Demand Responsive Transport (DRT) can serve these communities more effectively than traditional public transport solutions alone. We have also announced that a new uplift of 60% will be added to Community Transport Operators’ (CTOs) Bus Service Operators Grant (BSOG) claims until 31 March 2025.

More widely, in May, we announced a long-term approach to protect and improve bus services backed by an additional £300 million from July 2023 until April 2025. £140 million of this funding will go to bus operators to support services, and the remaining £160 million will go to Local Transport Authorities (LTAs) to protect and enhance bus services, and support local fares initiatives.

The Government is investing over £2 billion in funding for Local Transport Authorities (LTAs) to deliver their Bus Service Improvement Plans (BSIPs). This includes £1 billion from redirected HS2 funding to level up bus services in the North and Midlands as part of Network North.

The support provided for bus services (including rural bus services) in the North East is £175 million, covering both the North East Combined Authority (NECA) and the North of Tyne Combined Authority (NTCA).

This figure includes both BSIP funding and Network North BSIP funding up to March 2025.

The Government recognises the importance of transport provision in rural areas and is committed to finding solutions which ensure that local communities in these areas have viable and improved transport services.

The Government is supporting LTAs and bus operators with the provision of local bus services. Over £1 billion was allocated to 34 Local Transport Authorities (LTAs) in the first phase of funding for LTAs to deliver their BSIPs. All other LTAs received funding from the £160m BSIP+ fund announced in May 2023. On 4 October Government announced new funding of over £1bn from redirected HS2 funding to levelling up bus services across the North and Midlands, with £150m allocated for 2024/25. This funding has been provided to both urban and rural areas (e.g. Shropshire).

We have also announced that a new uplift of 60% will be added to Community Transport Operators’ (CTOs) Bus Service Operators Grant (BSOG) claims until 31 March 2025. On top of this, we have extended the £2 fare cap, which includes Demand Responsive Transport (DRT) funded through the Rural Mobility Fund (RMF), until the end of 2024, meaning we are investing nearly £600 million in total to cap bus fares.

LTAs in receipt of BSIP and/or BSIP+ funding may use the funding to target it on the actions that they – and local operators through their Enhanced Partnership (where relevant) – believe will deliver the best overall outcomes in growing long term patronage, revenues and thus maintaining service levels, whilst maintaining essential social and economic connectivity for local communities.

The Department for Transport is investing in the bus sector to deliver the ambitions of the National Bus Strategy to make bus services more reliable and cheaper. We are providing over £2 billion of funding for English Local Transport Authorities (LTAs) outside London to support the delivery of Bus Service Improvement Plans (BSIPs), including the introduction of new services. This includes the recent announcement of an additional £1 billion redirected from HS2 to support bus services in the North and Midlands.

We have also announced that a new uplift of 60% will be added to Community Transport Operators’ (CTOs) Bus Service Operators Grant (BSOG) claims until 31 March 2025. On top of this, we have extended the £2 bus fare cap until the end of 2024, meaning we are investing nearly £600 million in total to cap bus fares.

North East Combined Authority and North of Tyne Combined Authority received £163,521,172 in Government funding to make improvements set out in their joint BSIP up to March 2025 in the first phase of BSIP funding. They have also been indicatively allocated £11.2 million in further BSIP funding from Network North for 2024/25. The allocations for future years will be published in due course.

As part of this guide, the Department is making up to £3 million of funding available for rural innovation. This will help explore innovative solutions to long-standing issues, such as loneliness and isolation, poor access to services and economically challenging business cases for rural transport services.

The Government committed to reforming the Bus Service Operator Grant (BSOG) in the National Bus Strategy and intends to publish a consultation later this year. The consultation will seek views from bus operators and local authorities on several measures to modernise and future-proof the BSOG. We intend to include proposals for distance-based payments that may help rural operators and simplify the administration of the grant.

Our support for buses includes community transport too. We have just announced that the Government will continue to provide increased financial support to these community transport operators to help protect these key services by uplifting their bus service operator grant claims by 60%. This significant support will be available to operators for claims from 1 July 2023 to the end of March 2025.

In 2020, as part of the Emergency Active Travel Fund and Active Travel Fund 2, Leicestershire County Council was awarded £1,235,164 in capital and revenue funding to take forward their active travel schemes.

In January 2023, the Government awarded Leicestershire County Council £191,787 of Capability Funding for 2022-23 to carry out community engagement activities, develop infrastructure plans and designs, undertake public consultation, and collect evidence. This builds on the £168,500 that Leicestershire was awarded in Capability Funding in 2021-22.

ATE has assigned all authorities in England, excluding London, a Regional Manager and is committed to working closely with local authorities to help support active travel programmes and capability across England.
