To ask the Secretary of State for Work and Pensions, what steps his Department is taking to reduce youth economic inactivity in rural communities.

This Government is investing in all young people’s futures irrespective of where they live in Great Britain. At Budget, we announced more than £1.5 billion of investment over the next three years, funding £820 million for the Youth Guarantee to support young people to earn or learn, and an additional £725 million for the Growth and Skills Levy. Through the expanded Youth Guarantee, young people aged 16-24 across Great Britain are set to benefit from further support into employment and learning, including:

Support to find a job: For young people on Universal Credit who are looking for work, we are introducing a new Youth Guarantee Gateway, which over the next three years will offer nearly 900,000 16–24-year-olds a dedicated session, followed by four weeks of additional intensive support with a Work Coach. This new support will identify specific work, training, or learning opportunities locally for each young person and ensure they are supported to take those up. This support could be delivered at a Youth Hub.

Further expansion of Youth Hubs: We are expanding our network of Youth Hubs to over 360 locations so that all young people – including those not on benefits – can access opportunities and wider support in every local area of Great Britain. Youth Hubs will bring together partners from health, skills and the voluntary sector, working closely with Mayors and local authorities to deliver joined-up community-based support.

c300,000 additional opportunities for workplace experience and training: For young people on Universal Credit who are looking for work, we will create up to 150,000 additional work experience placements and up to 145,000 additional bespoke training opportunities designed in partnership with employers – Sector-based Work Academy Programmes (SWAPs). At the end of each SWAP, employers offer a guaranteed job interview to participants.

The Youth Guarantee ensures paid work for eligible 18–21-year-olds in Great Britain who have been on Universal Credit and seeking work for 18 months. Through the Jobs Guarantee scheme, participants get six months of government-funded employment at minimum wage for 25 hours weekly, plus extra support to build skills and experience. The program aims for an 80% employment rate and includes safeguards for quality and fairness. It will benefit about 55,000 young people over three years.

Prevention: We are improving support for young people at risk of becoming NEET by enhancing data sharing, monitoring further education attendance, and using new tools to help local areas target assistance effectively. We are also funding work experience opportunities for high-risk pupils in state-funded Alternative Provision settings. These efforts build on measures from the Post-16 Education and Skills White Paper announced earlier this autumn.

The Department for Work and Pensions and the Department for Education are also working closely with the seven Mayoral Strategic Authorities in England who are delivering the eight Youth Trailblazers announced in the Get Britain Working white paper.

The West of England Combined Authority is running a Rural Access Pilot as part of its Youth Guarantee Trailblazer. This pilot focuses on supporting young people in rural areas by providing tailored employment coaching and practical transport solutions, alongside bursaries to cover work-related costs. A free travel pass is designed to remove transport barriers for young people in these areas, enabling them to access employment opportunities, training, and support services.

The Spending Review and Infrastructure Strategy committed to deliver at least £445 million of rail enhancements in Wales, including the provision of £48 million to the Welsh Government to upgrade the Core Valley Lines and increase connectivity.

The Wales Rail Board works with both the UK and Welsh governments, as well as local transport authorities and community leaders, to identify and advance rail projects that best meet the specific needs of each region, including new and reopened stations. The Board places particular emphasis on initiatives that promote economic development, job creation, and improved housing, ensuring that all projects are supported by a robust business case.

The English Devolution and Community Empowerment Bill seeks to introduce powers to set national minimum standards for taxi and private hire vehicle licensing. If passed, national minimum standards would enable government to set robust standards for licensing across England, to keep all members of the public safe, wherever they live or travel. It would also help reduce the variability of licensing standards across the country, which is a significant factor in inducing drivers to licence with an authority other than that in which they intend to work.

The Department continues to consider further options for reform, including out-of-area working and enforcement. We need to ensure that taxis and PHVs are able to work in a way that facilitates the journeys passengers want and need to make, in a consistently safe way, whilst achieving the best overall outcomes for passenger safety.

To ask the Secretary of State for Transport, with reference to chapter 7 and recommendation 11 of Baroness Casey's independent report entitled National audit on group-based child sexual exploitation and abuse, published on 16 June 2025, what assessment her Department has made of the potential impact of taxi and private hire vehicle drivers operating outside of the local authority in which they are licensed on the level of risk of child sexual exploitation; what steps her Department has taken to tackle taxi and private hire vehicle drivers operating outside of the local authority in which they are licensed; and if she will bring forward legislative proposals to prevent taxi and private hire vehicle drivers from operating predominantly outside of the local authority in which they are licensed.

The Department has been actively looking at safeguarding and regulatory reform in relation to taxis and private hire vehicles (PHVs). Baroness Casey’s National Audit on Group-based Child Sexual Exploitation and Abuse added valuable evidence to this ongoing work.

The English Devolution White Paper, published in December last year, committed to consult on making all Local Transport Authorities, including Strategic Authorities, responsible for taxi and PHV licensing. Administering taxi and PHV licensing over larger areas could increase consistency and efficiency in taxi and PHV licensing across England, reduce out-of-area working and better match licensing revenue and compliance and enforcement burdens. The consultation will be launched soon.

The Government response to Baroness Casey’s National Audit committed to legislate to address the important issues raised, tackling the inconsistent standards of taxi and PHV driver licensing.

On Tuesday 18 November, the Government tabled an amendment to the English Devolution and Community Empowerment Bill to seek a power for the Secretary of State to set in regulations national minimum standards for taxi and PHV licensing. These standards would be subject to consultation and would be primarily focused on passenger safety and accessibility. This would mean that wherever the public live or travel any taxi or PHV service they use would be subject to robust standards. The power was approved by the Commons at Report Stage and the Bill will now move to the Lords.

The Department continues to consider further options for reform, including out-of-area working and enforcement. We need to ensure that taxis and PHVs are able to work in a way that facilitates the journeys passengers want and need to make, in a consistently safe way, whilst achieving the best overall outcomes for passenger safety.

Department for Transport Ministers and officials meet regularly with a range of stakeholders and discuss various issues relating to taxi and private hire vehicle licensing policy.

The Department is aware of the Mayor of Greater Manchester’s campaign entitled “Backing our taxis: local, licensed, trusted”.

The public should be safe in taxis and private hire vehicles regardless of where they live or travel. The Government has tabled an amendment to the English Devolution and Community Empowerment Bill that would enable national minimum standards to be set for taxi and private hire vehicle licensing. National minimum standards would enable Government to set a strong baseline for licensing right across England, to keep vulnerable children and indeed all members of the public safe, wherever they live or travel.

The Government recognises the benefits that infrastructure upgrades in East Tilbury could bring to the local community. However, we must target our investments to maximise growth and deliver value for taxpayers.

The Spending Review 2025 settlement highlights the Government’s continued commitment to investing in rail and supporting schemes that drive maximum growth. The settlement represents an increase in funding compared with what has been spent on rail enhancements in recent years.

The Government is committed to delivering better bus services, including in rural areas. We have set out a plan to achieve this based on giving local leaders the powers they need and empowering them to choose the service model that works best in their area, whether that be franchising, strengthened Enhanced Partnerships, or local authority bus companies.

Under franchised bus services, local authorities can assume responsibility for all elements of the bus network, including routes, timetables and fares. This can lead to improved levels of connectivity. There is no ‘one size fits all’ approach to franchising, and Government is engaging with Local Transport Authorities to identify potential alternative models of franchising that could be adopted and used by smaller or more rural authorities.

The Government has also allocated funding to five different areas to take forward bus franchising pilots. The pilots will test different franchising models to investigate how they can be implemented and deliver improved bus services for passengers, including in more rural locations. The pilots will provide funding, guidance, and practical resources to local transport authorities to identify the most suitable approach to bus franchising and wider bus reform measures.

Simplifying local government structures in Surrey will ensure a strong foundation for devolution. We are committed to working with partners across Surrey, including new unitary authorities once established, to establish a strategic authority for the area. This strategic authority would receive the functions at the appropriate level, whether Foundation or Mayoral, as set out in the devolution framework, subject to Royal Assent of the English Devolution and Community Empowerment Bill.

A strategic authority across Surrey will ensure that relevant functions held at the county level can continue to be delivered on that geographic footprint where possible, such as transport and adult skills. The establishment of a strategic authority will be subject to the relevant statutory tests being met and local consent. We will also ensure fire and rescue functions continue to be governed on the same geography.

To ensure communities have access to the local railways, this Government is committed to improving accessibility, customer support, and helping to remove barriers to travel for all users of public transport.

Accessibility is an important part of ensuring communities can access local railways, which is why we will soon be publishing an Accessibility Roadmap that sets out how we will deliver a more accessible railway in the lead up to Great British Railways.

The Government also looks to connect communities directly with their local train operators through initiatives such as the Customer and Communities Improvement Schemes which aims to fund community-led projects that deliver a positive social impact in local communities across the country.

The Department also provides support for the Community Rail Network and Partnerships. Community Rail initiatives take many forms across Great Britain, united by a common goal of improving accessibility, connecting people, and bringing the railway into communities. Community Rail Partnerships deliver projects which bring benefits to local communities through social, environmental and economic growth.
