National Health Service organisations must ensure that all patients have equitable access to care, and that decisions or policies do not unfairly disadvantage people or lead to an increase in inequalities. All NHS organisations are legally obliged to not discriminate against patients or staff.
This means that a non-digital solution should be available for those patients who cannot or do not wish to engage digitally, and these non-digital routes must be available for all services provided by NHS organisations.
Aligned to the Equality Act 2010 and the Health and Social Care Act 2012, each 10-Year Health Plan policy, proposition, programme, proposal, or initiative in scope of public sector equality duties will undergo an Equality Impact Assessments and Equality and Healthcare Inequalities Impact Assessments.

The standard of training for doctors is the responsibility of the General Medical Council (GMC). The curricula for postgraduate specialty training are set by the Academy of Medical Royal Colleges for foundation training, and by individual royal colleges and faculties for specialty training. The GMC approves curricula and assessment systems for each training programme.
The Government will publish a 10 Year Workforce Plan to set out action to create a workforce ready to deliver the transformed service set out in the 10-Year Health Plan, including specialists across the full scope of National Health Service care. It will ensure that the NHS has the right people in the right places, with the right skills to care for patients, including those with Parkinson’s disease, when they need it. The 10 Year Workforce Plan will set out how we will deliver that change by making sure that staff are better treated, have better training, more fulfilling roles, and hope for the future.
We have set up a United Kingdom-wide Neuro Forum, facilitating formal, twice-yearly meetings across the Department, NHS England, the devolved administrations and health services, and the Neurological Alliances of all four nations. The new forum brings key stakeholders together to share learnings across the system and discuss challenges, best practice examples, and potential solutions for improving the care of people with neurological conditions, including Parkinson’s. The forum has identified areas for initial focus, including workforce, which featured as a key item on the agenda at the second meeting of the forum in September 2025.

To ask the Secretary of State for Health and Social Care, what steps he is taking to help ensure that eligible women take up breast cancer screening in Sutton Coldfield constituency.

Through our National Health Service screening programmes, we can reduce mortality and morbidity from cancer in the population who appear healthy and have no symptoms, by detecting conditions at an earlier, more treatable stage. Each year, over 15 million people are invited for screening, with over 10 million taking up the invitation.
In Birmingham and Solihull, between 2022/23 and 2023/24 there has been an improvement of 4.93% in breast cancer screening uptake in 53 to 70 year old people.
In Sutton Coldfield, the breast screening is offered to all eligible cohorts in line with service specifications of the NHS Breast Screening Programme. In this constituency, uptake and coverage are stable and constituents can access screening at both static and mobile facilities. There is a dedicated focus on reducing health inequalities, supporting access, and informing eligible patients to actively take up their screening appointment and offer.
The breast screening service in Sutton Coldfield is currently undertaking a targeted text messaging initiative targeting eligible patients that have not attended their screening invitation. This includes the offer to rebook their screening appointment and a link to bilingual breast screening videos to support education and awareness. A follow-up text message survey is also being used to explore barriers to attendance and motivating factors, with insights informing ongoing service development.
Other initiatives to increase uptake in the area include:
a dedicated general practice toolkit to support and inform health promotion messaging;
a breast screening resource pack for care homes to support staff in promoting screening awareness and facilitating uptake amongst eligible residents; and
a cancer bus initiative promoting a range of services including breast cancer screening.

To ask the Secretary of State for Health and Social Care, what assessment he has made of the potential implications for his Department's policies of the analysis by Age UK on A&E wait times, published on 21 January 2026.

Age UK’s analysis reinforces the need to reduce crowding, tackle the longest waits and corridor care, and improve care for older people, all priorities for the Government.
Through the Urgent and Emergency Care Plan and the NHS Medium Term Planning Framework, we are expanding urgent community response and same day care, improving hospital flow and strengthening services for frail and older people to ensure they receive timely, appropriate care in the right setting. We are also committed to tackling corridor care and will soon start publishing data on its prevalence for the first time, following work by NHS England with trusts since 2024 to put in place new reporting arrangements. This data will help to drive improvement and transparency. Where corridor care cannot be avoided, we have published updated guidance to support trusts to deliver it safely, ensuring dignity and privacy is maintained to reduce impacts on patients and staff.
NHS England is also running the National Frailty Improvement Collaborative, which is focussed on testing and learning how to deliver evidence-based, frailty attuned care and shift appropriate care from hospital to community settings. This work will generate insights to inform national policy and planning and will improve outcomes for older people living with frailty.

No assessment has been made. NHS England is currently updating guidance on how trusts should set their staffing levels, via the Developing Workforce Safeguards and Safe Staffing in Mental Health Services 2018 framework, to reflect current evidence and operations. Staffing any service and any shift should be built around the needs of patients which should be the aim of all National Health Service providers.
Guidance on safe staffing levels also specifies that every NHS organisation should have a strategic workforce plan which is discussed and agreed at the trust board level and should also have escalation processes to cover staffing shortages or changes.

The Department has made no assessment of the adequacy of access to child and adolescent mental health services for children in the Slough constituency. The 10-Year Health Plan sets out ambitious plans to boost mental health support across the country, including for children and young people’s mental health services in the Slough constituency.
As prioritised in our Medium-Term Planning Framework, we are taking action to reduce the longest waits for specialist mental health support, tackling regional disparities, and expanding access, thereby making services more productive so children and young people spend less time waiting for the treatment they need.
We are also accelerating the rollout of Mental Health Support Teams in schools and colleges to reach full national coverage by 2029. As part of this, we are investing an additional £13 million to pilot enhanced training for staff so that they can offer more effective support to young people with complex needs, such as trauma, neurodivergence, and disordered eating. An additional 900,000 children and young people had access by this spring, which means that 60% of all pupils will have access to this early support at school, up from 44% in spring 2024.
More widely, we are, rolling out Young Futures Hubs. The Government’s first 50 Young Futures Hubs will bring together services at a local level to support children and young people, helping to ensure that young people can access early advice and wellbeing intervention. We will work to ensure there is no wrong door for young people who need support with their mental health.
