The UK dairy industry is a resilient and dynamic sector which operates in an open market where the value of dairy commodities, including farmgate milk prices, is established by those in supply chains including farmers, processors, wholesalers, retailers, and consumers. Price fluctuations are a normal part of how the dairy market operates as it seeks to balance supply with demand.
The Government paid more than £2.6 billion to British farmers in 2024-25, the most funding in a single financial year since we left the EU. This included funding toward Environmental Land Management schemes, improving animal health and welfare on farm and grants to drive innovation in agriculture and food production across England.

Government announced its intention to develop options for consultation on extension of environmental permitting to dairy and intensive beef farms through the Environmental Improvement Plan published in December last year. The Government is looking to develop a proportionate risk-based approach with requirements focussed on the most polluting farms.

To ask the Secretary of State for Health and Social Care, what assessment her Department has made of the potential impact of school milk consumption on children’s oral health, including rates of dental decay.

Water and milk are the only recommended drinks to give children regarding their oral health. Milk and dairy foods, or dairy alternatives, are an important part of a healthy balanced diet, as depicted by the United Kingdom’s national food model, the Eatwell Guide. The School Food Standards state that lower fat milk and lactose-reduced milk must be available every school day, during school hours. Whole milk may be provided for pupils up to the end of the school year in which they turn five years old. Sugars naturally present in unsweetened milk and milk products are not classed as ‘free sugars’, which should be limited to reduce the risk of tooth decay. We have invested £11 million in 147 local authorities in 2025/26, alongside a five-year partnership with Colgate-Palmolive, to rollout a national supervised toothbrushing programme for up to 600,000 three- to five-year-olds in the 20% most deprived areas of England. The programme will tackle poor oral health by ensuring children learn positive habits and prevention of tooth decay.

I recognise the current sharp falls in milk prices is extremely challenging for dairy farmers.
The Fair Dealing Obligations (Milk) Regulations 2024 now apply to all contracts, ensuring greater transparency and the resilient dairy supply chain we need for our national food security.

Defra officials regularly engage with stakeholders from across the UK dairy industry on a wide range of issues including farmgate milk prices. The average cost of production for milk is shown below. Data is from the Farm Business Survey which covers farm businesses in England with a Standard Output of more than £21,000. Whilst it captures the majority of agricultural activity, it excludes smaller businesses (which account for 2% of output).
Production costs include all financial aspects of dairy enterprises such as unpaid labour, herd depreciation and an estimated rental equivalent for owned land. An allowance is also made for non-milk revenue (mostly the sale of dairy calves), which is applied as a reduction to cost. This reflects the value of by-products from milk production. The production costs therefore represent the price that would have to be paid on all milk produced for dairy enterprises to break even. The data includes organic production which is likely to incur higher production costs.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps her Department is taking to reduce reliance on physical paperwork in sanitary and phytosanitary processes for trade with the European Union.

The Government is currently negotiating a Sanitary and Phytosanitary (SPS) Agreement to make agrifood trade with our biggest market cheaper and easier, cutting costs and red tape for British producers and retailers.
Routine SPS border checks will be eliminated, so fresh produce can hit supermarket shelves more quickly, with less paperwork and fewer costs. GB goods such as dairy, fish, eggs and red meat are currently subject to 100% documentary checks and up to 30% physical checks. An SPS deal will see these removed entirely.

The School Milk Subsidy Scheme is available in participating schools and supports the provision of milk, certain milk products and yoghurts.
The administration of the scheme is renewed regularly, and funding decisions are made on a single or multi-year basis, influenced by the timing and the duration of departmental spending reviews.
The volume of milk consumed under the scheme annually accounts for less than 1% of total UK milk production. It therefore has limited impact on the financial sustainability of those in the dairy supply chain who participate in the scheme.

Defra regularly reviews the administration and outcomes associated with the School Milk Subsidy Scheme, most recently following the Scientific Advisory Committee on Nutrition’s assessment report of health benefits and risks of consuming plant-based drinks published in July 2025.
Only milk and relevant dairy products are currently eligible for subsidy in the School Milk Subsidy Scheme and there are no plans to extend the scheme to include fortified plant-based alternatives.
The Government recognises that some children with clinical and dietary needs are unable to consume milk and expects schools to make reasonable adjustments for those with specific needs.
