Question to the HM Treasury:

To ask His Majesty's Government what steps they are taking to assist businesses in overcoming challenges with customs bureaucracy and logistics issues in trade with the EU.

HMRC has provided practical support to businesses to enable them to adapt to the new trading environment. This support includes comprehensive guidance on GOV.UK, as well as a range of other supportive information, including recorded webinars and short explainer videos. HMRC has invested in building capacity and capability in the Customs & International Trade Helpline and webchat service to ensure businesses who need additional support are able to access it promptly. Businesses can use this helpline service for assistance with UK customs enquiries via online, webchat, phone, and post. Support is also available to exporters via the Department for Business and Trade’s Export Support Service. This is a dedicated service to help more British businesses export and is a ‘one stop shop’ bringing together UK government information, making it easier for exporters to access advice and support.

The Government is working with traders and businesses to simplify customs processes in order make it easier for them to import and export goods to and from the UK. HMT and HMRC recently announced the next steps on a package of improvements to streamline customs processes and reduce admin burdens for businesses. The announcement follows extensive consultation with industry on potential improvements to the UK customs system, first announced at Spring Budget 2023. Information on the improvements can be found on Gov.uk.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps his Department is taking to provide financial assistance to farmers in debt.

The recent ‘Balance Sheet Analysis’ publication highlights that average liquidity in the sector has been consistently improving over the latest five years of data and reached a ten-year high in the latest year of data (2022/23). This suggests that levels of debt in the farming sector are lower than average.

We support farmers in a range of ways to ensure they have profitable and sustainable businesses. This includes free business advice as well as access to a wide range of Government funding to improve business resilience, productivity and environmental performance.

Question

To ask the Scottish Government what the potential impact of the reduction to the Green Jobs Fund contained in its draft Budget 2024-25 will be on job creation in Scotland.

Published forecast figures on green job numbers are derived from projects where funding from the Green Jobs Fund has already been agreed and, in financial year 2024-25, support will continue for projects where commitments have been contractually agreed.

It is important to recognise that the Green Jobs Fund forms a relatively small part of the Scottish Government’s broader investment in the transition to net zero. This includes many institutions, funding packages and investment vehicles which provide advice, support and financial assistance for businesses at the forefront to building Scotland’s green economy. The forthcoming Green Industrial Strategy will provide further strategic direction on how such investment should be directed in future.

Question to the Department for Transport:

To ask His Majesty's Government what assistance, financial or otherwise, they have provided to businesses in the development of automated vehicles.

Government, through the Centre for Connected and Autonomous Vehicles, a joint DfT and DBT specialist policy unit, has jointly committed with industry more than £600m to the development of Automated Vehicles between 2015 and 2025.

CCAV is currently supporting 20 projects with £50m of government funding to further operationalise CAM technologies and services.

In the recently published Advanced Manufacturing Plan, Government also committed to long-term support for Connected and Automated Mobility with up to £150m in the five-year period to 2030.
