We are committed to a long-term approach to infrastructure and investment, taking account of local transport priorities. We will thoroughly review the fiscal position we have inherited before setting out more detailed plans for this in due course.

To ask the Secretary of State for Transport, what plans she has for transport improvements in the South West; and whether it remains Government policy to (a) fund the new Tavistock to Plymouth railway line, (b) provide funding to complete the South West Rail Resilience Programme and (c) implement the £2 bus fare extension.

The Government knows that Britain needs a modern transport network to help kickstart economic growth and is committed to delivering the biggest overhaul to transport in a generation, working closely with local leaders and industry partners across the country.

The Department is undertaking a full review of its infrastructure programme following the Chancellor’s statement on the public spending inheritance on 29 July, which will consider the South-West Rail Resilience Programme and the scheme to restore rail services between Plymouth and Tavistock.

With regards to the £2 bus fare cap, delivering reliable and affordable public transport services for passengers is one of the Government’s top priorities and we know how important this is for passengers and for local growth. The Government is urgently considering the most effective and affordable ways to deliver on these objectives.

Railways: Freight

Question to the Department for Transport:

To ask His Majesty's Government what plans they have to encourage more freight on to rail for efficiency and environmental reasons; and to improve Ely Junction to facilitate goods travelling by rail from east coast ports and elsewhere in the UK.

The Government is committed to growing rail freight to unlock the economic and environmental benefits it can deliver. We are undertaking a number of initiatives including setting a long-term growth target of increasing freight moved by rail by at least 75% by 2050, which was announced in December 2023, and a review of the Mode Shift Revenue Support scheme. Network Rail also continues to work closely with freight operators to improve performance and efficient use of the network.

The October 2023 Network North announcement confirmed Government’s support for the Ely Area Capacity Enhancement. The next stage of work for the scheme will involve detailed design work, development of a Full Business Case and beginning the process for securing delivery powers (for example, a Transport and Works Act Order).
