Question to the Ministry of Housing, Communities and Local Government:

To ask the Secretary of State for Housing, Communities and Local Government, what her planning policy is on (a) authorised and (b) unauthorised traveller sites in the Green Belt.

The Government is currently consulting on a number of reforms to the National Planning Policy Framework. These include proposals to release low-quality grey belt land within the Green Belt to meet housing and other development needs. We are seeking views on how the proposals under the NPPF would apply to traveller sites, particularly concerning the sequential test to guide release, the definition of grey belt and previously developed land, and proposals that are considered not to be inappropriate development.

The Planning Policy for Traveller Sites sets out that local authorities should produce their own assessment of need and plan to meet this need through their Local Plan.

Local planning authorities have a wide range of enforcement powers, with strong penalties for non-compliance, which they can use to tackle all types of unauthorised development. Our proposals do not impact on these and we will keep the use of them under review.

To ask the Secretary of State for Housing, Communities and Local Government, with reference to her Department's consultation entitled Proposed reforms to the National Planning Policy Framework and other changes to the planning system, published on 30 July 2024, if the proposed changes to Green Belt policy on traveller sites will be a material consideration for decision-making for (a) planning applications and (b) planning enforcement appeals on unauthorised traveller sites.

Without changing its purposes or general extent, the Government will take a more strategic approach to Green Belt land designation and release, so that we can build more homes in the right places. Land released in the Green Belt will be subject to new “golden rules” to ensure it delivers in the public interest.

To ask His Majesty's Government by what mechanism their proposed planning and infrastructure bill will ensure the provision of new local-authority-owned Gypsy and Traveller sites.

Requirements relating to planning for traveller sites are set out in the Planning Policy for Traveller Sites, revised in 2023. This asks local planning authorities to produce their own assessment of needs for traveller sites in their area and use this evidence to set pitch targets in the Local Plan for Gypsies and Travellers and plot targets for travelling show people. In producing the Local Plan for their area, local planning authorities should identify and update annually a supply of deliverable sites to provide 5 years’ worth of sites against local targets.

The Department has not made an assessment of the report by Friends, Families and Travellers on the planning and provision of traveller sites in England that was published in November 2023. It is the responsibility of local planning authorities to make their own assessment of the need for traveller sites and in producing their local plan to identify sites to meet that need.

Specific planning policies for traveller sites are set out in the Planning Policy for Traveller Sites document which should be read in conjunction with the National Planning Policy Framework. Local authorities are best placed to make decisions about the number and location of such sites locally, having had due regard to national policy and local circumstances.
