Higher Education: Overseas Students

The UK has met the IES international student ambition of 600 thousand per year by 2030 for two years running in both 2020/21 and 2021/22. As the International Education Champion, Professor Sir Steve Smith continues to promote UK education export growth and supports ministers to engage in strategic discussions on progress on implementing the strategy with the education sector.

Asked by: Simpson, Graham (Scottish Conservative and Unionist Party - Central Scotland) Wednesday 17th April 2024 Question To ask the Scottish Government whether it will provide an update on how it plans to meet its target of achieving a 20% reduction in car kilometres travelled by 2030, in light of 2022 having seen the highest recorded level of licensed motor vehicles, according to the Scottish Transport Statistics 2023. Answered by Hyslop, Fiona - Minister for Transport Notwithstanding the fact that licensed motor vehicles, including cars, are at highest levels both in terms of number and age, we are committed to finding ways to make alternative travel modes more attractive, and supporting people to take fewer journeys by car. The Scottish Government’s plans to encourage the use of public transport and active travel alongside plans to reduce car use, are set out in the draft route map on 20% reduction in car kilometres by 2030, jointly developed with COSLA. Our 2023 Programme for Government included a commitment to publish a final version of the route map to achieving the 20% car kilometre reduction this year, and we look forward to publishing this in the coming months. Following significant pandemic-related road traffic reductions in 2020, the latest figures show that estimated road traffic continued to rebound, increasing by 9% overall (to 47 billion vehicle kilometres) and by 10.7% for car km between 2021 and 2022. A 6.3% reduction against the 2019 baseline for car km travelled reflects ongoing changes to travel patterns, including increased use of digital connectivity. It is also worth noting that fewer people drove every day in 2022 (34%) compared to 2019 (43%). There remains however uncertainty regarding travel patterns in the longer term, but it is expected car traffic will continue to rise in subsequent years before interventions to deliver reductions in car traffic start to make an impact. Evidence is clear that incentivising sustainable alternatives alone will not be sufficient to bring about the behaviour change to deliver the scale of 20% car KM reduction. The most direct levers on the cost of buying or running a petrol or diesel car – fuel duty and vehicle excise duty – are currently reserved. We will continue to press the UK Government for a fair and progressive future transport tax system that better incentivises the transition to zero-emission vehicles, reduces unnecessary journeys and raises revenues to fund policies to support a shift to more sustainable travel. |

Answered by Hyslop, Fiona - Minister for Transport The responsibility for licensing and regulating operators of public service vehicles (PSVs) and local bus services sits with the Office of the Traffic Commissioner. It is for their office to take action against a vehicle operator, bus service operator or driver of a bus or minibus and they can impose financial penalties on registered bus service operators who are unable to maintain the conditions of the licence of the registered route including punctuality of services. Transport Scotland also provides funding for Bus Users Scotland (BUS) to support this. BUS conduct compliance monitoring to check bus services are running where and when they should be. They also focus on working with government, local authorities, special interest groups, and bus companies to make sure the views and interests of passengers are properly represented. Additionally, the Scottish Government’s recently published Bus Taskforce report outlines the positive steps taken by operators to address bus driver shortages which can be a factor impacting the reliability of services. Answered by Hyslop, Fiona - Minister for Transport Since 2011, Transport Scotland has invested over £65 million, on behalf of Scottish Ministers, to support the installation of over 2,800 public EV charge points across Scotland as part of the ChargePlace Scotland (CPS) EV charging network. These public EV charge points are owned and operated by over 400 separate public, private and third sector organisations. As a direct result, Scotland has over 4,880 public EV charge points and the best provision of public charge points per head of population of anywhere in the UK, outside of London, and the most rapid charge points per head of population of any region in the UK. Overall reliability across the CPS network is typically very good, with all charge points on the network up and running around 95-98% of the time each month . The reliability of EV charge points will soon be regulated following the introduction of new UK-wide Public Charge Point Regulations , which were introduced under powers reserved to the UK Government, and came into force in November last year. All public EV charging networks in Scotland must comply with these new regulations, with the charge point owner and operator responsible for compliance. The Scottish Government launched a new Electric Vehicle Infrastructure Fund (EVIF) in January 2022. Through a partnership approach with Scotland’s local authorities, it aims to leverage £60m of public and private funding to double the network to 6,000 charge points by 2026. A greater commercial sector involvement underpinned by fair, transparent pricing will help to drive up reliability standards across Scotland and encourage more drivers to make the switch to EV |

Answered by Gilruth, Jenny - Cabinet Secretary for Education and Skills The Scottish Government has been engaging with stakeholders since the intention to establish a Centre for Teaching Excellence was announced in October last year. The Co-Production Group has also now been established and stakeholders are involved in detailed discussion around the role and remit of the Centre. The group met on 27 February and 26 March. Minutes of meetings and other material will be published on the Scottish Government website. The only anticipated cost of the co-production process are the staffing costs for the team working on the Centre’s development. The Centre for Teaching Excellence is initially being resourced through funding previously allocated to the Regional Improvement Collaboratives. The Scottish Government is working with the Co-Production Group to ensure the Centre maximises its impact and complements wider work across the education sector. It is anticipated that the co-production of the Centre will conclude by the summer, following which there will be a formal process to determine hosting arrangements. |
