Israel: Palestinians
Asked by: Ben Lake (Plaid Cymru - Ceredigion Preseli) Friday 13th September 2024 Question to the Foreign, Commonwealth & Development Office: To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what representations he has made to his Israeli counterpart on violence against Palestinian civilians. Answered by Hamish Falconer - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office) We are clear that International Humanitarian Law and the rules-based order must be upheld, and civilians protected. From the Prime Minister down, we have repeatedly urged Israel to improve aid access, minimise civilian casualties and engage seriously with negotiations for a ceasefire deal. Given the grave concerns about the conduct and consequences of the war in Gaza for civilians, on day one in office, the Foreign Secretary commissioned a thorough review into Israel's compliance with International Humanitarian Law. The review concluded that there is a clear risk that some items might be used to commit or facilitate a serious violation of International Humanitarian Law (IHL) as part of Israel's military operations in Gaza, and - in line with domestic legislation - suspended these exports. The Foreign Secretary set out this decision to the House on 2 September. The Foreign Secretary spoke with Israeli Foreign Minister Katz on 2 September, and on 3 September spoke with Israeli Ambassador Tzipi Hotovely, to discuss the UK's review of export licenses. The Government will continue to use every diplomatic lever to bring about a ceasefire. It is clear that a ceasefire would not only protect civilians in Gaza, but also pave the way for wider de-escalation and bring much needed stability for the Middle East. |

Asked by: Rachael Maskell (Labour (Co-op) - York Central) Thursday 12th September 2024 Question to the Department for Work and Pensions: To ask the Secretary of State for Work and Pensions, if she will make an assessment of the potential merits of asking local authorities to contact every pensioner on Housing Benefit to encourage them to take up Pension Credit; and if she will make an assessment with Cabinet colleagues of whether local authorities have sufficient resources to undertake that task. Answered by Emma Reynolds - Parliamentary Secretary (HM Treasury) The Deputy Prime Minister and the Secretary of State for Work and Pensions wrote to all local authorities on 20th August. The letter acknowledged the vital role local authorities play in supporting their communities. The Government recognises that many local authorities already do a huge amount of work to promote benefit take-up. We are asking that local authorities support our national Pension Credit campaign and help us reach those eligible pensioners who have not claimed Pension Credit, so they continue to receive an annual Winter Fuel Payment.
Building on last year’s ‘Invitation to Claim’ trial, the Department will be directly contacting approximately 120,000 pensioner households who are in receipt of Housing Benefit and who may also be eligible for, but not currently claiming, Pension Credit.
We will be inviting these households to apply for Pension Credit before the 21 December backdating deadline, in order to ensure that if they are eligible they will also qualify for a Winter Fuel Payment. |

From 16 September, we will be running a national marketing campaign on a range of channels (including Nottingham Post and Leicester Mercury, and a range of local East Midlands radio stations including Greatest Hits Radio, Smooth Radio and Gold). The campaign will target potential pension-age customers, as well as friends and family who can encourage and support them to apply.
Our future campaign messaging will also focus on encouraging pensioners to apply for Pension Credit before the 21 December 2024, which is the last date for making a successful backdated claim for Pension Credit in order to receive a Winter Fuel Payment. |

For too many children, living in poverty robs them of the opportunity to learn and to prosper.
Child poverty has gone up by 700,000 since 2010, with over four million children now growing up in a low-income family. This not only harms children’s lives now, but it also damages their future prospects and holds back our society and economy.
On 17 July 2024, my right hon. Friend, the Prime Minister, announced the appointment of the Secretary of State for Work and Pension and the Secretary of State for Education to be the joint leads of a new ministerial taskforce to begin work on a child poverty strategy.
The ministerial taskforce, which met for the first time on 14 August 2024, will harness all available levers to drive forward short-term and long-term actions across government to reduce child poverty, with a child poverty strategy published in spring next year. The proposed Children’s Wellbeing Bill will ensure education and children’s social care systems transform life chances for millions of children and young people in England. The department will remove barriers to opportunity to ensure the school system is fair for every child. As announced in the King’s Speech, under the Children‘s Wellbeing Bill, every primary school in England, will offer a free breakfast club. They will play an important role in driving up standards of attendance and attainment, ensuring children are able to listen and concentrate throughout the school day. Alongside removing a barrier to opportunity for every child and supporting families with the cost of living, breakfast clubs will also offer parents more choices in childcare. To ensure that every child, no matter their background, is well prepared for the school day, the department will limit the number of branded uniform items that a school can require. In addition to free school meals and the over £2.9 billion pupil premium funding, the department has also provided over £200 million of funding this year to all local authorities across England to deliver the holiday activities and food (HAF) programme in their area. This is to ensure that over the longer school holidays, children from disadvantaged backgrounds and low-income families are able to take up free childcare spaces, which offer healthy meals and enriching activities, benefiting their health, wellbeing and learning. This summer, the department anticipated that over three million HAF places would be provided to young people in this country. |

The Child Poverty Taskforce, co-chaired by the Work and Pensions and Education Secretaries, has started urgent work to publish the Child Poverty Strategy in Spring and will explore all available levers to drive forward short and long-term actions across government to reduce child poverty.
The Taskforce will engage external experts throughout the strategy development process including through a rolling programme of meetings, with sessions built thematically to bring together a broad range of experts on specific topics.
The Government also recognises the importance of capturing the experiences of those living in poverty which is why the Taskforce will also draw on findings from wider external engagement events in all regions and nations of the UK. These events will convene a broader range of voices, including bringing in the perspectives of families and children themselves.
We will also consider the record of previous administrations, not least during 1999-2005; the period in which official statistics recorded the fastest reduction in relative after housing costs UK child poverty rates. |

Building on last year’s ‘Invitation to Claim’ trial, the Department will be directly contacting approximately 120,000 pensioner households who are in receipt of Housing Benefit and who may also be eligible for, but not currently claiming, Pension Credit. We will be inviting these households to apply for Pension Credit before the 21 December backdating deadline, in order to ensure that if they are eligible they will also qualify for a Winter Fuel Payment.
As part of last week’s Pension Credit Week of Action, we joined forces with national charities, broadcasters and local authorities to encourage pensioners to check their eligibility and make a claim.
From 16 September, we will be running a national paid marketing campaign on a range of channels (including print advertising in the Stoke Sentinel and regional radio advertising - including on Greatest Hits Radio - Staffordshire and Cheshire). The campaign will target potential pension-age customers, as well as the influencers who can encourage and support them to apply, such as friends and family.
Our future campaign messaging will also focus on encouraging pensioners to apply for Pension Credit before the 21st December 2024, which is the last date for making a successful backdated claim for Pension Credit in order to receive a Winter Fuel Payment. |

Private Education: Fees and Charges

Since then, it has made important progress towards becoming a fully-formed Arm’s Length Body, appointing Richard Pennycook as interim chair and beginning the process for appointing Board members, and forging early relationships with key partners across government and the skills system. Skills England will continue to be established in phases over the next 9 to 12 months, expanding its work and taking on its additional functions as its staffing is built up. |

Gaza: Humanitarian Aid

Answered by Hamish Falconer - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office) As set out in the Foreign Secretary's statement on 2 September, it is the assessment of this Government that Israel could reasonably do more to ensure that lifesaving food and medical supplies reach civilians in Gaza, in the light of the appalling humanitarian situation. The Prime Minister and Foreign Secretary continue to press Israeli leaders to deliver on their promise to "flood" Gaza with aid, including in two Foreign Secretary visits to Israel and the Occupied Palestinian Territories. The Prime Minister has spoken to PM Netanyahu and PM Mustafa. The UK trebled its aid commitment to the OPTs in the last financial year and this Government will maintain significant funding this financial year to support trusted aid agencies on the ground. This includes £5.5 million to UK-MED, £6 million for UNICEF, and £21 million new UK funding to UNRWA, which will also support lifesaving work in Gaza. |

Answered by Darren Jones - Chief Secretary to the Treasury As the Chancellor of the Exchequer set out in her statement to Parliament on 29th July 2024, she asked Treasury officials, on her first day in office, to undertake a rapid audit of public spending. The Chancellor engaged with the Prime Minister throughout on the findings of the audit and took immediate action to find £5.5 billion of savings in 2024-25, rising to £8.1 billion in 2025-26. The conclusions of the public spending audit were presented to the House of Commons on 29th July 2024. |

Answered by Hamish Falconer - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office) Iran has long proliferated weapons across the Middle East, and continues to provide military, financial and political support to its proxies and partners - destabilising the region and jeopardising international security. The Prime Minister and Foreign Secretary have made clear to their Iranian counterparts that Iran must restrain its proxies and partners and take action to avoid regional escalation. We will continue to work with our international partners to tackle Iran's malign behaviour. This includes holding them to account in multilateral fora, using sanctions regimes to target Iranian support to its proxies, and by maintaining our permanent defence presence in the region. The Prime Minister spoke with Iranian President Pezeshkian on 12 August, warning against the risk of regional escalation. The Foreign Secretary has also spoken with both former Acting Foreign Minister Ali Bagheri-Kani, on 7 August, and Foreign Minister Abbas Aragchi, on 23 August. |

The UK has received the International Court of Justice's (ICJ) Advisory Opinion on the 'Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem'. The UK is considering the Opinion carefully before responding. The UK respects the independence of the ICJ. The UK will await the final decision of the International Criminal Court's (ICC) Pre-Trial Chamber on the Prosecutor's application for arrest warrants. No warrants have been issued by the court. The UK respects the independence of the ICC. |

Answered by Hamish Falconer - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office) We are working in lockstep with our allies to deescalate tensions and urge all parties to refrain from perpetuating the current destructive cycle of retaliatory violence. All sides must show restraint and work to prevent escalation. The Prime Minister spoke with Israeli Prime Minister Netanyahu on 20 August. The Foreign Secretary spoke with Iranian Foreign Minister Seyed Aragchi on 23 August, and with Lebanese Prime Minister Mikati and Israeli Minister of Strategic Affairs Dermer on 25 August. The Foreign Secretary has also had calls with other key partners including Egypt, Jordan and the UAE to press these messages. The Government will continue to support Israel's security and to urge Israel and Lebanon to engage with the US-led discussions to resolve their disagreements diplomatically and reach a political settlement. |

Answered by Stephen Doughty - Minister of State (Foreign, Commonwealth and Development Office) The Foreign Secretary spoke to the Tánaiste Micheál Martin on 5 July when he set out how the government was looking forward to resetting the bilateral relationship with Ireland. He looks forward to visiting Dublin in the near future, as do I, which I made clear to my Irish counterpart - Minister Jennifer Carroll MacNeill - when we spoke on 02 September. The Prime Minister hosted the Taoiseach at Chequers in July where they agreed to a UK-Ireland Summit in early 2025; they met again in Dublin on 7 September to agree priorities for the Summit. Ireland is the UK's nearest neighbour and sixth largest trading partner, and he is committed to ensuring UK/Ireland relations continue to go from strength to strength. |

Answered by McLennan, Paul - Minister for Housing The First Minister and Cabinet Secretary for Finance and Local Government met with the Chancellor of the Exchequer, via a Microsoft Teams call, on Wednesday 17 July 2024. Discussion highlighted that the forecast reduction in Capital and Financial Transactions (FTs) funding is causing significant challenges for the Scottish Government’s investment in affordable housing. The First Minister met with the Deputy Prime Minister and Secretary of State for Housing, Communities and Local Government, via a Microsoft Teams call, on Wednesday 31 July 2024. The First Minister raised his close interest in the UK Government’s housing agenda, and reiterated the impact of the reductions to our capital and FTs. The First Minister and the Deputy Prime Minister met in person at Bute House on Thursday 15 August 2024. The First Minister again raised the issue of reductions to financial transactions funding in relation to affordable housing. The First Minister also restated his commitment to building a constructive and collaborative relationship with the UK Government that delivers for the people of Scotland. On 28 August, the First Minister and the Cabinet Secretary for Finance and Local Government met the Chancellor of the Exchequer in Glasgow and reiterated the concern of the Scottish Government over the damage that has been done to housing investment by the real terms reductions in the overall Capital Budget and the budget for Financial Transactions. The First Minister encouraged the Chancellor to rectify this in her Budget Statement on 30 October. |
