Answered by Matthew Pennycook - Minister of State (Housing, Communities and Local Government) The National Planning Policy for Waste (NPPW), which is a material consideration in planning decisions, already includes policies on the reuse and recycling of materials when considering development proposals. Paragraph 8 sets out that when determining planning applications for non-waste development, local planning authorities should, to the extent appropriate to their responsibilities, ensure that the handling of waste arising from the construction and operation of development maximises reuse and recovery opportunities, and minimises off-site disposal. The planning practice guidance for waste include further advice on this matter. In addition, chapter 17 of the National Planning Policy Framework (NPPF) outlines further policy to support the consideration and use of recycled materials. |

Answered by Matthew Pennycook - Minister of State (Housing, Communities and Local Government) Local development orders are an important tool to enable local planning authorities to proactively grant planning permission for specific developments or classes of development. The National Planning Policy Framework encourages local planning authorities to use local development orders for particular areas or categories of development where the impacts would be acceptable, and in particular where this development would promote economic, social or environmental gains for the area. The Planning Advisory Service has also published best practice guidance on the use of local development orders and we encourage local planning authorities to take advantage of this guidance. |

The level and quality of community engagement, amongst other factors, will be taken into account by decision-makers.
We want both solar and onshore wind developers to continue to engage with local communities as we increase renewable deployment to meet net zero. That is why we are retaining important checks and balances in relation to community engagement and consultation. |

Answered by Karin Smyth - Minister of State (Department of Health and Social Care) 18 schemes in the New Hospital Programme have been granted full planning permission and six have achieved outline planning permission. As my rt. Hon. Friend, the Secretary of State for Health and Social Care, announced, and as subsequently confirmed in the Chancellor’s statement on 29 July 2024, there is a full and comprehensive ongoing review of the New Hospital Programme to provide a realistic and costed timetable for delivery. This will consider the urgent need to rebuild the seven hospitals built mostly using reinforced autoclaved aerated concrete to protect staff and patient safety. The Secretary of State will consider the findings and update Parliament on the outcome of the review reporting back to patients, clinicians, and local communities on the next steps for the New Hospital Programme. We will provide a clear and realistic timetable for delivery of the Programme and agree the investment needed to get patients the care they deserve. |

Answered by McKee, Ivan - Minister for Public Finance In most cases, permitted development rights (PDR) allow certain developments to be carried out without reference to the planning authority – provided the relevant PDR conditions are complied with. Therefore, such developments do not require an application for planning permission to be submitted to and approved by a planning authority and, accordingly, data is not available on those developments carried out under PDR. However, a small number of PDR are subject to a process known as “prior notification/prior approval”. The planning authority’s determination is limited to the particular matters specified in the relevant PDR class – for example, siting, design or appearance. Although there is no statutory requirement to do so, planning authorities should keep records of prior notification/prior approval cases. Data on prior notification/approvals form part of the statistics that are submitted by planning authorities and form the basis of the Scottish Government’s Official Statistics available on https://www.gov.scot/collections/planning-statistics/. Most recent figures are available https://www.gov.scot/publications/planning-applications-statistics-2022-23-annual-quarterly-october-2022-march-2023/documents/ The information is broken down into certain development types.
