To ask the Secretary of State for Housing, Communities and Local Government, with reference to her Department's report entitled The impact of a change in the maximum park home sale commission, published on 16 June 2022, whether her Department has taken steps to review the efficacy of local authority enforcement for parks; and whether she plans to introduce a national enforcement body.

The park homes sector is an important part of the housing market. We recognise that there are longstanding concerns about the regulation of park home sites and the requirement to pay site owners a commission upon sale of a park home. We will set out the Government’s position on these matters in due course.

In September 2023 the department published a discussion document which sought the views of the park homes sector on the 2022 report’s recommendations. The Government is considering the response to that discussion document and we will announce next steps shortly.

The report makes four recommendations which require more detailed consideration and further engagement with the sector to fully understand the impact of any change and ensure the long term viability of the sector.

To ask the Secretary of State for Levelling Up, Housing and Communities, if he will make an estimate of the total commissions received by site owners from home sales by park home residents in each year since 2010; and if he will make a statement.

The information requested is not held centrally.

The report 'The impact of a change in the maximum park home sale commission', which we published in June this year, estimated that the average commission earned per sale in the last three years since 2018/20, was just over £11,000. Most park owners also received three or fewer commissions in the same period.

To ask the Secretary of State for Levelling Up, Housing and Communities, pursuant to the Answer of 24 January 2022 to Question 104350 on Park Homes: Property Transfer, when he plans to release the report on the effect of the 10 per cent commission fee on the sale of mobile park homes.

The Department received the preliminary report on 12 January 2022. While considering the findings it was decided further research was required to ensure the report was comprehensive. The final report has now been received by the Department and it is currently being reviewed and prepared for publication. It will be published as soon as possible.
