State Retirement Pensions: Uprating
Asked by: Ben Goldsborough (Labour - South Norfolk) Thursday 12th September 2024 Question to the Department for Work and Pensions: To ask the Secretary of State for Work and Pensions, what the total uprated value of the State Pension will be from 1 April 2025, by constituency. Answered by Emma Reynolds - Parliamentary Secretary (HM Treasury) The Government is committed to the Triple Lock, which means that in April 2025, the basic and new State pension will increase by the higher of the growth in average earnings, price increases or 2.5%.
The relevant percentage increase applied to the State Pension in April 2025 is subject to a statutory review conducted by the Secretary of State. The review will typically begin in October, once the relevant indices have been published by the Office for National Statistics. On completion of the review, the Secretary of State will lay a statement in Parliament. |

Answered by Catherine McKinnell - Minister of State (Education) The department publishes annual statistics on the capacity and pupils on roll in schools each spring at the following link: https://explore-education-statistics.service.gov.uk/find-statistics/school-capacity and on the number of students enrolled in independent schools each summer, at the following link: https://explore-education-statistics.service.gov.uk/find-statistics/school-pupils-and-their-characteristics. In accordance with the Code of Practice for Statistics, statistics publications are pre-announced on the GOV.UK website and can be accessed here: https://www.gov.uk/search/research-and-statistics?content_store_document_type=upcoming_statistics&organisations%5B%5D=department-for-education&order=updated-newest. Currently, the department has no plans to change this publication schedule. The scheduling ensures that statistics are released as soon as they are ready, while abiding by standards set by the Code of Practice for Statistics, in terms of trustworthiness, quality and value. The Code can be found at the following link: https://code.statisticsauthority.gov.uk/. Where statistics were published prior to the changes in parliamentary constituency boundaries, they will be updated to reflect the new boundaries in the next publication of statistics. This is expected to be in March 2025 for school capacity statistics and in June 2025 for statistics on schools and pupils, including independent schools. It may be useful to note that the data requested is published at school level. This can be combined with information from ‘Get Information About Schools’ (GIAS) to identify parliamentary constituency. GIAS currently reflects the changes made following the general election parliamentary constituency changes and is accessible here: https://get-information-schools.service.gov.uk/. Updates to geographical data are made on a quarterly basis using data published by the Office for National Statistics.

Answered by James Murray - Exchequer Secretary (HM Treasury) The Office for National Statistics (ONS) publishes the Gini coefficient for aggregate household wealth, which is a measure of wealth inequality, and this is released every few years using the Wealth and Assets survey. The ONS has published the Gini coefficient of wealth since July 2006.

Answered by Matthew Pennycook - Minister of State (Housing, Communities and Local Government) The Ministry publishes an annual release entitled ‘Dwelling Stock Estimates, England’, with estimates of the number of dwellings in each local authority, as at 31 March in each year since 2001, shown in Live Table 125 at the following link. https://www.gov.uk/government/statistical-data-sets/live-tables-on-dwelling-stock-including-vacants The statistics use the Census as a baseline and apply annual net changes to the dwelling stock as measured by the related Housing supply: net additional dwellings statistics (which is collected for each local authority district, resulting in complete coverage for England). The Ministry does not collect or hold dwelling stock estimates for those Local Planning Authorities that are National Parks or development corporations. Answered by Darren Jones - Chief Secretary to the Treasury Both publicly and privately owned DfT-contracted train operating companies are already included in the public sector, classified by the Office for National Statistics (ONS) as public non-financial corporations currently. A transfer of these DfT-contracted train operating companies to government ownership will have no immediate impact on public debt statistics. The ONS are responsible for classification decisions affecting the public finances and measurement of public debt. |

Pensioners: Income Tax
Asked by: Neil Duncan-Jordan (Labour - Poole) Thursday 5th September 2024 Question to the HM Treasury: To ask the Chancellor of the Exchequer, how many and what proportion of people over State Pension age paid income tax at (a) the basic rate of 20%, (b) the higher rate of 40% and (c) the additional rate of 45% in the last financial year. Answered by James Murray - Exchequer Secretary (HM Treasury) The estimated number of people who paid Income Tax by marginal rate in the 2023 to 2024 tax year can be seen in Table 1 below:

A Scottish Income Tax payer with any taxable non-savings non-dividends income within the Scottish starter and intermediate bands is classified as a basic rate Income Tax payer, as this is the top rate they are paying. A Scottish Income Tax payer with only savings and/or dividend income within this band is also classified as a basic rate Income Tax payer.
The proportions can be calculated using the 12.4 million estimate of individuals over the State Pension age in the UK. This estimate is based on the latest National population projections: 2021-based interim publication from the Office for National Statistics.
The estimates are based upon the 2021 to 2022 Survey of Personal Incomes, projected in line with economic assumptions consistent with the Office for Budget Responsibility’s March 2024 Economic and Fiscal Outlook. |

Private Rented Housing: High Peak
Asked by: Jon Pearce (Labour - High Peak) Wednesday 4th September 2024 Question to the Ministry of Housing, Communities and Local Government: To ask the Secretary of State for Housing, Communities and Local Government, if she will make an estimate of the average increase in rent for private properties in High Peak constituency in the last 12 months; and what assessment she has made of the affordability of rent increases for people on average earnings in High Peak constituency. Answered by Matthew Pennycook - Minister of State (Housing, Communities and Local Government) The Government has made clear that we intend to use the Renters’ Rights Bill to provide tenants with greater protections against unreasonable within-tenancy rent increases. The Office for National Statistics (ONS) publishes data on the average increase in rent. Private rents across the UK increased by 8.6% in the 12 months to June 2024 (provisional estimate), down from 8.7% in the 12 months to May 2024. The average monthly private rent in High Peak was £850 in June 2024. This was an increase from £780 in June 2023, a 8.9% rise. The Government appreciates that housing costs are likely a households highest monthly expense. In 2022-23, housing costs took an average of 37% of private tenants’ income, in comparison to 32% for social renters and 18% for owner occupiers.
