HMG understands the concerns of the Automotive industry regarding the potential impact of the invasion on its business operations and supply chains worldwide. The Department for Business and Trade ministers regularly meet with sector bodies and auto manufacturers to discuss a variety of automotive related trade issues, including an understanding of any direct and indirect impacts on UK operations.

The Department is aware of supply issues affecting several Ezetimibe suppliers. We are engaging with these suppliers to address the issues, and are working with alternative suppliers to ensure supplies remain available.

The medicine supply chain is highly regulated, complex, and global. Supply disruption is an issue which affects the United Kingdom, as well as other countries around the world. There can be a variety of causes, including manufacturing issues, problems with access to raw ingredients, and sudden spikes in demand.

Whilst we can’t always prevent supply issues, the Department has well-established tools and processes to manage them, in order to mitigate risks to patients. We work closely with the pharmaceutical industry, NHS England, the Medicines and Healthcare products Regulatory Agency, and others operating in the supply chain to help ensure patients continue to have access to suitable medicines when supply is disrupted.

The Department is aware that a supplier of etoricoxib 60 milligram tablets is experiencing a supply issue. We have been working with that supplier to address the issue, and resupply is expected in early May 2024. We have worked with alternative suppliers to ensure they can cover the gap in the market in the meantime.

To ask the Secretary of State for Health and Social Care, what assessment she has made of the adequacy of the availability of NHS provision for the diagnosis of ADHD in (a) Oxfordshire and (b) England.

It is the responsibility of integrated care boards (ICBs) to make available appropriate provision to meet the health and care needs of their local population, including access to attention deficit hyperactivity disorder (ADHD) assessment and treatment, in line with relevant National Institute for Health and Care Excellence (NICE) guidance. The NICE guideline on ADHD does not recommend a maximum waiting time from referral for an assessment of ADHD to the point of assessment or diagnosis. The Department has not made a specific assessment of the availability of National Health Service provision for the diagnosis of, or treatment of, ADHD in Oxfordshire.

In respect of the adequacy of ADHD service provision nationally, in December 2023, NHS England initiated a rapid piece of work to consider ADHD service provision within the NHS. The initial phase of work identified challenges, including with current service models and the ability to keep pace with demand. Following this initial review, NHS England is establishing a new ADHD taskforce alongside the Government, to look at ADHD service provision and its impact on patient experience. The new taskforce will bring together expertise from across a broad range of sectors, including the NHS, education, and justice, to better understand the challenges affecting people with ADHD, and to help provide a joined up approach in response to concerns around rising demand.

Alongside the work of the taskforce, NHS England has announced that it will continue to work with stakeholders to develop a national ADHD data improvement plan, carry out more detailed work to understand the provider and commissioning landscape, and capture examples from local health systems which are trialling innovative ways of delivering ADHD services, to ensure best practice is captured and shared across the system.

In respect of the availability of NHS provision for the treatment of ADHD nationally, the Department is aware of, and taking action to address, disruptions to the supply of medicine used for the management of ADHD. Disruptions to the supply of medicines have been primarily driven by issues which have resulted in capacity constraints at key manufacturing sites. Nationally, the Department has been working hard with industry to help resolve those issues as quickly as possible. As a result of our ongoing activity, some issues have been resolved. However, we know that there continue to be disruptions to the supply of some other medicines, including methylphenidate and guanfacine. Hitachi is not currently consulting on any workforce changes at its train manufacturing site in Newton Aycliffe. Ministers and officials in my Department have met Hitachi Rail’s UK management team several times in recent months and have had several exchanges of correspondence to discuss workload and job security at the company’s Newton Aycliffe site.

Solar is a mature technology with established global supply chains. Whilst we have no plans for the UK to become self-sufficient in the manufacture of solar panels, supply chain development is a government priority.

Government encourages renewable developers accessing its Contracts for Difference scheme to grow the supply chain through the Supply Chain Plan process and supports supply chain innovation through the Energy Entrepreneurs Fund and initiatives funded by UK Research and Innovation.

Further actions needed to develop resilient, sustainable and innovative supply chains, as identified by the UK Solar Taskforce, will be outlined in the forthcoming Solar Roadmap.

My Department has engaged extensively with the four train manufacturers with facilities in the UK, train operators and rolling stock owners to ensure a sustainable future for UK rail manufacturing. Rail manufacturing plays an important role in growing the UK economy and there is now a strong pipeline of future orders. In January 2024, I wrote to train manufacturers with details of planned and expected procurements, which include upcoming competitions being run by Northern, Southeastern, TransPennine and Chiltern. These contracts are worth an estimated £3.6 billion alongside significant maintenance and refurbishment opportunities.

Automotive Transformation Fund

As part of the Advanced Manufacturing Plan, we have announced over £2bn of capital and R&D funding over five years to 2030, boosting the UK’s competitiveness and unlocking strategic investments in our automotive industry.

This funding will be delivered via Auto2030, an ambitious programme building on the work of the Automotive Transformation Fund and the Advanced Propulsion Centre R&D programmes, ensuring continuity in HMG support.

This programme will leverage the UK’s unique innovation ecosystem, building on its strengths as a global centre of automotive R&D. Details of funding opportunities under Auto2030, including delivery mechanisms, will be set out in due course.

My Department has been in intensive discussion with Alstom since the company announced a consultation on potential redundancies at its train manufacturing site in Derby in November 2023. Manufacturing Industries: Supply Chains

Currently manufacturers are only legally required to provide consumers with information on fuel consumption and CO2 emissions, for new cars and vans at the point of sale. There are no obligations on manufacturers to provide information on where the materials are sourced and no assessment has been made of the potential merits of doing so. The UK Critical Minerals Strategy, published in July 2022, sets out steps for ensuring the long-term security of critical minerals like those needed for electric vehicle batteries.

The Government understands the concerns of the automotive industry regarding the potential impact of the invasion on its business operations and supply chains worldwide.  We are in regular dialogue with UK auto manufacturers and business representative bodies to understand any direct and indirect impacts on UK operations, including trade related issues.

Adult Education and Community Education: Finance

The department is continuing to invest in education and skills training for adults through the Adult Education Budget (AEB), the Multiply programme and Skills Bootcamps.

The AEB is worth £1.34 billion in 2023/24 and approximately 60% of the AEB is devolved to nine Mayoral Combined Authorities (MCA) and the Greater London Authority (GLA). These authorities are now responsible for the provision of AEB-funded adult education for their residents. The Education and Skills Funding Agency (ESFA) is responsible for the remaining AEB in non-devolved areas.

In ESFA AEB areas, the department applied a 2.2% increase to the final earnings for all AEB formula-funded provision, excluding associated learner and learning support, in 2022/23 and 2023/24. The department also applied a 20% boost on top of earnings for all AEB formula-funded provision in six sector subject areas: Engineering, Manufacturing Technologies, Transport Operations and Maintenance, Building and Construction, ICT for Practitioners, and Mathematics and Statistics. Additionally, in 2024/25, as part of the AEB transition to the Adult Skills Fund, the department will introduce five new funding rates that will apply to the ESFA Adult Skills Fund with 78% of qualifications seeing a funding increase.

Prior to devolution, the Community Learning portion of the AEB amounted to approximately £230 million in 2018/19. The department does not collect data on what MCAs and the GLA currently spend on Community Learning.

In 2024/25, as part of the Adult Skills Fund, the term Tailored Learning brings together what was the AEB Community Learning, formula-funded AEB non-regulated learning, which was previously delivered through the adult skills, and new employer-facing innovative provision that is not qualification based.

The department is also providing up to £270 million directly to local areas in England to deliver innovative interventions to improve adult numeracy through the Multiply programme. The department is also building the evidence base on what works to improve adult numeracy, including through randomised control trials.

Skills Bootcamps are free, flexible courses of up to 16 weeks, giving people the opportunity to build up sector-specific skills, with an offer of a job interview upon completion. This is supported by £550 million over the current Spending Review period as well as £170 million in grant funding to MCAs and local areas in 2024/25.

Disruptions to the supply of medicines used for the management of attention deficit hyperactivity disorder have been primarily driven by issues which have resulted in capacity constraints at key manufacturing sites. The Department has been working hard with industry to help resolve those issues and expedite deliveries to boost supplies of these medicines, as quickly as possible. As a result of our ongoing activity and intensive work, some issues have been resolved. Many strengths of lisdexamphetamine, and all strengths of atomoxetine capsules, are now available. Medicine supply issues remain for some strengths of guanfacine, lisdexamphetamine, and methylphenidate. However, we continue to escalate these issues with the manufacturers to ensure that action is taken to resolve regulatory issues and expedite deliveries. We have been informed that these disruptions should largely be resolved by April or May 2024.

Since publishing our strategy, we have made excellent progress to grow our domestic sector, improve our supply chain resilience and protect our national security.

We have launched the Semiconductor Advisory Panel, an incubator pilot programme, ChipStart UK, joined the EU Chips Joint Undertaking, agreed an ambitious partnership with Japan and secured commitments to work more closely with the US and the Republic of Korea.

We are on track to invest £240 million by April 2025.

It should be further noted that this government has invested more into priority technologies like semiconductors than any government in history.

We are aware of supply issues with some insulin products, however the vast majority are in stock. Comprehensive management guidance on alternative products has been issued to the National Health Service where needed.

The medicine supply chain is highly regulated, complex, and global. Supply disruption is an issue which affects the United Kingdom, as well as the other countries around the world, and it can have a variety of causes, including manufacturing issues, problems with access to raw ingredients, and sudden spikes in demand.

There is a team within the Department that deals specifically with medicine supply problems. It has well-established tools and processes to manage medicine supply issues, working closely with the Medicines and Healthcare products Regulatory Agency, the pharmaceutical industry, NHS England, and others operating in the supply chain, to help prevent shortages and expedite resupply as soon as possible, to ensure that the risks to patients are minimised.

Question

To ask the Scottish Government what recent engagement it has had with the UK Government regarding support for the bus building industry in Scotland.

The Scottish Government has not had any specific engagement with the UK Government recently on the bus building industry in particular.

The Scottish Government is, however, actively engaged with UK Government on manufacturing opportunities across a number of sectors and signalled the desire to work collaboratively to progress shared interests in response to their Advanced Manufacturing Plan.

To ask the Scottish Government what further support it can provide to the bus building industry in Scotland to help it compete in a global market.

Scottish Enterprise has supported companies in the bus manufacturing supply chain, awarding Alexander Dennis Limited with funding to develop their zero emission bus technology including £13m in 2023 in addition to substantial grants in 2019 and 2015.

In addition, Scottish Enterprise is working with Alexander Dennis Limited to explore opportunities for export and access grant funding opportunities such as the UK Automotive Transition Fund.

The Scottish Government continues to support manufacturing in Scotland via the work on the Green Industrial Strategy and our ten-year National Strategy for Economic Transformation (NSET).

The forthcoming Transport Just Transition Plan we will set out, among other things, how the Scottish Government will support businesses to benefit from the opportunities and deal with the challenges arising from the move to a sustainable transport system.

To ask the Scottish Government how it plans to work with the UK Government to co-develop "appropriate regulatory strategies for enabling operators to switch to zero-emission options", in light of the Climate Change Committee’s recommendation in its 2023 Report to Parliament.

The Scottish Government, working alongside the UK Government and the other devolved administrations, introduced the Vehicle Emissions Trading Schemes at the start of 2024. These schemes put legal obligations on car and van manufacturers to sell new zero emissions vehicles each year, ramping up to 80% of all new cars sold, and 70% of new vans, being zero emissions by 2030. At the same time, the schemes encourage car and van manufacturers to drive down the emissions of their new non-zero emissions car and van vehicles.

As set out in the Climate Change Committee’s 2023 report to parliament, decarbonisation of heavy-duty vehicle fleets in Scotland will depend on UK-wide markets. The Scottish Government continues to engage with its UK counterparts on regulatory approaches to the phase out dates for petrol and diesel heavy duty vehicles through the Inter-Ministerial Group on transport and associated official-level, UK-wide working groups that have recently been established on freight decarbonisation. The Scottish Government also participates in the UK Freight Energy Forum, which involves fleet operators, energy network operators and others on decarbonisation of the sector.

In 2022 the Scottish Government established the Zero Emission Truck Taskforce, which brought together key representatives from the logistics, manufacturing, energy and finance sectors to shape the pathway to the decarbonisation of Scotland’s road freight and logistics sector. The taskforce produced a Heavy Goods Vehicle Decarbonisation Pathway for Scotland, published on 19 March 2024 and is available on Transport Scotland’s website. That pathway and the evidence that supported it has been shared with counterparts in the UK Government to inform the regulatory options relating to zero emission heavy duty vehicles.
