Republic of Ireland: Foreign Relations
Asked by: Adam Jogee (Labour - Newcastle-under-Lyme) Thursday 3rd October 2024 Question to the Foreign, Commonwealth & Development Office: To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment he has made of the strength of the British/Irish relationship. Answered by Stephen Doughty - Minister of State (Foreign, Commonwealth and Development Office) The Foreign Secretary spoke to the Tánaiste Micheál Martin on 5 July when he set out how the government was looking forward to resetting the bilateral relationship with Ireland. He looks forward to visiting Dublin in the near future, as do I, which I made clear to my Irish counterpart - Minister Jennifer Carroll MacNeill - when we spoke on 2 September. The Prime Minister hosted the Taoiseach at Chequers in July where they agreed to a UK-Ireland Summit in early 2025; they met again in Dublin on 7 September to agree priorities for the Summit. Ireland is the UK's nearest neighbour and sixth largest trading partner, and we are committed to ensuring UK/Ireland relations continue to go from strength to strength. |
UNRWA: Finance
Asked by: David Simmonds (Conservative - Ruislip, Northwood and Pinner) Tuesday 1st October 2024 Question to the Foreign, Commonwealth & Development Office: To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what steps he plans to take to monitor the likelihood of his Department's funding reaching Hamas through the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Answered by Hamish Falconer - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office) The Foreign Secretary noted in his statement to the House of Commons on 19 July 2024, that the UN had taken the allegations that United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) staff were involved in the 7 October Hamas terrorist attack seriously. He is reassured after Catherine Colonna's independent review, that UNRWA is ensuring the highest standards of neutrality. £1 million of the £21 million of new UK funding to UNRWA will support it to implement the management reforms recommended by the review. We continue to monitor UNRWA's implementation. Separately, a Memorandum of Understanding governs UK financial support to UNRWA. The FCDO carries out due diligence assessments and conducts an annual assessment of UK funding to UNRWA. |
Foreign Investment in UK: Telford
Asked by: Shaun Davies (Labour - Telford) Monday 30th September 2024 Question to the Ministry of Housing, Communities and Local Government: To ask the Secretary of State for Housing, Communities and Local Government, what estimate her Department has made of the (a) economic growth, (b) new homes and (c) new jobs that will be delivered by the Telford Land Deal; and whether her Department will take steps to extend the scope of the deal to other Government-owned land. Answered by Matthew Pennycook - Minister of State (Housing, Communities and Local Government) The Department and Homes England are working with Telford and Wrekin Council through the Telford Land Deal and Funding and Co-operation Agreement to deliver up to 2,800 homes as well as 8,500 jobs and 300,000 sqm of employment floorspace. Homes England continues to engage with Telford and Wrekin Council and other councils across England on opportunities in their areas. |
Private Education: VAT
Asked by: Lord Lamont of Lerwick (Conservative - Life peer) Friday 27th September 2024 Question to the HM Treasury: To ask His Majesty's Government whether VAT will be levied on school fees paid by the Government for UK private education for the children of foreign office officials serving overseas. Answered by Lord Livermore - Financial Secretary (HM Treasury) The Government is committed to breaking down barriers to opportunity, ensuring every child has access to high-quality education, which is why we have made the tough decision to end tax breaks for private schools. This will raise revenue for essential public services, including investing in the education system. The Government has set out the details of this policy in the technical note Applying VAT to Private School Fees and Removing the Business Rates Charitable Rates Relief for Private Schools which can be found at the below link. A technical consultation on the technical note and draft VAT legislation will be open until 15 September 2024. |
Venezuela: Elections
Asked by: Sammy Wilson (Democratic Unionist Party - East Antrim) Friday 27th September 2024 Question to the Foreign, Commonwealth & Development Office: To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, whether he has made recent representations to his Venezuelan counterpart on taking steps to allow a democratic and peaceful transition following the recent presidential election in that country. Answered by Catherine West - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office) The UK does not accept the legitimacy of the administration put in place by Nicolás Maduro in Venezuela in 2018. The UN was clear the outcome of the Venezuelan elections in July this year cannot be deemed credible without the National Electoral Council publishing full results. The Foreign Secretary has publicly called for the swift and transparent publication of full, detailed results to ensure that the outcome reflects the votes and the will of the Venezuelan people; this was echoed in a G7 statement on 31 July. The UK also joined a coalition of countries in signing a Dominican Republic-led regional statement on 16 August demanding an end to repression and respect for human rights. The UK continues to pay testament to the millions of Venezuelans who turned out to vote in the presidential election on 28 July. Along with the UN and international allies, we remain deeply concerned about allegations of serious irregularities in the declared results. Despite repeated calls, Venezuela's National Electoral Council has still not produced full results or credible evidence of a victory for Nicolas Maduro. Publicly available records appear to show Edmundo Gonzalez secured the most votes by a significant margin. The UK continues to work with international partners to achieve a peaceful solution in Venezuela. Dialogue remains the only solution to ensure that the will of all Venezuelans is respected. |

Asked by: Lord Farmer (Conservative - Life peer) Thursday 26th September 2024 Question to the Foreign, Commonwealth & Development Office: To ask His Majesty's Government, further to the Written Answer by Baroness Sherlock on 7 August (HL344), how many staff in the Foreign, Commonwealth and Development Office are permitted to undertake diversity-related network time during core working hours; what is the percentage of overall working time they are permitted to spend on such network activity; how many hours are allocated in total; what are the names of each of the networks being funded; and what plans they have to (a) increase, or (b) reduce, such funding. Answered by Baroness Chapman of Darlington - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office) The FCDO has 17 Staff Networks which relate to protected characteristics defined in the 2010 Equality Act, related characteristics referenced in the Civil Service Diversity & Inclusion Strategy, and FCDO specific groups for topics experienced as a global organisation. Staff Networks provide valuable insight and help us to meet the Public Sector Equality Duties. Co-Chairs of FCDO Staff Networks are volunteers who are allowed to spend up to 10 per cent of their contracted time to serve in this capacity - we do not record the hours this translates to. A small discretionary budget is available for Staff Networks to support their work in line with the Civil Service guidance and value for money. There are no plans to change the number of FCDO Staff Networks or related funding. Answered by Baroness Chapman of Darlington - Parliamentary Under-Secretary (Foreign, Commonwealth and Development Office) We are aware of the urgent appeal to the UN Special Rapporteur on Torture with respect to British national Jimmy Lai and are deeply concerned by the allegations of torture and mistreatment it makes. The Foreign Secretary raised Jimmy Lai's case in his first meeting with China's Foreign Minister Wang Yi at the ASEAN Summit on 26 July and his case remains a priority for this Government. We will continue to call on the Hong Kong authorities to end their politically motivated prosecution and immediately release Jimmy Lai and we will continue to press for consular access. |

Gaza: Israel
Asked by: Marquess of Lothian (Conservative - Life peer) Wednesday 25th September 2024 Question to the Foreign, Commonwealth & Development Office: To ask His Majesty's Government what progress has been made on diplomatic efforts to secure a ceasefire in the Israel-Gaza conflict and the release of hostages since the Prime Minister spoke to Benjamin Netanyahu on 20 August. Answered by Lord Collins of Highbury - Lord in Waiting (HM Household) (Whip) Following the Prime Minister's conversation with Prime Minister Netanyahu on 20 August, the UK has been working tirelessly towards its priority of ending this conflict and securing the safe release of hostages still cruelly detained by Hamas since day one. The situation on the ground remains intolerable, and the war must end now. The Prime Minister met President Biden in Washington on 13 September where they reiterated UK and US calls for a ceasefire that will enable the release of the hostages. We welcome the efforts of our partners in Qatar, Egypt and the United States, and fully endorse their joint statement calling for the immediate resumption of ceasefire negotiations and a hostage release deal between Israel and Hamas. We are urging all sides to show flexibility. Both the Foreign Secretary and Minister Falconer have held meetings with the families of hostages with links to the UK and reiterated our commitment to using all diplomatic avenues to secure their release. |

Asked by: Sweeney, Paul (Scottish Labour - Glasgow) Monday 30th September 2024 Question To ask the Scottish Government, in light of the reported claim by Alexander Dennis Limited that zero-emission bus funding has disproportionately benefitted competitors from lower-cost and lower-security economies, citing this as the reason for it starting a consultation regarding a potential 160 redundancies at the business, whether it will revise its social value conditions on public funds being used to subsidise foreign bus manufacturers. Answered by Hyslop, Fiona - Cabinet Secretary for Transport The aim of the most recent phase of the Scottish Zero Emission Bus Challenge Fund (ScotZEB 2) is to support the implementation of new, innovative business models into Scotland's bus market, so that zero-emission buses become the default choice for operators, and that public subsidy is no longer required. Bus operating companies have the freedom to choose which manufacturers to purchase buses from, as best suit the needs of their routes and operations. Fair Work sits at the heart of our ambition to move toward a wellbeing economy and is central to supporting economic recovery and renewal, and a just transition to net-zero. UK based employees working on delivering the ScotZEB 2 project must be paid at least the Real Living Wage, and have an effective forum for employees’ voices. Suppliers from different countries will operate within different economic, social and legal contexts. The real Living Wage is UK-specific and cannot be applied to workers based in foreign countries. Scottish Ministers are required to comply with the terms of the Subsidy Control Act which prohibits the favouring of domestic over non-domestic manufacturers when offering public subsidy. Since 2020 the Scottish Government has made available more than £23 million in R&D grant funding to Alexander Dennis Ltd to support the company’s capacity to secure orders for ultra low emission and zero emission buses. |
