The UK has a strong track record of hosting international events.

From the Women’s Euros to the Queen’s Platinum Jubilee, these events bring economic and social benefits across the country, and allow us to showcase the UK to the world. My department works with organisations including VisitBritain and UKSport to encourage international event organisers to hold events in the UK.

UKSport recently published its new major event hosting target list for the coming decade, and we will continue to work closely with UKSport and national governing bodies to ensure we develop a strong pipeline of future hosting opportunities that drive significant economic and social benefits for communities across the UK.

To ask the Chancellor of the Exchequer, what recent assessment he has made of the potential impact of the use of different economic forecasts by (a) the Bank of England and (b) the OBR on (i) monetary and (ii) fiscal decisions.

Monetary policy is the responsibility of the independent Monetary Policy Committee (MPC) of the Bank of England, so the government rightly does not comment on the conduct of monetary policy. The MPC publishes its forecasts on a quarterly basis to inform its monetary policy decisions.

The Office for Budget Responsibility (OBR) is the UK government’s independent official forecaster and publishes economic and fiscal forecasts at least twice per year alongside fiscal events. The OBR provides independence, transparency and credibility via its assessment of the economic and fiscal position and as the official forecaster it is right that it is the basis for government fiscal policy decisions.

The MPC and the OBR have different responsibilities, so it is right that they produce their own forecasts. The MPC’s forecasts reflect policy announced by the government and fiscal assumptions from the OBR and HM Treasury.

The Scottish Government recently consulted on proposals for a Heat in Buildings Bill, this consultation closed on 8 March 2024. We are currently analysing all responses received. This analysis will inform the further design of policy provisions together with any feedback gathered during wider consultation engagement events and workshops. All responses will be published in full, in accordance with Scottish Government guidance.

Ahead of the launch of the consultation and in preparing the proposals, I met with several retail banks to discuss their role in supporting consumers in meeting the costs of the proposed standards. In addition, I attended a Scottish Financial Enterprise hosted roundtable to discuss lenders' role and the potential impacts that the proposals may have on the housing market. As we finalise our proposals we will take this feedback into account.

In addition, the Scottish Government has commissioned research through ClimateXChange to investigate the potential impact of the proposed Heat in Buildings Bill on the Scottish Housing Market. The scope of this project includes an investigation into the impact on the mortgage market. This research is currently being carried out, and findings will be published later this year.

The Scottish Government has not given specific consideration to the implications of recent flooding on wild salmon populations. High river flows potentially wash out salmon eggs from nests on the riverbed and displace juvenile fish downstream. However, research suggests that salmon are well adapted to natural flow variability, including floods in natural river systems. Current evidence suggests a periodic trend towards more extreme flows in some Scottish rivers. With climate change scenarios, there is potential for further increases in high flows which may impact on salmon.

Heavily modified rivers are likely to be less resilient to potential disturbance. Restoration of natural morphological processes and channel characteristics could improve resilience. The Wild Salmon Strategy covers five priority areas, including ‘improving the condition of rivers and giving salmon free access to cold, clean water.’ The Scottish Government’s Nature Restoration Fund (NRF) specifically encourages projects to restore wildlife and habitats.
