Question to the Department for Levelling Up, Housing & Communities:

To ask Her Majesty's Government what assessment they have made of the proposals in Oliver Letwin’s Independent Review of Build Out Rates Draft Analysis, published in June, on local authorities’ ability to ensure developers keep to commitments made when seeking planning permission.

The Government welcomes the excellent work of Sir Oliver and his expert panel to date on his recently published analysis. We will respond in full when Sir Oliver publishes his final report with recommendations in the Autumn.

We have also consulted on a new approach to viability and reforms to developer contributions. This will mean that developers know the contributions expected of them and local communities are clear about the infrastructure they will get alongside new homes. We are currently analysing responses and aim to publish a final National Planning Policy Framework in July.
