Question to the Home Office:

To ask Her Majesty's Government, further to the Written Answer by Baroness Williams of Trafford on 28 March (HL6484), whether first responders other than the police who make a referral to the National Referral Mechanism are required to contact the police to make a crime report.

All referrals of potential victims of modern slavery made to the National Referral Mechanism (NRM) are shared with the relevant police force to either record a modern slavery crime or to record a crime related incident. This function is carried out by the NRM Competent Authorities rather than NRM First Responders.

The criteria determining whether the police record a modern slavery crime or a crime related incident upon receipt of an NRM referral is published in the Home Office Counting Rules For Recorded Crime, attached and available online at:
