Question to the Department for Transport:
To ask Her Majesty's Government in their guidance to local authorities about the setting up of Low Emission Zones, what emphasis is given to reducing pollution per passenger kilometre so that low emission buses are not unreasonably targeted.
The Government published a Clear Air Zone Framework in May 2017. This sets out the approach that the Government expects local authorities to take in setting up Clean Air Zones, including the approach to buses. It states that Clean Air Zones should be designed to deliver the cleanest possible fleet, including the encouragement of low and ultra-low emission vehicles. The minimum emission standard for buses set out in the Framework is Euro VI.
