Tyres: Waste Disposal

Question to the Department for Environment, Food and Rural Affairs:

To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment she has made of the potential impact of EU Regulation 2024/1157 on the UK market for end-of-life tyres; and whether she has assessed the risk that the UK could become a route by which exports originating from the EU to non-OECD countries could continue.

Under EU Regulation 2024/1157, the EU is restricting exports of ‘green list’ waste, including end-of-life tyres, to non-OECD countries from 21 May 2027. Non-OECD countries will, however, be able to apply to the European Commission for an exemption from this restriction. An initial list of exempt non-OECD countries is expected to be published by the European Commission by 21 December 2026. It is, therefore, not possible to assess the impact this will have on the UK market for end-of-life tyres or the risk that the UK is used to bypass these restrictions at this time.
