Question
To ask the Right hon. Member for Kenilworth and Southam, representing the Speaker's Committee on the Electoral Commission, pursuant to the answer of 2 September 2026, to Question 19366, on Political Parties: Regulation, whether the Electoral Commission has provided guidance on whether the provision of security costs to a regulated donee in relation to political visits and appearances would fall under the example of political activities for the purposes of requiring such donations or donations in kind to be reported to the Electoral Commission.
The Commission’s guidance for regulated donees explains what does and doesn’t count as a donation, including in relation to security costs.
It outlines that any money or other property, service or facility provided out of public funds for the personal security of an individual regulated donee is not treated as a donation.
However, if security services are gifted or paid for, other than on commercial terms, it should be treated as a donation if its value is more than £500.
