Enhancing the quality of life of the 15 million people in England with long term conditions, including diabetes, is a priority for NHS England.

It is an objective for NHS England under the Mandate from the Government to make measurable progress towards making the National Health Service among the best in Europe at supporting people with ongoing health problems to live healthily and independently, with much better control over the care they receive. This includes all people with diabetes.

Diabetes is relevant to all five domains in the NHS Outcomes Framework. In conjunction with the Mandate, the Outcomes Framework is the primary accountability mechanism between the Secretary of State for Health and NHS England and drives up quality throughout the NHS by encouraging a change in culture and behaviour focused on health outcomes not process.
