Question to the Department for Transport:
To ask the Secretary of State for Transport, whether West Coast Trains (WCT) Ltd and Network Rail will be required to issue a memorandum of understanding before undertaking any of the infrastructure upgrade work outlined in the new franchise directly awarded to WCT Ltd.
