NHS England is responsible for determining allocations of financial resources to clinical commissioning groups (CCGs). Total annual budgets given to CCGs cover the majority of NHS spending including admin expenditure.

CCGs have a statutory duty to commission high-quality care that is cost-effective. It is the responsibility of CCGs, and NHS England, to ensure that commissioning is economical and effective at all times.
