In the Smart Systems and Flexibility Plan, published in July last year, the Government confirmed that electricity storage is to be treated as a subset of generation for licensing and planning purposes. Ofgem, as the market regulator, is responsible for the licensing framework, and recently held a consultation on modifying the generation licence to include electricity storage. Ofgem will respond to this consultation shortly.
