Additional funding to support students with special educational needs is contained within the high needs block of the dedicated schools grant. This funding is allocated to local authorities, who spend it in consultation with their schools forum.

In 2017-18 Coventry was allocated £35.2 million in its high needs block, and in 2018/19 this will rise by 4.3% to £36.7 million. Across the West Midlands, local authorities received £606.6 million in 2017/18, which will rise by 3.1% to £625.3 million in 2018/19.
