It is my intention to implement the reforms announced in the 2016 Government Response, subject to their successful passage through Parliament. These reforms require the affirmative resolution procedure in Parliament.

With regard to timing, the Department is required to submit regulations through a process of pre-legislative scrutiny by the Joint Committee on Statutory Instruments (JCSI). I aim to submit the remaining RHI reforms to the JCSI in December, and, subject to their clearance, would seek to lay the remaining RHI reforms early in the New Year, followed by parliamentary debates. These timings are indicative, and subject to parliamentary time.
