Commons ChamberI absolutely agree with my hon. Friend. I also think that the rules on terminal illness should be changed.
Going back to the question of the breathing space, the devil will be in the detail. For a breathing space scheme to work well, it has to have minimum standards. It has to provide enough time for the person in debt to get advice on the best way to resolve their problem debts, to recover from temporary financial difficulties and enter a statutory debt solution, and to pay their debts at a manageable rate. There must also be funding so people can access free, independent and impartial services speedily, because when people decide they are at the end of their tether, they want to see someone quickly.
The Government suggest a breathing space of 60 days, but debt advisers need the flexibility to recommend an extension. I worry that if the arrangement is too rigid, creditors may well delay until someone gets out of the breathing space period so they can start chasing them again. Call me cynical, but that is what 23 years at Citizens Advice does.
There is clear consensus that a breathing space solution must cover all debts, including debts to the Government—household bills such as council tax and moneys owed to central Government. It must also offer protection against further interest and charges, and against enforcement action. Creditors must stop collection activities such as calls, letters and visits—that means no more bailiffs. Returning briefly to universal credit, there must be no deductions from benefits or other income to recover outstanding debts during the breathing space period, future deductions must be affordable, and—please—there must be no public register of people who enter a breathing space. Evidence from Scotland shows that that deters people from doing so. If there is going to be such a register, let us make it private between creditors and people in debt.
I welcome the announcement that the Government will look at no-interest loans, although the long timescale will allow many people to fall into debt. It is unfortunate that, despite the work of the Law Commission, Government time was not given to debate ending the exploitation of a Victorian law that was used as a vehicle for logbook loans.
I turn to education—in particular sixth-form funding, which is at crisis level.
I have to move on, I am afraid. There is a range of new requirements, the needs of schools and colleges have increased, and under-investment in sixth-form education is having a negative impact on the education of the young people in my constituency. That simply means the Government will be unable to meet their stated objective of having a strong post-Brexit economy and a socially mobile, highly educated workforce. That is bizarre, frankly.
At least £760 per student is required to continue providing 16 to 18-year-olds with a high-quality education, but the Raise the Rate campaign asked the Chancellor to increase national funding by a more modest £200 per student. That would at least have been a start. It is disappointing that there has been no action.
Will the £400 million to provide the “little extras” be shared with sixth-form colleges? That might have helped Winstanley College in my constituency with the little extra of providing a teacher so German A-level could be reinstated, or allowed St John Rigby College to reinstate one-to-one time to support students who are struggling emotionally or academically—it might have, had that money not been ring-fenced for building maintenance and purchasing equipment.
Let me comment briefly on the raising of personal allowances. Families on the average wage in Makerfield will gain just over £12 a month, while people on more than £50,000 per year will gain just under £40 a month. It is pretty obvious who will gain the most. It certainly is not women over 50, who are still waiting for any measure to help them.
The Chancellor said he chose not to unveil the Budget tomorrow as he wanted to avoid Halloween jokes. It is a good job he did not wait until next Monday, as my constituents, having heard that austerity is over, may have expected a firecracker of a Budget that lit up their lives. Instead, all they got was a damp squib.
My hon. Friend is right to focus on the last Government’s poor record on renewables. On coal, global investment in clean energy was outpacing global investment in fossil fuels last year and has been for the last few years, but he is right to warn about coal, because global coal prices have fallen, which has meant that some people are investing. That is one of the reasons why it is important that we have a price on carbon. We have policies such as contracts for difference, which give investors in low carbon security for the future.
Prepayment meters are still causing problems for many of the most vulnerable customers. The problems include long delays in recalibrating the older meters when prices rise or fall, which leads to arrears or overpayments. The best deals are still not available for prepayment customers and many do not know that they can switch suppliers for a much better deal. What steps is the Minister taking to ensure that these customers are fully informed and treated more fairly by the energy companies?
The hon. Lady had a distinguished career working for Citizens Advice, which has been a real champion on this point. Its latest campaign on prepayment meters is something we are looking at seriously, and we are grateful to Citizens Advice for its evidence and research. Longer term, the introduction of smart meters will be important, because they will reduce the higher differential costs that prepayment meter users face, which is one of the reasons I called on the obligated suppliers to move further and faster to roll out smart meters for prepayment meter users. That is part of the solution, but no doubt we need to look at other issues as well.
As stated yesterday, the recent uSwitch survey showed that on one or more occasion last winter 75% of people turned the heating off. As those over 75 are particularly vulnerable and least likely to switch supplier, will the Secretary of State back Labour’s plans to put all over-75s on the cheapest tariff automatically?
We want to do more for those people, which is why we are pushing switching and collective switching. The hon. Lady has a distinguished record as a former chief executive of a citizens advice bureau, and I hope she would welcome our proposal for the big energy saving network. That is now operating, with the help of Citizens Advice, Age UK and National Energy Action, to help people in communities up and down the country get better deals.

The hon. Gentleman makes an interesting point. It is surprising that many public bodies—whether local authorities, utilities or lenders—do not make those who cannot pay their bills or are in debt as aware as possible of quality, free advice services. We need to talk to those organisations because raising awareness is critical.
I will give way in a moment to the hon. Lady; she made a very valuable contribution.
When people are in debt, that can affect their health and there could even be mental health consequences. We must ensure that people do not end up in the clutches of a company whose advert they heard and do not recognise that there are free, quality advice services. We must deal with that issue.
Does the Minister accept that we must not only make people aware of the free agencies available, but ensure that those agencies have quick, available appointments? When somebody wants to get out of debt, they do not want to wait six weeks for an appointment. That is where the debt management plans win; they say, “We’ll deal with you immediately.”
The hon. Lady makes a vital point. We must ensure that people are aware of all the different options. Online options are increasingly being taken up; they are effective and can be accessed 24/7. There is a high usage of online helplines, and if people are vulnerable or ill, they should have access to quick and quality face-to-face advice. I agree with the hon. Lady.
We have heard a number of ideas during the debate, and we will reflect on them, just as we have reflected during the call for evidence. We have heard interesting ideas such as that from my hon. Friend the Member for East Hampshire (Damian Hinds) about whether search engine providers ought to think about their social responsibilities when people search for advice. There are issues about audits and so on.

Commons ChamberT4. There are still high numbers of rogue operators in the fee-paying debt management industry and they often charge high amounts and pay not one penny to creditors. Does the Minister agree with the argument advanced in Wednesday’s Daily Mirror by the free advice sector that it is no longer tenable to stand by and fail to protect vulnerable individuals from those companies?
The hon. Lady is right to raise this matter. She will know from her time working in the citizens advice bureau in her area how significant this matter is. Some debt advice agencies out there—frankly—do not act in an acceptable way. We are considering this issue under the consumer credit and personal insolvency review, and will make an announcement after the Easter recess.

It is very tempting to answer that question, but I shall make some progress.
As a result of the financial difficulties, all councils must re-examine how services are organised and run—finding efficiencies and unlocking savings. We have sought to make that task easier by scrapping most ring-fencing constraints on councils’ funding, so they have greater freedom to manage resources in the best possible way. That involves joining up back-office functions, sharing chief executives and other senior managers, and cutting out the duplication and waste associated with procurement. Where possible, that should not mean cuts to front-line services. We say that not only to Birmingham city council, but to all local authorities.
It is worth noting that, although all citizens advice bureaux are members of the national umbrella organisation, Citizens Advice, they operate independently. I am sure that the hon. Member for Birmingham, Erdington will admit that at least. Their funding is determined locally. That is not new, but has been the case for many years under the previous Administration and the Administration before that. Funding is determined by the relevant local authority. That is how it should be, because the need for advice and such services varies dramatically across the country. I am sure that the needs of Birmingham are different from the needs of Kingston. There should not be any doubt about the fact that these should be local services.
Does the Minister agree that funding from the local authority often acts as seed-corn funding for the other funding that citizens advice bureaux get? For every £1 that the local authority puts in, £10, on average, from other sources is gained by bureaux.

I have met representatives of Citizens Advice England and Citizens Advice Scotland to discuss any difficulties they might have in implementing in-year cuts, as I have with all partner organisations of the Department. They have given me their assurance that they are managing, and they are working with my officials to try to ensure that those cuts can be made without hitting the front line in the way that the hon. Lady describes.
