Let us be clear: if there is an issue with fire safety in a building, extra steps should be taken and remediation should be made. When it comes to self-evacuation, the Home Office has launched a new consultation to support the fire safety of residents who are unable to self-evacuate, but if the hon. Lady has further representations to make on that point, I will be very happy to ensure she gets a meeting with a Minister in the Department for Levelling Up, Housing and Communities.

Q15. Mr Speaker, I am not a cynical sort but I was slightly perplexed this week when the Cabinet Secretary and the director general of Government Propriety and Ethics, no less, were banned from attending my Committee, the Public Administration and Constitutional Affairs Committee, to give evidence. That meeting had been scheduled for two months. I cannot possibly think why, Mr Speaker. I wonder which particular subjects my right hon. Friend the Prime Minister was most concerned about being raised by my Committee. Was it the case of undeclared loans and donations in kind, security insights into appointments to the House of Lords, or indeed the consultation of the Propriety and Ethics unit in ministerial appointments?

There are media reports of a Cabinet meeting and press conference this afternoon to initiate covid winter plan B without reference to this House. Covid passes will not increase uptake of the vaccine but will create a segregated society. Is my right hon. Friend the Prime Minister aware that very few will be convinced by this diversionary tactic?

When can we expect the co-ordinated chorus of SAGE members recommencing their media appearances to depress morale, and does my right hon. Friend fear having to give another press conference at which he again postpones the return of our freedoms? We are rightly told that we need to learn to live with covid, so what can the Prime Minister say to the country to convince us of that reality?

May I congratulate all the staff and volunteers, particularly at the Bosden Moor surgery in Offerton in my constituency, where I had the privilege of joining them as a marshal for the car park on Friday afternoon as they administered over 500 vaccines? My right hon. Friend says he is led by the data, not the dates, yet his statement outlines many dates, so will he commit to publishing the thresholds of data that will determine the easing of lockdown measures?

We have increased the support for those who are self-isolating and, obviously, have increased the penalties for those who fail to do so when they are asked to by Test and Trace. It is an absolutely vital part of our fight against the disease. What it has done, which I think people do not appreciate, is that it has actually allowed this country to have an incredibly detailed understanding of where the disease is and what kind of disease we are fighting. The UK is actually conducting 47% of all the genomic tests in the world to establish what is going on with the coronavirus and all its mutations, so NHS Test and Trace is a remarkable advance. Is it perfect? Of course it is not, but it is also indispensable to our fight against the disease, as is, of course, people’s self-isolation when they are contacted—you must self-isolate.

I pay tribute to everybody at Stepping Hill Hospital and GPs across Stockport for their superb efforts in rolling out the vaccine, where all care home residents and those over the age of 80 will have received at least their first jab by 15 January. Will the Prime Minister ensure that he blasts away any bureaucratic barriers that are getting in the way and ensure that vital vials and other such equipment are in abundant supply, because, frankly, there will be no excuses for any hindrance to this supreme national effort?

My hon. Friend speaks entirely for me in what he says about the need to blast away bureaucratic obstructions. I am proud to say, at the moment, that we have vaccinated more than any other country in Europe and, indeed, more than every country in Europe put together, but that pace must not only be kept up; it must now, as the whole House can see—because everybody can do the maths—be accelerated, and we will be saying more about how we propose to do that.

Yes, indeed. We are making sure that no patients are discharged from the NHS without being properly tested, and in so far as they may go into care homes for reasons that are absolutely unavoidable, those care homes must be Care Quality Commission-approved environments where they can be properly looked after and not at risk of infection.

As models of athleticism, the Prime Minister and I know of the benefits of regular gym-going—not only for physical health, but for mental wellbeing. Knowing that repetition is not a cardinal sin in this House, will he therefore reconsider the intention to close gyms, particularly given the great endeavours that they have made to make themselves covid secure?

As the hon. Gentleman knows, it is one of the features of this crisis that the UK Treasury has been able to step up to the plate and support people throughout the United Kingdom. That is going to be our approach throughout and I am grateful also for the close harmony in our approach to which he alluded earlier.

I fear that talk of closing hospitality venues such as pubs, restaurants and cafés misses the point, given the very limited transmission of covid within them. For example, this has averaged at just 2.4% in Stockport over the last four months. Is not the danger in closing them that people will meet in each other’s homes, where transmission is much higher, rather than in these covid-secure venues?

As my hon. Friend knows, in level 2 areas and indeed, a fortiori, in level 3 areas, there are restrictions on household contact that are designed to bring down that transmission. You should not meet other households indoors in either a domestic or a hospitality setting.

We have done a huge amount. The right hon. Gentleman is a tireless campaigner on this matter, but the House will accept that we have done a huge amount to increase support for people on benefits. I remind him of the increase in universal credit and working tax credit of up to £1,040 a year, which is benefiting 4 million families across the country.

Given the state of us, my right hon. Friend the Prime Minister and I will be among the first in the socially distant queues as barbers and hairdressers reopen this weekend. Neither of us is likely to be queuing for an appointment at a beauty salon, however, as much needed as it may be, and sadly, neither will anybody else, because many of those much-loved businesses remain closed. Will the Prime Minister review that decision, so that the likes of Lush Beauty in Romiley in my constituency can reopen safely as soon as possible?

I am sure that one day I will go with my hon. Friend to Lush Beauty, but it is a sad reality for many of those excellent businesses that they cannot yet open in the way they want. I certainly share his sense of urgency, which I know people feel across the country. People feel a sense of unfairness when they look at hairdressers opening, but I repeat to the House the need to strike the balance that we have described—I believe that is understood by the Labour party—and the need to open up in a way that is covid-secure. As soon as we are sure that nail bars and beauty salons can open in a way that is covid-secure, we will do that.

I think the best and shortest answer I can give to the hon. Lady is that we totally understand the situation with aviation. Clearly, inadvertently this year the planet will greatly reduce its carbon dioxide emissions, and she is absolutely right that we need to entrench those gains. I do not want to see us going back to an era of the same type of emissions as we have had in the past. Aviation, like every other sector, must keep its carbon lower. We are certainly working on technological solutions to ensure that we can do that.

Will my right hon. Friend the Prime Minister join me in paying fulsome tribute to all the staff at Stepping Hill Hospital, particularly those caring for patients with covid-19? Does he recognise that many people have not been attending hospital as usual? How will he be assisting hospitals, such as Stepping Hill, in ensuring that my constituents can access healthcare as usual?

I thank my hon. Friend. One of the most important features of the way this country responded to the epidemic was that we did protect the NHS. We maintained capacity in the NHS throughout. Nobody went without a ventilator. There was space in intensive care units throughout the crisis, but we have a situation now, as he rightly says, where too many people are not going to hospital or the doctor to seek the treatment they need and deserve. I certainly encourage people with conditions that need medical treatment to go and get that treatment now. That will help us to reduce deaths this year and throughout the crisis.

I might ask the hon. Lady how she can justify this country spending another £1 billion per month on delaying our exit from the European Union, which is what she voted for.

I remind the hon. Lady that, under this Government, we are spending £225 million more per year on policing in London than was the case when I was Mayor of London. She might ask her friend the Mayor of London what he is doing with that money and why he cannot do better. Frankly, his record on policing in London is utterly shameful. She should be holding him to account.

I am very happy to congratulate Warren Wood and Norbury Hall schools. I believe that Norbury Hall is my hon. Friend’s alma mater. I confirm what I think he and the whole House know: those schools and every other school in the country are getting £14 billion more to level up funding for every pupil. That is possible because of the policies pursued by our one nation Conservative Government. It would be ruined by the Labour Opposition.

The answer is that the spending commitments so far are really rather modest, and they can be amply financed by the strength of the UK economy, which the Labour party would jeopardise through its retrograde policies.

First, let me repeat the condolences that we have offered, and that I am sure that many Members will want to join me in offering, to the people of Germany for the terrible attack that they sustained on 19 December. We continue to work with our German counterparts to strengthen security. We have superb relations with Germany, and it is vital, both as we go through the Brexit process and beyond, that we deepen and intensify that friendship.

I associate myself with my right hon. Friend’s expression of condolence to the people of Berlin. Given that Germany is a net exporter to the United Kingdom and would not want its economy to be affected through the imposition of tariffs, what extra work is being done to build diplomatic relations for the benefit of future reciprocal free trade between our two countries?

I am grateful for that question because, as my hon. Friend will know very well, a big operation is now going on. UK Trade & Investment and British diplomacy are pointing out the salient facts that German investment in this country is responsible for around 344,000 jobs here in the UK, and UK investment in Germany is responsible for 222,000 jobs. It would be the height of insanity to imperil either of those sets of investments.
